    Ronald C. Green was elected Houston City Controller on December 12, 2009, after serving three terms on Houston City Council, At-Large, Position Four. He has been re-elected twice and began serving his third and final term in January 2014. On City Council, he chaired the Budget and Fiscal Affairs Committee, overseeing the City�s annual budget of nearly $4 billion. He was elected to the National League of Cities Board of Directors in November 2013. He also serves on the Governmental Accounting Standards Advisory Council (GASAC). As City Controller, Mr. Green oversees a $13 billion debt portfolio and over $2 billion of investments. In addition to management of the City�s treasury functions and audit division, every payment issued by the City of Houston is processed by the Controller�s Office. Mr. Green is a native Houstonian. He earned both a Bachelor of Science and a Master of Business Administration from the University of Houston, as well as a law degree from Texas Southern University's Thurgood Marshall School of Law. He is also a licensed real estate broker.

    Whitney Henry is the Senior Financial Analyst within the Office of Finance at the University of Texas System where she aids with the management of the U. T. System’s more than $6 billion in debt outstanding and the swap portfolio. Prior to joining the U. T. System in 2010 Whitney worked in New York at Global Secured Capital, a hedge fund focused on investments in the insurance industry and at Bear Stearns on the municipal derivatives trading desk. Whitney holds a BA from Harvard University.

    Devina Rankin, is the Assistant Treasurer at Waste Management, Inc. WM has over $2.8 billion of tax-exempt debt outstanding, making it the third largest corporate issuer of tax-exempt debt in the United States. Devina is responsible for WM’s cash management, debt and capital markets transactions, interest rate and foreign currency risk management strategies and credit rating management. Devina has been a member of the WM Finance organization for over nine years. Before joining the Treasury department, Devina was responsible for the Company’s SEC reporting and technical accounting. Prior to joining WM, Devina was a senior auditor at Ernst & Young and Arthur Andersen. She has a BBA and MS in Accounting from Texas A&M University and she is a CPA.

    Alan Polsky is Chair of the Board of Directors of the Municipal Securities Rulemaking Board (MSRB). He is also Senior Vice President of Dougherty & Co., LLC, a Minneapolis, Minnesota-based investment firm. Mr. Polsky is responsible for the company�s negotiated municipal underwriting and fixed income institutional sales and research. During his 26 years with the firm, Mr. Polsky has also served as director of research, responsible for the tax-exempt sector, and as a tax-exempt trader. Prior to Dougherty & Co., Mr. Polsky was controller for the University of Minnesota Foundation and an audit manager for Peat, Marwick & Mitchell. He has served as chairman of the board of governors for the National Federation of Municipal Analysts. Mr. Polsky received a bachelor�s degree in business administration from the University of Wisconsin-Madison.

    Christopher Mauro is the Senior Municipal Desk Credit Analyst for RBC Capital Markets. He joined RBC in October 2009 and served as the firm’s Head of Municipal Strategy Research for seven years, before moving to his current position in November 2016. Prior to joining RBC, he spent five years as a Director and Senior Underwriter at Financial Guaranty Insurance Company where he was responsible for both public and project finance transactions. Mr. Mauro spent nearly 20 years at Merrill Lynch, first in its Fixed Income Research Department, where he functioned as the firm’s primary municipal revenue bond analyst, and later as a Director in its Corporate Finance Ratings Advisory Service. Mr. Mauro began his career with Moody’s Investor’s Service as an analyst in the Public Finance Department.Mr. Mauro earned his MBA at RutgersUniversity and has a BS in Finance from ArizonaStateUniversity. He is also a Chartered Financial Analyst.

