Morgan in 1998, Chessin worked in Taxable Debt Capital Markets in several capacities including covering power and pipeline issuers, as well as originating and executing hybrid and preferred stock transactions. Justin Land is the Director of Tax Exempt Management and is responsible for the oversight of all tax exempt strategies. Prior to joining Wasmer, Schroeder & Company (WSC) in 1997, Mr. Land was a Portfolio Analyst for Asset Management Advisors (now GenSpring Family Offices, an affiliate of SunTrust) where he was responsible for asset allocation and portfolio construction.Mr. Land holds a B.A. in History from Florida State University. He is a member of the Firm’s Executive, Portfolio Management, Investment, and High Yield Investment Committees. He was awarded the CFA Charter from the CFA Institute in 2003. Mr. Land is a past board member of the CFA Society of Naples, where he previously served as President, a board member and Vice President of Beth Tikvah of Naples, and a past board member of the United Way of Collier County. John Heleman is the Chief Revenue Estimator and Texas Comptroller of Public Accounts. He has been employed by the Comptroller's office since 1988, first as an economic analyst and research specialist. Most recently, until January 2005, he was the assistant manager of the Comptroller's Revenue Estimating Division. Heleman graduated from Texas State University (then known as Southwest Texas State University) in 1984 with a Bachelor of Business Administration degree. He then earned an MBA from the University of Texas in 1986.
�William Chapman is Chief Financial Officer of the Authority. He became Chief Financial Officer in November 2004.Prior to joining the Authority, Mr. Chapman served as the combined Deputy Chief Administrative Officer/Chief Financial Officer of the City of El Paso, Texas.� During his 14 years working for the City of El Paso, he was also the City’s Internal Auditor, the Director of the Office of Management and Budget and the Chief Financial Officer.� Mr. Chapman is currently the President of TexStar, a Governmental investment pool with $5.9 billion in assets.� He has been a part-time and full-time instructor in financial management and accounting courses at both the undergraduate and the graduate level at various universities and educational institutions.Mr. Chapman is or has been involved in the following community activities: from 1977 to 1985 he served as a scout leader in Illinois and Colorado and served on local councils; he was elected to the Board of Trustees, Richland Community College in 1979; a member of Leadership Aurora in 1984; a member of the Ysleta Community Development Corporation in 1989; a member of the Government Finance Officers Association; Institute of Internal Auditors, Officer and past President; Director, El Paso Employees Federal Credit Union; EDP Auditors Association; and the Association of Government Accountants.Mr. Chapman earned a Bachelor of Science in Accountancy from the University of Illinois in Champaign in 1968 and a Master’s in Business Administration from Miami University in Oxford Ohio in 1970.� Mr. Chapman received his CPA certificate in 1969.� Mr. Chapman became: a certified Internal Auditor in 1992; a certified Information Systems Auditor in 1993; and a Certified Government Financial Manager in 1996.
Lee Deviney was named Chief Financial Officer, Office of the Governor - Economic Development in September 2012. In that capacity he oversees the lending and incentive programs of the Texas Economic Development Bank. Prior experience includes nearly 24 years with the State of Texas beginning at the Legislative Budget Board and then as a chief financial officer, senior level program manager or agency administrator at the Texas Public Finance Authority, Lottery Commission, Agricultural Finance Authority, Texas Education Agency and the Office of the Governor. Experience includes financial analysis, budget, financial reporting, strategic planning, municipal bond finance and economic development lending programs. Private sector experience includes several years in construction and with a high tech company.
Mr. Jack is a Managing Director with Estrada Hinojosa. Mr. Jack has over 20 years of experience in the structuring and issuance of debt obligations for political entities in Texas and across the Country.� While serving in various capacities either as financial advisor or underwriter, Mr. Jack has managed or supported the bond issuance process for over $30 billion in debt obligations.�His public finance experience includes a wide spectrum of public projects including transportation, water and sewer systems, general city infrastructure, public utility systems, convention centers, stadiums and arenas, school districts, universities, airports, hospitals and economic development projects. He also serves as an adjunct professor at the University of Texas LBJ School of Public Affairs, teaching Public Financial Management.Mr. Jack has a Bachelor of Business Administration from the University of Texas at Austin and a Master of Public Affairs from the University of Texas’ LBJ School of Public Affairs. Prior to his public finance career, Mr. Jack also served as an officer in the United States Navy.
