    Bill Carnahan is the Executive Director of the Southern California Public Power Authority. SCPPA is a joint action agency, consisting of twelve municipal electric utilities and one irrigation district that deliver electricity from northern Los Angeles County to the Mexican border. SCPPA has issued over 10 billion in bonds, notes and refunding bonds for a variety of projects including Hydro, Nuclear, Renewable and Gas generation projects and three transmission projects. Several new Renewable projects are under consideration. Previously, Carnahan was Public Utilities Director for Riverside, responsible for the water and electric systems. Prior to that, he was General Manager of Utilities for Fort Collins, Colorado; and Light and Power Superintendent for Lamar, Colorado. Carnahan has served as president and board member for numerous industry boards, including: California ISO, California Municipal Utilities Association, American Public Power Association, Colorado Association Municipal Utilities, and SCPPA. Carnahan holds a Bachelor degree in Electrical Engineering from Colorado State University.

    Karen Ribble is a senior director in the US public finance group at Fitch Ratings. She is the western regional head for local government, tax-supported ratings. In addition to working on tax-supported credits, she has experience in credit analysis in water and sewer and other revenue supported areas. Karen co-authored Fitch’s recent special report titled, Impact of the Fiscal 2012 California Budget on Local Governments. Previously, Karen worked in the Mayor’s Office of Public Finance in the City and County of San Francisco, and was responsible for issuing the city’s general obligation bonds and other general fund obligations. Prior to that, Karen worked for Bondlogistix LLC, providing arbitrage rebate and other analyses for tax-exempt bond issuers throughout the country. Karen earned a B.A in international political economy from the University of California, Berkeley. She is a member of the California Society of Municipal Analysts and the National Federation of Municipal Analysts.

    Tim is head of the Western Region Public Sector and Infrastructure (PSI) Banking Group and a member of the PSI Operating Committee. He joined Goldman Sachs in 2003 in Los Angeles and was named managing director in 2004.Tim has more than 30 years of experience in infrastructure finance, project finance, public private partnerships and government finance throughout the United States with a specific focus on the 13 Western states. He provides a diverse background in various forms of infrastructure financing, completing projects that cover a broad range of assets and services, including water, surface transportation, transit, power, renewable energy, wastewater, toll roads, schools, real estate, sports facilities and general government, among other financings needs. Tim has financed over $75 billion in projects, using various financing vehicles and credit structures, including taxable, tax-exempt, asset securitization, revenue bond, GO bond, lease, availability payment, tax credit and SPV project financings. He has been actively involved in public private partnerships and government privatizations efforts, including the first and largest US transit P3 concession, water P3 concessions and various US military privatization efforts. Tim has also been active in providing both sell side and buy side advisory services in connection with infrastructure assets.Prior to joining the firm, Tim was a managing director and co-head of Merrill Lynch’s Western Region Public Finance Group and a managing director in Bank of America Securities’ Real Estate Secured Finance Group. He also spent three years as chief financial officer of Adexa, Inc., a privately held software company.Tim earned a BS in Industrial Engineering from Stanford University and an MBA, with honors, from the Wharton School of the University of Pennsylvania. He is active with various local charities in the Los Angeles area.

    Kevin M. Civale has more than 20 years of experience as a public finance specialist, acting as bond counsel, disclosure counsel and underwriters counsel in connection with municipal financings. He represents cities, counties and joint powers agencies throughout the state, as well as the State of California itself, assisting them in financing a wide variety of public infrastructure projects. His particular areas of expertise include revenue financings for water, wastewater, solid waste, and airport facilities. He represents both public agencies and investment banks in connection with disclosure issues related to public financings, and has significant experience in the procurement and negotiation of contracts for municipalities, including design-build-operate agreements, power purchase agreements, solid waste collection franchises, and construction and operating agreements. Mr. Civale received his J.D. from Fordham University School of Law in 1984, having earned his bachelor’s degree from Boston College in 1981. Mr. Civale is a member of the State Bar of California.