    Gary Krellenstein is nationally recognized in the infrastructure, energy finance and alternative energy fields, and is a frequent speaker on energy and finance issues. He has given numerous presentations to utilities, environmental groups, and energy and financial organizations He has also lectured and testified at Harvard University, the U.S. Congress (House Science and Technology Committee), Carnegie Mellon University, the Electric Power Research Institute (EPRI), the National Governors Association, the American Public Power Association (APPA), and the New York Academy of Science. For the past 16 years he has hosted and coordinated one of the premiere annual power and gas conferences in the nation for both utilities and investors. Gary is a Managing Director at Kroll Bond Ratings where he specializes in Public Finance and infrastructure analysis. Prior to coming to Kroll’s in 2011, he spent 11 years as a Managing Director and Investment Banker in J.P.Morgan’s Energy and Environmental Group - specializing in utilities, alternative energy technologies and project financing. Gary has also worked as the Director of Municipal Research at First Albany Corporation, a Senior Vice President at Lehman Brothers and a Vice president and Research Analyst at Merrill Lynch. He holds degrees in Nuclear Engineering and Computer Science, as well as an MBA from Cornell University, and started his career as a nuclear engineer and environmental/licensing analyst for the Envirosphere Company, the U.S. Department of Energy and the U.S. Nuclear Regulatory Commission.Prior to becoming an investment banker, Gary took top honors in the national polls of financial analysts conducted by Institutional Investor Magazine (1st team for 11 consecutive years). He has also been elected to All-American Research Teams (first place in the Utilities, Industrial Development and Pollution Control categories) by the Bond Buyer, Global Guaranty, and Smith’s Research and Rating Review. In addition, the National Federation of Municipal Analysts (NFMA) presented Mr. Krellenstein the “1998 Award for Excellence” for his work in credit research and analysis.He recently served on the Board of Directors of the Climate Response Fund, an NGO which focuses on technologies to address climate change; was a contributing author on two books on Public Finance; and taught the NFMA’s “Intro to Public Power” course for the past decade. Gary is also the former chairman of The Bond Marketing Association’s (now SIFMA*) Municipal Credit Committee as well as the former co-chairman of the NFMA’s “Best Practices” committee for utilities and also sat on the Advisory Committee for Public Utilities Fortnightly magazine.

    Dean Kaplan is a Managing Director with Public Financial Management (PFM), and a leader of the firm�s Strategic Consulting practice. At PFM he has worked on multi-year planning, budgeting and budget oversight, and operations improvement efforts for cities and counties around the United States. His clients at PFM have included Austin, Texas; Baltimore, Maryland; Cleveland, Ohio; Aurora, Colorado; and the Commonwealth of Pennsylvania�s Department of Community & Economic Development.Pennsylvania has appointed Mr. Kaplan recovery plan coordinator for the cities of Pittsburgh, Reading and New Castle, which are in the state�s distressed municipalities program. Mr. Kaplan has also developed multi-year financial plans for other financially stressed governments, including Gary, Indiana and (under Pennsylvania�s Early Intervention Program) Luzerne County and the cities of Allentown; Easton; York; and Wilkes-Barre. In 2010 he led PFM�s work in support of Cuyahoga County, Ohio, in its transition to a new form of government.Mr. Kaplan joined PFM after a year at the University of Birmingham in the United Kingdom with the Atlantic Fellowships in Public Policy. Before being awarded the fellowship, Mr. Kaplan was Budget Director for the City/County of Philadelphia. His professional experience also includes service as Deputy Commissioner of the Philadelphia Water Department, Government Affairs Manager for both the Philadelphia Water Department and the Philadelphia Streets Department, and Legislative Director for a U.S. Representative.Mr. Kaplan holds a Master in Public Administration degree from the John F. Kennedy School of Government at Harvard University and a Bachelor of Arts degree with honors from Haverford College. He has also attended the London School of Economics & Political Science and has taught at the Fels Center of Government at the University of Pennsylvania. Mr. Kaplan has served as an evaluator for the Ford Foundation�s Innovations in American Government Awards.

He has more than 26 years experience in banking and public finance, completing over $14 billion in financings, and has provided services for some of the largest toll road issuers in the US as well as numerous Florida cities and counties such as Sarasota County, the City of Miami and the Florida Ports Financing Commission. Prior to joining FirstSouthwest, Ed served as a relationship manager with SunTrust Bank where he specialized in providing direct bank loans, letters of credit, liquidity facilities, investments, cash management and interest rate hedging products to a variety of clients in the governmental and institutional markets.He has a Bachelor of Science in Finance from University of Florida.

    Karl Jacob is a Senior Director in the Boston office of Standard and Poor's Ratings Services. Karl is the primary analyst for New York City, Philadelphia and the Pennsylvania Intergovernmental Cooperation Authority (PICA) and as well as an Analytical Manager overseeing the State and Local Government East Region. Karl serves as a rating committee chairperson and spearheads internal analytic training in the Corporate and Government Ratings Department.Karl is Standard & Poor�s national analytic spokesperson for credit issues affecting local and regional governments and currently serves on the executive committee of the Governmental Accounting Standards Board (GASB) Advisory Council.�Prior to joining Standard & Poor�s in 1997, Karl was a municipal research analyst at Colonial Mutual Fund Group in Boston and Moody�s Investor Services.
