    Neil Buckley is the Executive Vice President and Chief Operating Officer of Emmanuel College in Boston. Neil is also an adjunct faculty member and lecturer in higher education finance at Northeastern University and Suffolk University. He also is an elected member of the New England Association of Schools and Colleges (NEASC) Commission on Institutions of Higher Education and serves as a member of the Board of Directors of the Massachusetts Catholic Self Insurance Group.Prior to his appointment at Emmanuel College in 1999, he served in a variety of administrative positions at Massasoit Community College including Acting President; Vice President for Administration/CFO; and Controller. Neil has held other administrative positions at MIT Sloan School of Management and Suffolk University. A graduate of Suffolk University, Neil holds a B.A. (magna cum laude) and an MBA from the Sawyer School of Management.

    Mr. Lansing is a Managing Director and manages Debt Capital Markets, Investor Marketing, and Credit Portfolio for Public Finance. He has formerly run sales, trading, structuring and distribution in various products in the Investment Bank. Prior to joining JPMorgan, Mr. Lansing worked as a fixed income strategist and salesman at Merrill Lynch and served as an adjunct professor of finance at the Kellogg Graduate School of Business at Northwestern University.

    As the chief operating officer of Assured Guaranty Ltd., Séan McCarthy has responsibility for strategic direction and insurance originations across the Assured Guaranty family of companies. He has also been COO since 1997 of Assured Guaranty Municipal Corp. (AGM, formerly Financial Security Assurance Inc.), as well as COO of Assured Guaranty Municipal Holdings Inc. (AGMH, formerly Financial Security Assurance Holdings Ltd.) since January 2002 . He was previously executive vice president of AGMH, which Assured Guaranty acquired in 2009.In January 2006, Mr. McCarthy became chairman of the Association of Financial Guarantee Insurers (AFGI). He also served on the Board of Directors of the Association for the Prevention of Cruelty to Animals (ASPCA).

    Jon Penkower is a Program Manager with California Communities. California Communities has issued more than $45 billion in tax exempt debt since 1988. Mr. Penkower participates in various finance programs for California Communities which include industrial development bonds, 501(c)(3) bonds, multifamily housing bonds, recovery zone bonds and various municipal programs. Prior to joining California Communities, Mr. Penkower practiced law with Sheppard, Mullin, Richter & Hampton, LLP, specializing in real estate finance and tax exempt bond transactions. Mr. Penkower is a graduate of the University of Colorado at Boulder and the University of San Francisco School of Law.

He is based in New York and heads up the US transportation effort which covers both public and private airports, toll roads, seaports, transit systems, GARVEE bond programs and sports league/stadium financings. Prior to joining Fitch in 2001, Mike was an analyst at the executive office of the president, office of management and budget (OMB) in Washington, DC.