    Sam Joumblat, CPA, is the Chief Financial Officer for the Port of Long Beach, California. He was appointed to the post by the Long Beach Board of Harbor Commissioners in 2006. As CFO, Sam oversees the financial responsibilities for the Port. This includes financial statements, continuing disclosure, and bond issuance. Recently, he added a contract compliance section to his division and currently he is managing the implementation of a new billing system.Before coming to the Port, he was a Deputy City Auditor with the City of Long Beach. In that capacity, he oversaw various financial and management audits of several city departments.Prior to local government, Sam spent most of his career in industry. He was a Senior Manager with Arthur Andersen and worked 15 years with Atlantic Richfield Company, an oil and gas company, where he held a number of managerial positions that included supervising internal audit, general accounting, contracting, information technology, and environmental, health and safety. He also led a number of strategic sourcing efforts where he negotiated major contracts and managed a software implementation project.Sam began his career as an engineer at Rockwell International, where he worked on the Space Shuttle and other space programs. His responsibilities included developing computer models that simulated cryogenic fluid systems.Sam holds a master’s degree in business administration, a master of science degree in mechanical engineering and a master of science degree in industrial engineering, all from the University of Southern California. He also holds a bachelor of science degree in mechanical engineering.He is a Certified Public Accountant, licensed to practice in the State of California, and a Certified Internal Auditor.Sam volunteers for a number of non-profit organizations. These include being a member of the board of directors of Pacific Resource Credit Union and he chairs the audit committee of CampFire USA – Long Beach Area Council.

    Mr. DiCamillo is Senior Vice President of Field Research Corporation and Director of the non-partisan Field Poll, considered by many to be California’s leading public poll. Founded in 1945 by Mervin Field, Field Research Corporation is a large and highly respected survey research agency that executes all phases of survey research from initial conceptualization and design through data collection, analysis and reporting. Mr. DiCamillo has served as Director of the Field Poll since 1995, and prior to that was its Associate Director. In this capacity he directs four to eight statewide surveys per year and has published over 1,000 separate poll reports. The reports track California voter opinion formation and preferences in all major statewide candidate and ballot proposition election contests, the job performance of state and federal elected officials, and Californians’ reactions to major social, political and economic developments. He is a recognized authority on opinion trends in California and is a frequent speaker on voter opinions and behavior. He frequently appears on local, national, and international news broadcasts as a commentator on California public opinion. In his more than thirty-year career at Field Research, Mr. DiCamillo has directed hundreds of market and opinion research studies for corporate, foundation, media, government and institutional clients. He has particular professional expertise in the areas of questionnaire development, the design and implementation of complex samples, and the management of large-scale quantitative research projects. Mr. DiCamillo has held prominent posts in leading professional research associations in California, and has served as President of the Pacific Chapter of the American Association for Public Opinion Research and President of the San Francisco Bay Area Chapter of the American Marketing Association. Mr. DiCamillo is a cum laude graduate of Harvard University and received a Masters in Business Administration from Cornell University’s Johnson School of Business.

    Jessica Soltz Rudd is a Senior Director in Frasca & Associates’ California office. Since joining Frasca’s financial advisory practice in 2008, Jessica has assisted transportation entities in issuing bonds and commercial paper, including obtaining bank support. She also assists transportation entities in monitoring their capital plans, establishing financial policies and targets, and implementing credit rating strategies. She serves as financial advisor to Orange County John Wayne Airport, Long Beach Airport, the Port of Los Angeles, the Port Authority of New York and New Jersey, the City of Phoenix, Metropolitan Washington Airports Authority, as well many others. Prior to joining Frasca, Jessica developed extensive experience in transportation credit analysis, while working at Fitch Ratings. At Fitch, she was largely responsible for founding and developing the airport and seaport practices within the transportation group. She was involved in rating more than $45 billion of bond sales and evaluated all U.S. – and most international – transportation credits that Fitch rated. Her tenure culminated in her co-heading the transportation group. Ms. Soltz Rudd received a B.A. in Political Science from the University of California, Riverside, an M.P.A. from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and a J.D. from Syracuse University College of Law. She is admitted to practice law in New York and California. Currently, she is working towards the CFP certification and designation.
