    Mr. Knorr has over 26 years of corporate and not-for-profit investment banking experience, having worked on over $20 billion of tax-exempt and taxable healthcare financings. He is a former Certified Public Accountant and has both an M.B.A. and B.S. from the Wharton School at the University of Pennsylvania. He joined Merrill Lynch after receiving his graduate degree with a dual concentration in finance and public policy and management. He has served a wide variety of clients in the healthcare industry, from standalone hospitals to multi-state health systems to academic medical centers. Mr. Knorr has worked on a number of complex health care financings and strategic advisory assignments, bringing innovative solutions tailored to specific client needs. More recently, he has been at the forefront of advising not-for-profit corporations bringing taxable bonds totaling more than $3 billion to the market using the 3(a)(4) exemption, and completed the first unenhanced “AAA”-rated health care transaction for Parkland Health & Hospital System.

    Steve T. Park is the Practice Leader of Ballard Spahr's P3/Infrastructure Group. Mr. Park advises issuers, underwriters, borrowers, and purchasers in connection with the structuring, issuance, offering, placement, remarketing, and restructuring of tax-exempt and taxable municipal securities and other debt instruments and derivatives. Mr. Park also advises clients in all phases of transportation, infrastructure, and public-private partnership (P3) projects. He is currently serving as P3 counsel to various clients for major development and capital improvement projects throughout the nation. Some of his notable engagements include serving as counsel to the Georgia Department of Transportation for the I-285/SR 400 Reconstruction Project, the Federal Railroad Administration for the Denver Union Station Project, and the Virginia Department of Transportation for the I-95 HOT Lanes Project. Mr. Park also serves as bond, borrower's, and underwriter's counsel to various clients, including investment banking firms, higher education institutions, health care institutions, school districts, and municipalities. Mr. Park is a graduate of Dartmouth College (B.A. 1998) and the University of Pennsylvania Law School (J.D. 2006) where he served as Senior Editor of the Journal of International Economic Law.

    Michael Webster is a 29-year veteran of the Los Angeles Department of Water and Power. He is currently the Assistant Director of Power System Planning and Development and is responsible for implementing LADWP’s renewable portfolio, 20-year Integrated Resource Planning, and conventional generation and transmission development. LADWP achieved the goal of 20% renewable energy in 2010 and is currently implementing plans to achieve the requirements of State legislation requiring 25% renewable energy in 2016 and 33% in 2020. The Integrated Resource Plan lays out one of the most significant power system transformations in the history of LADWP. Mike has also been responsible for wholesale power and gas transactions and was also part of the core team that established LADWP’s Wholesale Marketing group that successful navigated through the energy crisis.He has experience in air quality regulation and legislation, project management, and engineering. Mike has a BSME from UCLA and an MBA from USC.

    Don Dame is Assistant General Manager, Business Development / Renewables for Northern California Power Agency (NCPA) located in Roseville, California. Don oversees new and existing business interactions affecting west coast public power organizations and renewable resources. He has over thirty years experience at various gas and electric utilities including the California Department of Water Resources, PacifiCorp, Bonneville Power Administration, and the Colorado Interstate Gas Company. He has economics degrees from the University of Wyoming and the University of California. Don's primary focus at NCPA is to assist members to make rational electric power business decisions in the increasingly complex and risky power marketplace.

    Russell Fehr was appointed Sacramento City Treasurer in May 2008 by the Sacramento City Council. The City Treasurer is responsible for management and issuance of debt, investment of city funds, the investment of funds held by a closed city retirement fund, and provision of independent comment and advice on fiscal issues to the City Council. Russell has the perspective of a 28 year career in local government finance having served for 19 years in the Sacramento County Executive’s Office focusing on budget development, debt issuance, and special projects. With the City of Sacramento, Russell served and Finance Director, responsible for budget development and monitoring, accounting, and revenue collection, before being appointed Treasurer. He has participated in a very broad range of both debt financings and other projects. Along with his work for the City and County of Sacramento, Russell has taught courses in public finance at Sacramento State University. Prior to starting his career in local government, Russell had seven years experience as a field archaeologist in the American Southwest. He has a Bachelor’s Degree in Classics from Dartmouth College and a Master’s Degree in Anthropology from the University of Arizona.

    Raymond V. Gilmartin is the former Chairman, President and Chief Executive Officer of Merck & Co., Inc., a global research driven pharmaceutical company that discovers, develops, manufactures and markets innovative vaccines and medicines.Mr. Gilmartin joined Merck as President and Chief Executive Officer in June 1994 and was named to the additional position of Chairman of the Board in November 1994. Shortly after retiring from Merck in 2006, he joined the faculty at Harvard Business School where he taught in the MBA and executive education programs through 2012. Prior to joining Merck, Mr. Gilmartin served as Chairman, President and CEO of Becton Dickinson, a global company that develops, manufactures and markets medical devices and diagnostic products. He joined that company in 1976 as vice president, strategic planning, and took on positions of increasing responsibility over the next eighteen years.Mr. Gilmartin serves on the boards of General Mills, Inc., where he is the Lead Director, and the Microsoft Corporation. He is the past Chairman of the Board of Directors of The United Negro College Fund and has served on the Board of Dean's Advisors for the Harvard Business School.Mr. Gilmartin has been an active participant in health industry affairs worldwide. Mr. Gilmartin was co-chair of the Presidential Advisory Council on HIV/AIDS, is a past chair of the Healthcare Leadership Council and was a board member of the Alliance for Healthcare Reform. In addition, he is the past chair of the Pharmaceutical Research and Manufacturers of America and a past president of the International Federation of the Pharmaceutical Manufacturers Associations. Mr. Gilmartin also has been involved in global economic and trade issues that concern the pharmaceutical industry. He was a member of the President's Export Council and is a past chair of the Council on Competitiveness.Mr. Gilmartin received a BS in electrical engineering from Union College in 1963 and an MBA from Harvard Business School in 1968.
