    Regina McElroy is the first person to serve as Director of the Federal Highway Administration’s (FHWA) Office of Innovative Program Delivery. The office was established in October 2008 and is intended to equip the transportation community with the capacity to use innovative project delivery tools such as congestion pricing and public-private partnerships. Also included in Regina’s portfolio is responsibility for the TIFIA Federal credit assistance program; project finance tools such as State Infrastructure Banks; and oversight of major highway projects - those over $500 million. Regina has been with FHWA since 1987. Her career has focused primarily on bringing new ways of thinking about surface transportation investment to Federal, State and local officials. Regina is a member of the Federal Senior Executive Service and holds a Bachelor of Arts Degree in Economics from the University of Maryland.

    Michael L. Lexton joined the Municipal Finance Group of RBC Capital Markets in April 2012, as head of U.S. transportation financing. During his 34 year career in public finance, he has led well over 200 airport financings totaling nearly $27.0 billion for 55 separate airports or airport systems, including some of the nation�s largest airports, such as Los Angeles, Atlanta, DFW, Houston Airport System, San Francisco, Denver and the Metropolitan Washington Airports Authority. In 1997, Mr. Lexton was selected by then Transportation Secretary, Rodney Slater, to serve on the Congressionally mandated National Civil Aviation Review Commission (known as the Mineta Commission in honor of its Chairman, Norman Y. Mineta) to review the funding and operating mechanisms of the FAA. He also has served on the Associates Board of the Airports Council International � North America. Mr. Lexton has a BS degree in Economics from the Wharton School of the University of Pennsylvania.

    Mr. Uhouse is a Managing Director and senior member of Scotia Capital’s Global Infrastructure Finance group based in New York. Mr. Uhouse joined Scotia Capital in September 2008 from the Infrastructure Finance Unit - Americas of DEPFA Bank plc where he provided financial advisory and debt arrangement services for infrastructure projects in the Americas.He has been involved in all aspects of project and infrastructure finance serving as financial advisor for various projects including the successful financings of the Capital Beltway and the Pocahontas Parkway which included innovative TIFIA components to the financial structure. Mr. Uhouse also has broad experience in the role of a Mandated Lead Arranger for numerous infrastructure projects in the U.S. and Canada. Mr. Uhouse has in excess of 20 years of project and public finance experience including investment banking, sales & trading and financial guarantee. Prior to joining Scotia Capital, he served as Managing Director at DEPFA Bank’s Infrastructure Finance Unit. During his 10 year tenure at Donaldson, Lufkin and Jenrette Securities Corporation, Mr. Uhouse provided investment banking services to public finance issuers in various sectors of the municipal market. His expertise includes Institutional Sales and Trading experience at ABN-AMRO and Donaldson, Lufkin and Jenrette. Mr. Uhouse was a Managing Director responsible for the East and Midwest regions at Assured Guaranty Corporation and, additionally, was a founding member of the Public Finance group at CIFG.

    Paul N. Wageman, a shareholder resident in the Dallas office of Winstead PC, counsels clients on corporate and governmental matters. Winstead PC is among the largest law firms in Texas, with over 250 attorneys and offices in Dallas, Houston, Austin, San Antonio, Fort Worth, The Woodlands and Washington, DC.In September 2000, the Collin County Commissioners Court appointed Mr. Wageman to the NTTA Board of Directors. In September of 2008, he was appointed to a fifth two-year term and was elected to a second term as chairman. Mr. Wageman earned his B.A. from Boston College in 1982, graduating magna cum laude. He attended Georgetown University Law Center, receiving his J.D. in 1987. He is a member of the State Bars of Texas and Illinois.Mr. Wageman's civic involvement has included service on the board of directors of the North Texas Commission, where he was active in promoting regional cooperation through public/private sector initiatives, particularly in the area of transportation. He was the Lieutenant Governor's appointee to the Texas Sunset Advisory Commission, serving a two-year term commencing in 1991. Mr. Wageman is a former president and member of the board of directors of the Dallas Assembly and previously served on the Board of Directors of the Greater Dallas Chamber of Commerce.Mr. Wageman is a member of the board of directors of Metroplex Sportservice, Inc., Frisco Sportservice, Inc. and Dallas Sportservice, Inc.