Senior Vice President Jackie Sargent joined Austin Energy in 2010 and is responsible for operations at Austin Energys Sand Hill Energy Center and Decker Creek Power Plant, energy and market operations, power production engineering, and our nuclear and coal generation business units. She is responsible for risk oversight management relative to Austin Energys participation in the ERCOT wholesale energy market and is also in charge of our generation resource planning efforts, including the acquisition and integration of renewable resources to meet our renewable energy goals.Sargent brings more than 23 years of experience in the energy industry including electric and gas utility operations, wholesale generation, energy marketing, rates and regulatory affairs, and strategic planning. A registered Professional Engineer, she received her Bachelor of Science in Electrical Engineering and her Master of Science in Technology Management from the South Dakota School of Mines and Technology.
Yaffa is a Managing Director supporting Piper Jaffray's High Yield Sales and Trading Team. Her primary responsibilities include assessing and reviewing municipal transactions to be underwritten by Piper with the end goal of ensuring maximum investor protection. She is also responsible for analyzing a spectrum of credits in the secondary market to optimize trading decisions. As well she works with investors in the secondary market to support optimal disclosure. Yaffa is responsible for many sectors and has expertise in Charter Schools, Land Secured Financings, Senior Living Facilities and the Hospitality Sector. Prior to joining Piper, in early 2008, Yaffa spent several months heading up the surveillance efforts at a former AAA bond insurer and several years as a banker. Prior to these positions, Yaffa spent 12 years at Moody's Investor Service where she held a variety of positions including senior vice president and manager of the North East regional ratings team from 2001 through 2005. Yaffa is a member of the National Federation of Municipal Analysts, Municipal Analyst Group of New York and the Muni Forum. She has an MPA in Public Finance from Columbia University School of International and Public Affairs.
Joseph S. Fichera is the chief executive officer of Saber Partners, LLC and a visiting lecturer in public and international affairs at Princeton University. He also serves as a Senior Advisor to The Williams Capital Group, L.P. an independent securities brokerage, investment management and financial services firm. His areas of expertise include corporate governance, financial markets, capital markets finance and effective regulation. He provides independent expert advice to corporate and municipal finance issuers, investors, regulators and brokerage firms. Fichera�s career has taken him from a Catholic military school to an inner-city Rochester public high school to Princeton to Washington to Wall Street. He has a BA from Princeton University and an MBA from Yale University.With 17 years at major investment banking firms beginning in 1982 as an Associate, his finance includes being an officer at Smith Barney, Harris Upham and a managing director, principal at Bear Stearns in corporate finance. His government positions have included the U.S. Department of Housing and Development and the State Department through the Agency for International Development�s (A.I.D.) Enterprise Funds for Eastern Europe as a Board director. Mr. Fichera has advised the U.S. Securities & Exchange Commission, Governor of California, Secretary of the Commonwealth of Massachusetts Securities Division, Attorney General of Hawaii as well as state public utility regulators on over $8 billion in financings for electric market deregulation and environmental compliance. He has been described by The Bond Buyer as a �securities innovator," and was credited with creating highly flexible multi-mode variable rate tax-exempt securities.Mr. Fichera serves on the Advisory Board of Princeton University�s Center for Economic Policy Studies since 1998, the RFK Center for Human Rights Leadership Council and QuestBridge Scholarship Program. He previously chaired Princeton� University's Economics Department Advisory Council under Ben Bernanke. Complementing his business advisory work, he is an author and commentator on corporate governance, economics, finance and politics. Naomi Richman is a Managing Director in Moody's Public Finance Group responsible for credit ratings in three areas: Housing Finance, Municipal Supported Products, and Local Governments in the Northeastern US. She is a member (and former Chair) of Moody's Public Sector Credit Committee which approves ratings methodologies and policies for global public sector ratings.Naomi has over 25 years of experience in public sector credit analysis at Moody's. From March 2009 through August 2010 she was a Senior Vice President and Team Leader of Moody's Sovereign Risk Group, with global responsibility for MOody's ratings of sovereign governments. She previously held positions as Chief Credit Officer for global public finance, and as Manager of Moody's Higher Education, Bond Insurance and Housing Finance teams.Before joining Moody's, Naomi spent four years with the New York City Department of Finance. Naomi holds and AB degree from Bryn Mawr College and a Master of Public Policy from the Kennedy School of Government, Harvard University.
