    Scott M. Adair was appointed the County of Monroe’s Chief Financial Officer in August of 2008. He is responsible for the overall development and management of the County’s financial management function, including oversight of the preparation of the operating and capital budgets, capital financing and management of the County’s debt portfolio, cash flow management, as well as on-going monitoring of the financial condition. Mr. Adair previously served as the Controller of the County from 2004 to 2008 and was responsible for overseeing the financial reporting and cash flow functions of the County’s $1 billion dollar budget.Before joining Monroe County, Mr. Adair was a Senior Manager for KPMG LLP. He served numerous governments and not-for-profits in New York State including the State, as the lead senior manager on the financial statement audit, the Dormitory Authority of the State of New York, along with many other county governments, colleges and universities. Mr. Adair holds a Bachelor’s degree in Accounting from the State University of New York at Geneseo. He is currently a Certified Public Accounting in the State of New York. He was born and raised in Rochester, New York.

    Tom Madison is the Executive Director of the New York State Thruway Authority and the New York State Canal Corporation.On the recommendation of Governor Andrew M. Cuomo, Madison was appointed to this position by the Boards of the Thruway Authority and the Canal Corporation on September 15, 2011 and confirmed by the New York State Senate on January 9, 2012.The Governor Thomas E. Dewey Thruway is a 570-mile-long toll superhighway across New York State that connects to superhighways in New England, Canada, the Midwest and the South. The New York State Canal Corporation, a 524-mile inland waterway, is a subsidiary of the Thruway Authority.Previously Madison had been Vice President and Director of Transportation Policy for STV, Incorporated of New York City. In this role, Tom was involved in corporate strategic planning and expanding the company’s highway and bridge practice. He was also responsible for evaluating transportation policies at the local, state, and federal levels, including the national infrastructure stimulus package and emerging high speed rail initiatives.On August 1, 2008, Madison was confirmed by the United States Senate to be Federal Highway Administrator at the U.S. Department of Transportation. During his time at FHWA, Madison focused the agency on preparations for the next surface transportation reauthorization. Managing through the insolvency of the Highway Trust Fund, Madison advocated for innovative financing methods to fund the nation’s transportation infrastructure. He also worked to establish a new Office of Innovative Program Delivery to expedite major projects, secure needed funding, and ensure the long-term preservation of the system.He was President of Spectra Subsurface Imaging Group, LLC and was responsible for the company’s management, business development, and client relations. Spectra performs non-invasive underground mapping using ground penetrating radar (GPR), electromagnetic induction (EMI), and other advanced techniques and works with utility owners, designers, and builders in New York and New England. He also served as Vice President for Infrastructure Services of Spectra Environmental Group, Inc., an environmental and engineering consulting firm specializing in environmental compliance, natural resource permitting, construction inspection, and infrastructure engineering.Before joining Spectra, Madison served as Commissioner of the New York State Department of Transportation (NYSDOT) where he oversaw the state’s vast transportation network, including port and aviation facilities, freight and passenger rail services, local transit systems, bicycle and pedestrian programs, 237,000 lane miles, 17,500 bridges, 10,000 employees, a $7 billion annual budget, and an $18 billion capital program. Madison successfully advocated for a $2.9 billion transportation bond referendum, implemented a major state agency reorganization, and championed legislation to allow innovative financing for the construction, operation, and maintenance of public infrastructure.Prior to his time at NYSDOT, Madison served as Deputy Secretary and principal transportation advisor to Governor George E. Pataki of New York, where he provided executive management to state transportation agencies and authorities. Additionally, he has worked as the Governor’s Regional Representative, Deputy Appointments Secretary, and Director of State and Local Government Affairs. As Deputy Director of the New York State Consumer Protection Board, he helped establish the largest “Do Not Call” telemarketing sales call registry in the nation.Madison served as Deputy County Executive in Broome County, New York, where he managed a municipal government with 40 departments, 2,500 employees, and an annual budget of more than $250 million. He began his career in public service as a Legislative Assistant to the late New York State Assemblyman Richard H. Miller, and was also Executive Assistant to New York State Senator Thomas W. Libous, the Deputy Majority Leader and Chairman of the Senate Transportation Committee.Madison was a Director of the New York State Bridge Authority, and has previously served as Chairman of the Metropolitan Transportation Authority’s Capital Program Review Board, the New York State Public Transportation Safety Board, the New York Metropolitan Transportation Council, the Greater Buffalo-Niagara Regional Transportation Council, and as a member of the Buffalo and Fort Erie Peace Bridge Authority and numerous other state and national transportation organizations.In the private sector, Madison was a Sales Representative for Ortho-McNeil Pharmaceutical Corporation of Raritan, New Jersey and a general foreman for T.J. Madison Construction Company, Inc. of Binghamton, New York.Mr. Madison is a 1988 graduate of the State University of New York at Geneseo, and has a Bachelor of Arts degree in Political Science with a minor in International Relations.

