John Rhow is a Director in the public finance division of Barclays Capital. Based in Los Angeles, he is responsible for financing and risk management services for California power and water municipalities. In the past year, John has served on financings for SCPPA, LADWP, Metropolitan Water District, California Department of Water Resources, and the City of Burbank's Water System. His current area of focus has been in advising municipal utilities on financing alternatives for renewable power generation projects, as well as developing a financing solution for PACE and other government-sponsored clean energy lending programs. Prior to joining Barclays, John began his career at Goldman Sachs advising debt and hybrid-equity issuers in the corporate arena, playing an integral role in the origination and execution of over $30 billion in debt issuance for Fortune 100 companies such as General Electric/GECC, Fannie Mae, and General Motors. John is a graduate of Harvard University.
Vernon D. Oates was retained as the Authoritys Finance and Accounting Manager in March of 2010. Prior to joining the Authority, Mr. Oates was the Controller for Quinn Group, a Caterpillar equipment distributor. Mr. Oates has also served as Regional Controller for Laidlaw Transportation Services and Protection Service Industries, and Finance Manager for PacifiCare Health Systems. Mr. Oates performed his public accounting work at the firm of Farber & Hass. Mr. Oates holds a Bachelor of Science degree in Accounting from California State University at Northridge, and is a State of California Certified Public Accountant.
Anthony Joseph Principi was the 4th United States Secretary of Veterans Affairs. He was appointed by President George W. Bush on January 23, 2001, and resigned on January 26, 2005. He is currently a lobbyist for Pfizer and chairman of QTC Management, a company that works on contracts for the Veterans Affairs Department.Principi has worked on national policy issues and has held several executive-level positions in federal government throughout his career. He chaired the Federal Quality Institute in 1991, and was chairman of the Commission on Servicemembers and Veterans Transition Assistance established by Congress in 1996. Principi served as Deputy Secretary of Veterans Affairs, VA's second-highest executive position, from March 17, 1989, to September 26, 1992, when he was named Acting Secretary of Veterans Affairs by President George H. W. Bush. He served in that position until January 1993. Following that appointment, he served as Republican chief counsel and staff director of the United States Senate Committee on Armed Services. From 1984 to 1988, he served as Republican chief counsel and staff director of the Senate Committee on Veterans' Affairs. He was the Veterans Administration's assistant deputy administrator for congressional and public affairs from 1983 to 1984, following three years as counsel to the chairman of the Senate Armed Services Committee.
As Deputy Assistant Secretary, Mr. Calcara serves as the senior career person within the Army Secretariat responsible for the Army's worldwide installations and housing structure, with a replacement cost estimated at $251 billion. He provides policy, program direction, and handles political issues involving Administration, Congressional, State and local officials for all Active Army and Reserve Component facilities. He oversees the execution of key Army engineering; housing; construction; real property acquisition, management and disposal; and base realignment and closures. He represents the Secretary of the Army in communications with industry, the public, and the media on installations and housing programs.Prior to his appointment as the DASA(I&H), Mr. Calcara concurrently served as the Director of Real Estate and Chief of the South Pacific Division Regional Integration Team at Headquarters, U.S. Army Corps of Engineers since March 2006. As Director of Real Estate, Mr. Calcara was responsible for program execution, policy and technical expertise in the areas of realty acquisition, asset management, and property disposal support for 24 million acres of Army-controlled land and improvements. As Chief, South Pacific Division Regional Integration Team, he managed a multi-functional organization charged with integrating regional products and services, and establishing and maintaining relationships at the national level for over $1.5 billion of annual civil works, military construction, and environmental projects in a 10-state area spanning from California to the Rockies. From 1983 to 2006, Mr. Calcara was with the Navy supporting global shore installation management, products and services for real estate; mechanical engineering and design; housing; asset privatization initiatives; base closure and realignment; military construction; and sustainment, restoration and modernization program management. He served with the Naval Facilities Engineering Command at its Headquarters in Washington, D.C., and their component commands at Pearl Harbor, HI, San Diego, CA, and Philadelphia, PA, and in the Office of the Assistant Secretary of the Navy.
Diana K. Chuang is a shareholder and the Assistant Chair of the Public Finance Department at Richards, Watson & Gershon. �Ms. Chuang serves as bond counsel and disclosure counsel for municipal bond transactions.� She also provides advisory services relating to local agency investments, investment policies, contracts for financial services, and other financial matters.� She counsels clients as to public works, real estate, and ongoing administration issues relating to land-secured financing districts.Ms. Chuang has provided counsel on a variety of financings, including enterprise and lease revenue bonds, pension obligation refinancing, redevelopment and successor agency tax increment financing, general obligation bonds, and special tax and assessment financing, including Property Assessed Clean Energy (PACE). �She has worked with the City of Palm Desert and the County of Sonoma to finance two of California’s earliest PACE programs, which authorize certain public agencies to finance renewable energy and energy efficiency improvements to private property.As a former Branch Chief and lecturer in the United States Securities and Exchange Commission’s Investment Management examination program, Ms. Chuang brings regulatory experience to the firm’s public finance group. �Prior to joining the SEC, Ms. Chuang’s experience as an associate at a multi-national law firm involved representation of lenders in numerous commercial and private loan transactions, and assistance as issuer and underwriter counsel in public corporation equity offerings.
