    Jason Radford is Head of Ashurst's Americas Energy, Transport and Infrastructure Practice. He has over 15 years experience working in the transport, infrastructure and renewables sectors in the US, Europe and Asia. In this time, Jason has represented governments, sponsors, multilaterals, banks, bond issuers, underwriters/guarantors, contractors as well as corporates on a range of transactions including joint ventures, M&A deals, project financings, fund establishment, loan acquisitions and restructurings. Jason is the consultant editor of "A Practical Guide to PPP" described by Infrastructure Journal as "the PPP industry bible."

    As Deputy Director of the Finance Division, Mr. Muñoz develops and implements systems and policies related to accounting, forecasting, budgeting, debt management, payment for goods and services, and the processing of receipts and revenues. He is also a lead participant for the Department in the comprehensive development agreement process. During his 23 year tenure with the Department, Mr. Muñoz has worked in the audit, budgeting, payment processing and administrative operations. Prior to his employment with the Department, Mr. Muñoz worked for the predecessor firm to KPMG performing audit and tax work. Mr. Muñoz earned a bachelor degree in accounting from The University of Texas at Austin in 1986 and is also a CPA and Certified Internal Auditor.

    Rick practices in the public law area. His focus is public finance, serving as bond counsel, bank counsel, disclosure counsel or underwriters' counsel in tax-exempt bond transactions for school districts, junior college districts, cities, counties, state agencies and special authorities throughout Texas. He has extensive experience with education, utility and infrastructure financings. Rick has also represented various local governments on special projects, including legislative and investment matters. Rick is co-chair of the Firm's Public Law section. He also hold the following degrees: JD, 1986, with highest honors, University of Iowa, Order of the Coif, Moot Court Board, Editor and BA, 1981, Knox College.     As the interim executive administrator of the Texas Water Development Board (TWDB), Ms. Callahan serves as the chief executive officer of a state agency employing over 300 scientists, engineers, lawyers, GIS professionals, finance officers, and related support staff. Under the direction of a six-member board appointed by the governor, the TWDB is responsible for planning the statewide development of water resources, financing water-related infrastructure, and maintaining and disseminating natural resource data for Texas, which includes water-bearing formations and watersheds. Ms. Callahan began her tenure as interim executive administrator in March 2011. Ms. Callahan is a certified public accountant with more than 28 years of experience in public sector financial management, including accounting, budget and finance. Callahan joined the TWDB in September 2001 as the director of the fiscal services division and the chief accounting officer. She was named chief financial officer in August 2007. In her role as the CFO, Callahan monitored a $3.5 billion debt portfolio, a $5.1 billion loan portfolio, a $1.2 billion investment portfolio and formulated and managed a $70 million annual operating budget. Callahan graduated cum laude with a bachelor of business administration degree in accounting from Baylor University in 1982.

    Boyd London is a Managing Director of FirstSouthwest, beginning his career there more than 37 years ago. He serves as a financial advisor to a diverse clientele of local governments, specializing in assembling and structuring both tax-backed and revenue bond financings from variable and/or fixed sources of revenue. His expertise includes the evaluation and structuring of economic development projects.He has a BBA in Finance from Texas A&M University. He is a Registered Representative of the Financial Industry Regulatory Authority (FINRA) holding Series 7, Series 24, Series 63, and Series 79 licenses.

    Chris Hamel is Managing Director and Head of the Municipal Finance Group at RBC Capital Markets. In his role, Mr. Hamel oversees one of the largest municipal finance groups in the country, with operations based in New York and bankers in 26 cities across the U.S. Mr. Hamel is actively involved in the municipal finance community and currently serves as a Trustee of New York’s Citizen Budget Commission. He is also member and former Chairman of the SIFMA Municipal Executive Committee. Over the years, Mr. Hamel has served on numerous boards including the National Parks Foundation, where he was Treasurer.Mr. Hamel received a bachelor’s degree from Occidental College in Los Angeles, California.

    Mr. John Puig is a Managing Director in the New York City and Albany Municipal Finance offices of RBC Capital Markets. He serves as the Head of the Northeast Large Issuer Practice Group and is a member and the firm’s Municipal Markets Transaction Review Approval Committee.Mr. Puig joined RBC Capital Markets in 2006, after twenty-two years at First Albany Capital. �During his 34 year career in Municipal Finance, Mr. Puig has served as lead relationship banker for many of the largest and most sophisticated municipal issuers in the tax-exempt market, including the Dormitory Authority of the State of New York, the New York State Thruway Authority, the Empire State Development Corporation, the Metropolitan Transportation Authority, New York City, the Commonwealth of Massachusetts and the State of Connecticut among others.Mr. Puig is a registered securities representative holding Series 7, 24, 53 and 63 licenses. A graduate of Siena College and the Albany Law School of Union University, Mr. Puig has served as President of the Albany Boys and Girls Club, Treasurer of WMHT Public Television and Radio, Treasurer of the Capital Region Ronald McDonald House and Treasurer of the Interfaith Partnership for the Homeless. He also serves or has served as a board member of the Albany Institute of History and Art, The Center for Disability Services, Living Resources Foundation, the New York State Thoroughbred Capital Investment Fund and the Albany County Investment Advisory Board.
