Latest NewsMr. Karlosky joined Wells Fargo Securities Sustainable Public Infrastructure (SPI) group shortly after its formation in 2009. The SPI group focuses entirely on assisting municipalities with the financing of energy efficiency and renewable generation projects. This mandate encompasses projects for both municipal and not-for-profit facilities, as well as projects for privately owned facilities where the municipality plays an administrative or programmatic sponsorship role. The SPI group has been recognized as an important thought leader representing the financial community in the dialogue surrounding energy efficiency retrofit and renewable generation. The group has been particularly active in both the ongoing development of PACE financing and the utilization of Qualified Energy Conservation Bonds (QECBs) on the part of municipalities. Mr. Karlosky has twenty years of experience in public finance investment banking. He has specialized in the development of complex financing structures for sophisticated issuers such as the City of New York, City of Philadelphia, City of Cleveland, State of New Jersey, State of California, Dormitory Authority of the State of New York, Ohio Water Development Authority, New Jersey Economic Development Authority, New York State Housing Finance Agency, and the Southern California Public Power Authority among others. Mr. Karlosky holds NASD Series 7, 53 and 63 licenses. Mr. Karlosky received his B.A. in Economics from the University of New Hampshire.
Bruce Gyory brings over 28 years of experience as both a lawyer and lobbyist, as well as serving three Governors of New York (two as Senior Advisor), to Corning Place Consulting. Bruce is focused on political and strategic consulting. He no longer does any lobbying, nor is he practicing law. In addition, Bruce is an Adjunct Professor of Political Science at the University of Albany (SUNY) teaching a course on national and state voting trends.Bruce received a B.A. in political science from Columbia University in 1976 and a J.D. from New York University in 1979.
Julio F. Morales is the Finance Director for the City of El Monte. He has over 18 years of broad-based corporate and public finance experience, previously serving as a financial advisor (at PFM), investment banker, and reinvestment provider. His prior experience covers the full spectrum of municipal securities (fixed/variable, long/short-term) including: GOs, COPs, POBs, TABs, CFDs, and private placements. Mr. Morales also specialized on the evaluation of public-private partnerships (P3s) and municipal contract negotiations; and, has extensive land-secured and base reuse financing experience. Mr. Morales has served as a guest speaker at several CMTA, GFOA, CDIAC, and CSMFO seminars and now The Bond Buyer. Mr. Morales earned his undergraduate degree from the University of Michigan, a Master of Public Policy (MPP) from the Harvard Kennedy School of Government, and an MBA from UCLA.
Chuck is the Chief Financial Officer/Deputy Treasurer of the Eastern Municipal Water District located in Southwestern Riverside County which serves approximately 700,000 customers and 135,000 retail water and sewer accounts. He has been with the District since 1988 and began as the Director of Finance. He is responsible for all aspects of revenue, budgeting, accounting, investments and debt management. He has issued over $1.5 billion in revenue bonds and is responsible for an investment portfolio of $485 million. He is also responsible for the Customer Service and Meter Reading department.Chuck graduated from the University of Redlands with a Bachelor of Arts degree in Economics and Business Administration. Prior to EMWD he was the Controller at a major aluminum company. He was also a board member of the Hemet Unified School District from 1994-1998. He was appointed by the State Controller in 2006 and continues to serve along with 6 others on the State Controllers advisory committee. He is also a member of the Association of California Water Agencys Finance committee representing Region 9 which is 1 of 10 regions within the state.
Ann Rowland has been with LACMA since 1985 and CFO since 1997. She oversaw the tax exempt borrowing for LACMA, beginning in 2004, borrowing funds for Transformation Projects which included building the Broad Contemporary Art Museum at LACMA (BCAM), BP Pavilion entrance plaza, east-west concourse and subterranean parking garage. Additional borrowing in 2007 included funds for the Resnick Exhibition Pavilion, outdoor art installations and renovation of LACMA West. Ms. Rowland also oversaw restructuring of debt in 2008 following the economic meltdown.
Mr. Hemenway is the Chief Financial Officer for the Knik Arm Bridge and Toll Authority (KABATA) since he joined in 2006. He is responsible for developing financing strategies, procurement of the Knik Arm Crossing Project under an availability public-private partnership, and accounting, auditing and financial reporting for the Authority. Mr. Hemenway brings 25 years of relevant private sector experience obtained in senior finance and accounting roles to KABATA. During his career he has played key roles in the completion of nearly $3 billion in capital markets and bank transactions, including initial public offerings, bond issues and syndicated bank credit facilities. He has participated in numerous merger and acquisition transactions, including the privatization of foreign and domestic telecommunications entities, and has extensive overseas experience. Mr. Hemenway has also carried out primary responsibility for accounting, auditing, and SEC reporting and compliance for publicly traded entities. Prior to joining KABATA, Mr. Hemenway performed senior management roles for Alaska Communications Systems Group, Inc. (NASDAQ ALSK) from 1999 to 2005, including Senior Vice President, Corporate Projects; Senior Vice President, Chief Financial Officer and Treasurer; and as Vice President and Treasurer. Mr. Hemenway also served in several key roles at Atlantic Tele-Network, Inc. (NASDAQ ATNI) based in the U.S. Virgin Islands, including Chief Financial Officer and Treasurer, Controller, and as an independent consultant.From 1986 through 1989, Mr. Hemenway was employed by Deloitte & Touche LLP as a CPA and manager, performing both audit and consulting services, and from 1983 to 1986, was employed by Grant Thornton as a CPA and senior staff accountant. Mr. Hemenway graduated from Creighton University in 1982 with a Bachelor of Science in Business Administration, majoring in accounting, and is a non-practicing CPA certificate holder registered in the State of Nebraska.
