    Lewis G.     Jennifer Johnston is a Vice President and Analyst at Franklin Templeton Investments. She joined the company in 1993 and heads the municipal tax-backed group focused on GO’s, leases/COPs and dedicated tax bonds. Ms. Johnston has been involved in Franklin’s efforts in Stockton, Detroit and Puerto Rico.Ms. Johnston earned her bachelors from Santa Clara University and an MPA from the University of San Francisco. She is a past chair of the National Federation of Municipal Analysts (NFMA) and currently serves as chair of the Industry Practices Committee and co-chaired two annual conferences. She is a member and former chair of the California Society of Municipal Analysts (CSMA) and was awarded the CSMA’s Amy S. Doppelt Award for Meritorious Service. Ms. Johnston is a member of the San Francisco Municipal Bond Club and a past president of The Junior League of San Francisco.

    Mac Taylor was appointed to the position of Legislative Analyst in October 2008,as the fi fth person to serve in that capacity since the offi ce was founded in 1941. In his30-year career with the offi ce, he has served in various capacities:Program Analyst. He worked in the tax area (primarily income-related taxes),authoring reports on state and local spending limits, tax expenditureprograms, and tax auditing issues.Section Head. Mac managed the General Government section in the offi ce,covering a wide variety of assignments (retirement, employee compensation,labor issues, and housing).Deputy. He served for 17 years as deputy to the prior Analyst, Elizabeth Hill,overseeing the work of the K-12 Education, Higher Education, LocalGovernment, State Administration, and Economics and Taxation sections.As Legislative Analyst, Mac serves as the nonpartisan fi scal advisor to both housesof the California Legislature and oversees the preparation of annual fi scal and policyanalyses of the state’s budget and programs. His offi ce is also responsible for preparingimpartial analyses of all initiatives and constitutional measures qualifying for the state’sballot.Mac earned a bachelor’s degree, with highest honors, in political science from theUniversity of California, Riverside, and a master’s degree in public affairs fromPrinceton University. He serves on the Statewide Leadership Council of the PublicPolicy Institute of California. Mac resides in Carmichael with his wife Sherry. Theyhave three children—Michael, Katie, and Jessica.

    Mr. Gambone began his career in 1989 at Salomon Brothers working as a trading desk analyst on the government repo trading desk. In 1995 he started working at Lehman Brothers in the municipal bond department as short term products trader and later as a short term products specialist in the public finance department. Mr. Gambone transitioned to the Barclays when they acquired the North American broker/dealer of Lehman Brothers which included the entire municipal bond franchise. Mr. Gambone�s national responsibilities include all municipal taxable and tax-exempt short-term product origination for: commercial paper, variable rate demand bonds, put bonds, floating/fixed rate notes, and variable rate remarketed obligations. Additional responsibilities include documentation, money market fund requirements, marketing strategy, monitoring regulatory issues that impact short term products, and procuring bank liquidity/credit support. The short-term products team covers all sectors of the municipal marketplace nationally including: public power, state & local governments, transportation, state housing finance authorities, not-for-profit healthcare, and higher education. Mr. Gambone holds a B.S. in Finance from the University of Rhode Island, a M.B.A. in International Finance from Fordham University, and a CTA Certificate in Analysis & Design of Information Systems from Columbia University. Mr. Gambone maintains the following FINRA registrations: Series 7, Series 63, Series 3, and Series 53.

    Brian Whitworth joined FirstSouthwest in 2009, and launched FirstSouthwest's PEB Trust, a group OPEB trust. He's a nationally recognized expert and frequent speaker on OPEB with speaking engagements at: Bond Buyer, IMN, NACO, National Conference of Mayors, CA City Association of Counties, Intl Association of Employee Benefit Plans, Conference of Consulting Actuaries, Massachusetts Retiree Benefits Commission, and the New Mexico Retiree Benefits Commission. Whitworth helped write legislation for several states, contributed material to the GASB Implementation Guide, built extensive simulation models including pension, OPEB cost and general fund revenues, and has worked on OPEB and/or pension issues for states, counties, cities and organizations. He's coauthor of two OPEB whitepapers and OPEB Frequently Asked Questions.He has also built extensive simulation models including pension and OPEB cost and general fund revenues, hold four patents on municipal bonds, risk management and related software, and work with actuaries and legal counsel. He has reviewed approximately 1000 pension and OPEB actuarial reports, often identifying errors, questionable assumptions and methods, potential compliance problems and potential savings opportunities. And founded more than $10 billion dollars in actuarial errors and opportunities for savings, including plans which had already been reviewed by independent actuaries, auditors, and city commissions.He has a Bachelor of Arts in Physics, University of Chicago and Master of Business Administration in Finance, University of California at Los Angeles.

    Ms. Quinones joined Ramirez & Co. in September 2006 and manages the Western Region. She has over 25 years of experience in Public Finance, structuring capital market solutions for the infrastructure and general fund financing needs of state and local governments. Recent senior-managed clients include the State Public Works Board, the Los Angeles County MTA, Los Angeles International Airport, and The Metropolitan Water District of Southern California. She has also managed sales for issuers in the Cities of Los Angeles and San Diego, and counties throughout California (Contra Costa, Fresno, Kern, Los Angeles, Sacramento, San Diego, and Shasta). Prior to 2002, Ms. Quinones was with Citigroup, Raymond James and Prudential-Bache Securities in New York, working primarily with The City of New York and state-level agencies in Connecticut, New York, and Puerto Rico. In addition to structuring large funding programs for frequent issuers, she created institutional and retail investor marketing programs for these issuers, including multi-media advertising programs, investor information meetings and investor conferences.Ms. Quinones holds a BA in Economics from Princeton University and served in the public sector in 1996-1997 as the Director of Economic Development, Office of the NYC Deputy Mayor for Economic Development and Planning. She is currently on the Los Angeles board of California Women Lead, was the 2000-2001 President of the 1200 member Financial Women’s Association (www.fwa.org), and served on the Board of Governors of the Municipal Forum of New York from 1998-2000.

    Ian is a member of the Public Sector and Infrastructure Banking team, focusing on municipal clients located throughout the western region of the United States. In his current role, he works with clients in the transportation, water and general government space. Ian has led the execution of over $20 billion of long-term debt and $8 billion of short-term debt financings as a senior or joint lead underwriter since he joined Goldman Sachs in 2008 as a vice president. He was named managing director in 2010.Prior to joining the firm, Ian worked at Merrill Lynch for nearly two decades in various roles, including municipal housing finance from 1989 to 1999 and municipal capital markets from 2004 to 2008. He also spent four years in London as a member of the structured finance group, where he specialized in providing capital market solutions for European public sector clients and financial institutions.Ian serves on the Board of Directors and Finance Committee of the Peninsula Humane Society & SPCA (PHS/SPCA), based in Burlingame, California. PHS/SPCA is a private nonprofit committed to humane ethics and building healthy relationships between people and animals, and is the provider of animal rescue and control services for all of San Mateo County.Ian earned a BA, with honors, from Harvard College in 1989.
