Ben serves as bond counsel for cities, counties, school districts, special law districts, higher education authorities, and other political subdivisions throughout Texas and elsewhere. He has been involved in the financing and development of airports, sports facilities, single- and multi-family housing, student loans, industrial development, health care, public power, and regional water and sewer systems both as bond counsel and underwriters' counsel. In addition, he has experience drafting legislation authorizing public entities to finance their infrastructure and economic development programs. He has a J.D. from Southern Methodist University Dedman School of Law and B.B.A. from The University of Texas at Austin.
Charlene Butterfield joined Standard & Poor�s in 2003 as an Associate in Non-Profit Public Finance Ratings, and is now a Director. Charlene is responsible for ratings in the not-for-profit health care and higher education sectors. Areas of analytical expertise include medical malpractice insurance management and derivatives analysis.Before joining Standard & Poor�s, Charlene worked as an investment banking associate at Quick & Reilly, coordinating transactions in education, industrial development, and health care. Prior to her tenure in investment banking, Charlene worked as a graduate intern in business development at Time Inc. and DoubleClick, and was an English teacher before going to business school.Charlene holds a Master of Business Administration in finance and management from NYU Stern School of Business, a Master of Arts in English from University of Pennsylvania, and a Bachelor of Arts from Wellesley College.
Debra Saunders is a Vice President of Municipal Finance for Fidelity Capital Markets, the institutional trading arm of Fidelity Investments providing trading, products and services to a wide array of clients and Fidelity businesses.Debra joined Fidelity in April, 2010 to open the firm’s West Region Office and has served as lead banker on over 100 transactions totaling over $100 billion in par. She has over 25 years of municipal market experience including credit analysis, issuer experience and liquidity provider experience.Prior to joining Fidelity Investments, Debra worked as a municipal credit analyst at Ambac and ultimately served as managing director of the West Region. In this position, she led a team of professionals responsible for marketing, credit analysis, structuring and negotiating a variety of public finance transactions, including tax allocation bonds, lease revenue bonds, transportation, higher education and other enterprise revenue bonds.She received her BA from Queens College and MPA from NYU.� Debra holds FINRA licenses Series 7, 53 and 63.