He co-chaired the Firm's project finance and energy practice with over one hundred professionals. Mr. Feo specializes in renewable energy projects. His team closed over two hundred renewable energy transactions and was recognized as one of the leading renewable energy law firms in the world, most recently having been named by Bloomberg New Energy Finance in 2010 as the Global Project Finance Law Firm of the Year and M&A Law Firm of the Year. Mr. Feo was identified in 2010 for his work in renewable energy as one of “The Decade’s Most Influential Lawyers” by The National Law Journal. He has been named one of the “Five Most Influential People in Renewable Energy” by Euromoney/Institutional Investor, “Attorney of the Year” in the Energy category by California Lawyer, and a “Deal Maker of the Year” by American Lawyer. He is ranked in the highest tier (the only person so named) in the project finance category of the 2009 edition of Chambers USA.Mr. Feo graduated with a B.A. and J.D. from UCLA, and was elected to Phi Beta Kappa, the Board of Editors of the UCLA Law Review and Order of the Coif.

    Clifford Kim is a Vice President-Senior Analyst in Moody's Global Infrastructure Finance Group. He serves as the lead analyst for a portfolio of public power issuers located in the U.S. Pacific Northwest and project finance issuers. Over the last four years, he has authored Moody's US power projects outlook and he was the primary author of the 'Breezing Past P50' report on wind projects. Prior to joining Moody's, he was an Associate Director in WestLB's Credit Risk Management group responsible for the infrastructure, metals & mining, and hospitality sectors. He holds a B.S. in economics from the Wharton School, University of Pennsylvania and is a CFA charterholder.

    Dan Adler is President of the California Clean Energy Fund (CalCEF), a nonprofit, evergreen venture capital fund created to accelerate investment in California’s clean energy economy. CalCEF Fund I, employing a fund-of-funds model, is invested in 40 young companies covering the full range of clean energy technologies. In 2006 CalCEF founded the nation’s first university center on energy efficiency, the Energy Efficiency Center at the University of California at Davis, and in 2008 launched the CalCEF Clean Energy Angel Fund and an affiliated public policy and market intelligence organization, CalCEF Innovations.Prior to joining CalCEF, Mr. Adler was a senior analyst in the Division of Strategic Planning at the California Public Utilities Commission, where he was responsible for the design and implementation of California's Renewables Portfolio Standard and was senior staff for climate change policy.In addition to energy issues, Mr. Adler has professional experience in international trade policy and socially responsible investment. He has a B.A. in Political Science from the University of California at Berkeley and an M.A. in Public Policy from Harvard University

    Kenneth Adams was confirmed by the Legislature as Empire State Development (ESD) President & CEO and Commissioner of the New York State Department of Economic Development on April 5, 2011. In these positions, Mr. Adams works to promote economic practices that attract business and create jobs throughout New York State. He also works closely with Lieutenant Governor Robert J. Duffy to implement the Regional Economic Development Councils across the state.Mr. Adams came to ESD from The Business Council of New York State, the state’s leading business association, where he served as President and CEO since 2006. He led the organization in its mission of creating “economic growth, good jobs and strong communities across New York State.” The Business Council represents nearly 2,500 member businesses, chambers of commerce and professional and trade associations, employing a total of more than one million New Yorkers. Prior to leading the Business Council, Mr. Adams was President of the Brooklyn Chamber of Commerce and Director of the MetroTech Business Improvement District in Downtown Brooklyn. He was also the founding Executive Director of New York Cares, New York City’s leading volunteer organization, from 1988 to 1994.Mr. Adams is a resident of Brooklyn, New York, where he lives with his wife and two children.

Mr. LeBas is one of a select group of forecasters to be recognized for his performance in multiple categories. Prior to joining Janney, Mr. LeBas was the Interest Rate Risk Manager for U.S. Trust’s bank asset and liability portfolios, a role in which he oversaw risk and return on an $11 billion balance sheet. He received his education from Swarthmore College and is a CFA Charterholder.
