Ms Norma Ortega is the Interim Chief Financial Officer (CFO) for the California Department of Transportation with a budget exceeding $12 billion and staffing of over 22,000 employees. The CFO is responsible for the Departments financial management and policy as well as federal and state programming of transportation projects. Ms. Ortega has been with the Department over twenty five years and has served on a number of fiscal management positions including direct management of the Departments budget. She represents the Department on federal, state and local funding and financing issues before the States transportation fund allocation organization, the California Transportation Commission and the California State Legislature. Other assignments include serving as a fiscal advisor during the development of Governor Schwarzeneggers Strategic Growth Plan, which lead to a $19.94 billion transportation bond proposal. She also served on the California Performance Review Performance Budgeting and Review Enhancement team.
Anne Rabin joined JPA in 2008, bringing over 25 years of experience in executing infrastructure transactions with a particular focus in transportation in North and South America. At JPA, Ms. Rabins is drawing on her financial market expertise to lead project advisory teams in the execution of complex public and private transactions. She led the transaction advisory work for the I-595 toll road project which closed in March of this year and has similar responsibilities for the Port of Miami Project scheduled to close at the end of this month. Duane Callender manages the Transportation Infrastructure Finance and Innovation Act (TIFIA) credit program. He directs a staff responsible for all aspects of project evaluations, negotiations and portfolio monitoring. Mr. Callender oversees a portfolio that encompasses over $22 billion in Federal credit assistance to 53 intermodal, highway and transit projects totaling more than $79 billion of infrastructure investment in the U.S. Immediately before joining the TIFIA program, he held positions in DOT�s Office of Budget and Programs; �where he was responsible for oversight of the Maritime Administration budget; in DOT�s Inspector General�s Office and the Budget Office of the District of Columbia�s Metropolitan Police Department.A New York native, Mr. Callender holds a Bachelor of Arts degree in Sociology from ConnecticutCollege (1994) and a Master�s Degree in Public Administration from AmericanUniversity (1998).
