Prior to that, he was a senior municipal credit analyst at Ambac Assurance Corporation in New York, NY, where he worked for over 20 years in many legal and credit roles, most recently as a first vice president in public finance portfolio risk management. He specializes in public and private higher education and transportation bonds. Earlier in his career, Ted was an attorney with Hawkins Delafield & Wood LLP in New York, NY, serving as bond counsel and underwriters’ counsel on numerous public finance transactions.Ted holds a Juris Doctor from the University of Virginia School of Law and a Bachelor of Arts with honors in American Studies from Amherst College. Heather Copp is the Chief Financial Officer (CFO) and Assistant General Manager of Finance and Administration at RTD.� Heather has worked in the public sector for 25 years, most recently as the Deputy Executive Director of the Colorado Department of Revenue.�� Prior to working at the Department of Revenue, Heather spent 20 years in the Transportation Industry primarily in the role of Chief Financial Officer.�� She has worked for the Colorado Department of Transportation, the Southern California Association of Governments, and the Roaring Fork Transportation Authority.�Heather holds a Bachelor of Science degree in Accounting from Metropolitan State University in Denver.
Joshua L. Schank is the first ever Chief Innovation Office at the Los Angeles County Metropolitan Transportation Authority (LA Metro), where he leads the Office of Extraordinary Innovation (OEI). The role of this office is to champion new ideas to improve mobility in LA County by informing the high-level vision for LA Metro, piloting and implementing new and experimental programs and policy, and serving as the primary liaison for new ideas relevant to LA Metro coming from entrepreneurs, established private sector entities, academia, or individual residents. The office is also responsible for LA Metro’s Public Private Partnership (P3), and strategic planning functions.�Prior to joining LA Metro, Dr. Schank was President and CEO of the Eno Center for Transportation, a national non-profit think-tank with the mission of improving transportation policy and leadership. Before joining Eno, he directed the National Transportation Policy Project at the Bipartisan Policy Center, which proposed a new vision for the Federal role in surface transportation policy.Dr. Schank was Transportation Policy Advisor to Senator Hillary Clinton during the development of the last surface transportation authorization bill (SAFETEA-LU). He has also worked as a Consultant with PB Consult and Senior Associate at ICF International in Washington, D.C., as well as serving in positions at the Office of the Inspector General’s in the U.S. Department of Transportation, and with the Metropolitan Transportation Authority in New York City.Dr. Schank’s extensive work in transportation policy and planning is well documented in his publications, including “All Roads Lead to Congress: The $300 Billion Fight Over Highway Funding,” co-authored with Costas Panagopoulos and published by CQ Press in 2007. He holds a Ph.D. in urban planning from Columbia University, a Master of City Planning from the Massachusetts Institute of Technology, and a B.A. in urban studies from Columbia University.He lives in Los Angeles with his wife Lindsey and his sons Max and Jonah.
Kendra has more than 16 years of experience in public and institutional finance for projects of all types. A licensed attorney in Indiana and California, she most recently led the Indiana Finance Authority�as the public finance director of the state of Indiana. During her tenure at IFA, Kendra was instrumental in realizing many high-profile projects, including leading Indiana’s efforts on P3 projects such as the Ohio River Bridges East End Crossing and I-69 Section 5.�In her new role at American Structurepoint, Kendra provides overall management and direction for the Planning Group and is responsible for developing, growing, and managing services to government, institutional, and private-sector clients in all areas of conceptualizing, planning, and financing of public, not-for-profit, and private-sector projects.
�Shailen P. Bhatt was recently appointed as the Executive Director for the Colorado Department of Transportation (CDOT), where he is charged with�leading the Department in planning for and addressing Colorado’s transportation needs. Shailen oversees 3,000 employees statewide and an annual budget of approximately $1.2 billion to guide CDOT in providing the best multi-modal transportation system for Colorado.� Prior to this appointment, he served as the Cabinet Secretary for the Delaware Department of Transportation. He also served as an Associate Administrator at the Federal Highway Administration (FHWA).

Eden Perry is a�� Director in the U.S. Public Finance (USPF) department for the U.S. States�� group at Standard & Poor's Rating Services in New York. Eden joined�� Standard & Poor’s from 2001-2009, covering state and local credits along�� the east coast and midwest regions. She rejoined the U.S. States group in�� April 2015. In this function, Eden is the lead analyst for the states of�� Alabama, Arkansas, Delaware, Indiana, Missouri, New Hampshire, New York, North�� Carolina, Ohio, Vermont, and Texas.In addition to�� rating bonds, Eden has published sector-wide reports on state pensions, debt derivatives, and debt statement analysis. In the past, Eden was a sector leader for the�� lease and federal lease, debt derivatives, and debt sector teams and�� contributed to criteria development within these sectors.Before joining�Standard & Poor’s, Eden was a volunteer in the United States Peace Corps�� in Morocco working in maternal and child healthcare.�
The Laredo City Council officially named Eagle Pass native Jesus Olivares, as the City Manager in March of 2015, after being named interim city manager four months earlier following the retirement of the former City Manager. Olivares had been serving as an Assistant City Manager for the City of Laredo since 2007.Olivares once served as the City Manager for the City of Eagle Pass, after working as the Director of the Parks Department for the City of Eagle Pass, Laredo and Austin.As Eagle Pass City Manager, Olivares was instrumental in implementing the first phase of a $23 million CIP bond package, including investing $10 million in two and a half years, for streets, parks, drainage/watershed protection, and a convention center, land, and other buildings.�While serving as the director for the City of Austin Parks & Recreation Department, Olivares oversaw many initiatives that added 16,000 park acreage; revitalized neglected park space in the community; added almost $24 million in money, resources� and volunteerism; and helped develop a conservancy program to protect local bird and inspect species, as well as adding or enhancing 10 major parks, a youth center, recreation centers, swimming pools and a water feature throughout the city of Austin.��As director for the City of Laredo Department of Parks & Recreation, he was responsible for planning and administering programs and all operational functions of the parks, recreation centers, cemetery, Mercado, Laredo Public Library, Civic Center, Telecommunications Center, and Center for Non-Profit Management.�Most recently, his tenure in Laredo was serving as one of two Assistant City Managers, where he oversaw the Airport, Laredo Bridge System, Engineering, Environmental Services, Fleet, Public Works, Solid Waste, Traffic, Transit Metro Bus System, and the Utilities �departments, which represents the operation division of the City’s management system.�“I would like to build on the partnerships with all taxing entities in Laredo, and we should pride ourselves on a collaborative effort, to leverage our resources to maximize all of our tax dollars,” said Olivares.� “Laredo is in a strategic position to move to the next level and I am happy to be a part of Laredo’s growth.
