    Randall S. BlankenhornRandy Blankenhorn is executive director of CMAP, the Chicago Metropolitan Agency for Planning (www.cmap.illinois.gov). Under his leadership, CMAP developed and is now guiding the implementation of GO TO 2040, metropolitan Chicago's first comprehensive regional plan in more than 100 years. The plan's four themes -- Livable Communities, Human Capital, Efficient Governance, and Regional Mobility -- address the fundamental challenges that shape residents' daily lives. Randy and CMAP staff work closely with seven counties, 284 municipalities, and scores of stakeholder groups to implement the plan's strategies for aligning public policies and investments, which will maximize the benefit of scarce resources as the region adds more than 2 million new residents in the next three decades.With GO TO 2040's integrated approach to transportation, housing, economic development, open space, the environment, and other quality-of-life issues, CMAP is dedicated to strengthening the region's communities and ensuring economic prosperity. Prior to joining CMAP in 2006, Randy was Bureau Chief of Urban Program Planning for the Illinois Department of Transportation (IDOT), coordinating activities of the 14 metropolitan planning organizations across Illinois.

    Christine Pihl, Executive Director, has over 25 years of experience in municipal finance and has been located on the West Coast for 17 years. Christine specializes in Public Power banking and covers issuers and projects throughout the West Coast and Alaska. Christine serves as lead banker for many large issuers including the Los Angeles Department of Water and Power, Southern California Public Power Authority, Salt River Project, Anaheim Public Utilities, Energy Northwest, Bonneville Power Association, Tacoma Power, Eugene Water and Electric Board and many PUDs throughout the Northwest including Grant County Public Utility District, Snohomish County Public Utility District, among others. Christine served as lead banker for SCPPA’s innovative $514 million Windy Point/Windy Flats Project revenue bonds. The proceeds of the bonds were used to finance the prepayment of a portion of the energy received from the Windy Point/Windy Flats Project for a period of 20 years. The bonds are secured by a take-or-pay contract with the Los Angeles Department of Power and the City of Glendale. With 114 turbines, the 262 MW wind farm is the largest wind project financed by a municipal utility and began commercial operation in the first quarter of 2010. The Project received $218 million in grants from the Department of Treasury, the largest grant awarded thus far under the ARRA grant-in-lieu of ITC program. Prior to joining J.P. Morgan, Christine was with Seattle Northwest Securities and served as underwriter and financial advisor to issuers throughout the region and the nation. Ms. Pihl has a B.S. in Economics from the Wharton School of the University of Pennsylvania and has a Masters in Business Administration from the University of Washington. Ms. Pihl currently holds Series 7, 53 and 63 licenses with the National Association of Securities Dealers (NASD).

    Jane Hudson Ridley is a senior director in the USPF Government group at S&P Global, and a Sector Lead for local governments. Based in S&P Global’s Centennial, Colorado office, Jane’s analytic work focuses on credit trends and events across the country. Her areas of expertise include distressed credits and the evolving perception of the GO pledge. Prior to joining Standard & Poor’s in 2001, Jane was a Vice President in the municipal finance department at Banc of America Securities, and also worked in municipal securities at PaineWebber.

    Dan Hartman is a Managing Director who works out of both PFM’s San Francisco and Washington D.C. offices and has been with the firm since 1990. Dan currently co-heads the firm’s national public power group, and works exclusively with utility clients throughout the country. Dan has served as a financial advisor or senior managing underwriter to many of the largest public power and water utilities throughout the United States. These clients have included, among others, the Southern California Public Power Authority, Sacramento Municipal Utilities District, the Orlando Utilities Commission, Anaheim Public Utilities, Riverside Public Utilities, the Imperial Irrigation District, the Northern California Power Agency, and the Transmission Agency of Northern California. For these clients, Dan has been directly involved in the issuance of over $30 billion of utility bonds and has worked on some of the largest and most complex electric and water transactions ever brought to the municipal market. Much of the recent utility finance work has been related to the development of renewable projects, including the use of innovative financing techniques and public/private partnerships.As part of Dan’s client engagements, he has managed the development of complex financing plans for large capital programs, led educational workshops with Boards and elected officials, devised and implemented rating strategies for new and existing credits, evaluated and implemented derivative product applications, and led pricing efforts for bonds and interest rate swaps. On behalf of his municipal clients, Dan has also provided expert witness testimony to legislative and regulatory bodies, and is a frequent speaker on the topic of utility finance at public finance industry conferences and workshops.Dan previously served as a Managing Director with two national investment banks from 2000-2006, where he worked extensively with utility issuers. Dan received his Bachelor’s Degree in Economics and International Relations from the University of North Carolina – Chapel Hill and a Diploma from the London School of Economics.
