Mr. McGough has been involved in over $25 billion of tax-exempt and taxable financings, project financings, derivative structures, pooled financings, mergers, acquisition and divestitures for healthcare entities ranging from multistate systems and academic medical centers to community hospitals across the U.S. The U.S. Bank healthcare banking practice is focused on asset liability management, strategic capital planning and capital raising, debt restructuring, credit analytics and investor strategies.�Mr. McGough received his B.S. from Bradley University and his law degree from Northern Illinois University. Dave has more than 20 years of experience in municipal finance.Previously, he was an attorney-fellow in the Office of Municipal Securities at the SEC from 2010-2013. During this time, he was a principal drafter of both the final Municipal Advisor rule, and the 2012 Commission Report on the State of the Municipal Securities Market which outlined the Commission’s agenda with respect to disclosure matters in municipal finance.�A former adjunct professor at the Georgetown Law Center where he taught “The Securities Law of Public Finance,” Dave continues to lecture on the disclosure laws applicable in municipal finance.� Mr. Sanchez was also formerly general counsel at the investment bank De La Rosa & Co. and associate general counsel at Assured Guaranty.��Dave earned his J.D. from Harvard in 1992.
Mr. Sahrbeck joined Ponder & Co. in 2014 and is primarily responsible for advising clients on all aspects of capital formation.� He has worked in the industry for more than 15 years and has extensive experience with a wide variety of structures, clients and products.� Mr. Sahrbeck has executed transactions that included fixed and variable rate, tax-exempt and taxable, public and private offerings, as well as more specialized products including RFLOATs, Total Return Swaps and Puttable Trust Securities.� He has worked with some of the largest multi-state systems in the country as well as single site community hospitals, academic medical centers, public hospitals and specialty care hospitals.Prior to joining Ponder, Mr. Sahrbeck was employed for 15 years in the investment banking sector specializing in tax-exempt structured financings for healthcare providers at both BofA Merrill Lynch and Goldman, Sachs & Co.Mr. Sahrbeck graduated with honors from Harvard College in Cambridge, Massachusetts.
Lilly Scher is Vice President and Senior Investment Analyst at Eaton Vance Investment Managers, a leading mutual fund company in Boston, where she specializes in health care and higher education municipal finance credit evaluation and investment for the last sixteen years.� She joined Eaton Vance in 1999.Prior to this, Lilly served as Senior Director at Fitch Ratings, responsible for health care and higher education credit assessment, and worked at Moody's Investor Services and at Putnam Investments, in similar capacities, with�cumulative investment industry experience totaling over 25 years. �Lilly is an active member of the Boston Municipal Analyst Society and the National Federation of Municipal Analysts, where she is a regular contributor to the formulation and adoption of industry best practice standards. A frequent speaker at both national investor and issuer conferences, Lilly has been recognized nationally on numerous occasions for her credit and industry expertise, including being a five time recipient of the Smith’s Municipal Research Award. �Lilly received her B.A. from Columbia University, and is a graduate of Phillips Academy Andover.
Alex Zaman is a Vice President in Citigroup’s San Francisco public finance office. He joined Citigroup in 2011 and provides day-to-day banking services for issuers in California, Arizona, Oregon, Washington, and Hawaii. He has worked with various cities, counties, states, regional transportation authorities, toll road agencies, universities, and redevelopment agencies to execute a variety of credit structures, including general obligation bonds, revenue bonds, lease/COP financings, tax allocation bonds, pension obligation bonds, TRANs, FRNs, and Commercial Paper. Prior to joining Citi, he worked at KNN Public Finance where he specialized in county, special district and school district financings. Alex received his degree in Political Economy and City and Regional Planning from the University of California, Berkeley. He is also an active member of the Urban Land Institute (ULI) and the San Francisco Planning and Urban Research Association (SPUR).
Todd is a senior underwriter in the Public Finance Underwriting Group. He joined BAM from Assured Guaranty, where he was a Vice President in the International Infrastructure and Public Finance Group, and held a similar position at FSA. Before joining FSA, Todd served as an aide to US Senator Jon Corzine of New Jersey and held credit analyst positions with Merrill Lynch's private client group in New Haven, Connecticut. Todd graduated from Yale University with a B.A. in Economics.�
As a Tax Law Specialist within Tax Exempt Bonds, Jim is involved with IRS’s voluntary compliance, educational guidance and compliance analysis and review programs with respect to tax-exempt bonds, tax credit bonds and Build America Bonds. In this capacity, he works to resolve tax violations voluntarily brought forward by issuers, and the planning and implementation of compliance initiatives within segments of the municipal bond market. Jim began his career at the IRS as a Revenue Agent in the Exempt Organizations Division. In 2004, he moved to the Tax Exempt Bonds Division as a Revenue Agent in the Field Operations Section and conducted examinations of tax-exempt bond issuances. In 2009, Jim was selected for a Tax Law Specialist position in the Compliance and Program Management Section.Jim received a BA in financial accounting from NationalUniversity, Irvine, California.
