    Stephanie Rawlings-Blake was sworn in as Baltimore�s 49th mayor on February 4, 2010. In November 2011, she was elected to her first full term as Mayor, receiving 87% percent of the vote in the mayoral general election. Mayor Rawlings-Blake has focused her administration on growing Baltimore�s population by 10,000 families over the next decade by improving public safety and public education and by strengthening city neighborhoods.Mayor Rawlings-Blake was elected to a top leadership position in the Democratic National Committee (DNC) to serve as Secretary, following the historic reelection of President Barack Obama. Mayor Rawlings-Blake also serves in key leadership positions in the U.S. Conference of Mayors (USCM). In 2010, she was elected by her fellow mayors to the USCM Board of Trustees. She is also a member of the Mayor�s Water Council, and the Criminal and Social Justice Standing Committee.In 2013, Mayor Rawlings-Blake presented, Change to Grow: A Ten-Year Financial Plan for Baltimore, the City�s first long-range financial plan. The plan includes a bold set of major reforms that amount to the most significant changes to the way the City does business in generations. The plan would help achieve the mayor�s goal to grow Baltimore by 10,000 families by eliminating a nine-year $750 Million structural budget deficit; allowing new investments in neighborhood infrastructure�including repairing roads and City facilities and rebuilding ten recreation centers; and providing a funding surge for the demolition of more than 4,000 vacant homes; all while reducing homeowner property taxes by more than 20% over the next ten years.In 2012, Mayor Rawlings-Blake worked with state leaders to pass the Civil Marriage Protection Act and subsequent state ballot initiative, allowing same-sex couples to obtain a civil marriage license in Maryland. When the new law took effect on January 1, 2013, Mayor Rawlings-Blake presided over the first same-sex marriages in Maryland�s history at a midnight ceremony at Baltimore�s City Hall.Mayor Rawlings-Blake has also worked to make Baltimore a welcoming city for immigrants. She signed a landmark executive order to protect new Americans from discrimination and increase access to public safety resources and City services for foreign-born city residents. In addition, Mayor Rawlings-Blake fought for a successful state-wide ballot initiative, known as the Dream Act, to provide in-state tuition rates and higher education opportunities for undocumented immigrant students that attended Maryland high schools.Rawlings-Blake served as City Council President from January 2007 to February 2010. She was first elected to the City Council in 1995, at the age of 25�the youngest person ever elected to the Baltimore City Council. She represented the council�s 5th District from 1995 to 2004 and the 6th District from 2004 to 2007, serving communities throughout West and Northwest Baltimore. As Council President, she chaired the City�s Board of Estimates, which supervises all purchasing by the City. From 1998 to 2006, Rawlings-Blake was an attorney with the Baltimore Office of the Public Defender.Rawlings-Blake is a member of Alpha Kappa Alpha Sorority, Inc., Epsilon Omega Chapter and a former at-large member of the Alliance of Black Women Attorneys. Rawlings-Blake has been honored with numerous awards. She was selected by The Daily Record as one of "Maryland�s Top 100 Women" in 2007 and 2011. The National Congress of Black Women named her a Shirley Chisholm Memorial Award Trailblazer. The National Association of Negro Business and Professional Women�s Clubs named her one of Baltimore�s "Young Women on the Move."Mayor Rawlings-Blake has served on numerous boards and commissions, including the Baltimore Convention and Tourism Board; the Baltimore Museum of Art; the National Aquarium in Baltimore; Baltimore Substance Abuse Systems, Inc.; Living Classrooms Foundation; the Waterfront Partnership of Baltimore; and Parks and People Foundation.Born on March 17, 1970, Rawlings-Blake is a 1988 graduate of Baltimore�s Western High School, and in 1992 she earned a Bachelor of Arts degree in Political Science from Oberlin College in Oberlin, Ohio. She received her Juris Doctor from the University of Maryland School of Law in 1995. She is a member of the Federal Bar Association and the Maryland State Bar Association. Rawlings-Blake is a member of Douglas Memorial Community Church. She lives in Baltimore�s Coldspring neighborhood with her husband Kent Blake and their young daughter Sophia.

    New York City Comptroller Scott M. Stringer has dedicated himself throughout his public service career to building a strong middle class for the City�focusing on New York�s fiscal health and issues that matter to working people, including affordable housing, budget reform, school overcrowding and public safety.Mr. Stringer was elected to the New York State Assembly in 1992, representing Manhattan�s Upper West Side for 13 years, and won election in 2006 as Manhattan Borough President. He was elected Comptroller on November 5, 2013.As Borough President, Mr. Stringer transformed the office into a watchdog of government waste and mismanagement, issuing more than 50 reports on issues ranging from the Metropolitan Transportation Authority�s deficient funding to the need for fundamental reform of the New York City Housing Authority.As a trustee of the New York City Employees Retirement System (NYCERS), Mr. Stringer has worked to protect and grow members� pension dollars. He has promoted the integrity and professionalism of the pension fund and was one of the first to call for a ban on private placement agents. He has also called for more comprehensive risk assessment and management, and further diversification of pension investments to ensure the fund�s long term sustainability.Mr. Stringer has worked to create economic opportunity for New York�s middle class and those striving to get there. When Columbia, Fordham and New York Universities were looking to expand, he guided the process forward, protecting the essential character of surrounding neighborhoods while creating thousands of New York City jobs. In 2012, he released a blueprint on the future of New York City�s thriving tech economy, including recommendations to create entry-level middle class jobs and keep New York competitive on the world stage.Throughout his career, Mr. Stringer has been a strong advocate for open government and community engagement. He implemented sweeping reforms to the appointment process for Manhattan Community Boards, and launched initiatives to promote greater transparency in the budget process, giving New Yorkers a stronger voice in how government spends their tax dollars.A longtime champion of equal rights and opportunity for all New Yorkers, Mr. Stringer has fought hard for immigrant rights, speaking out on behalf of the DREAM Act and creating the first ever Immigrants Rights and Services Manual �published in English, Spanish, Chinese, Korean and Russian. He was one of the first co-sponsors of a 1995 bill in the state assembly to provide marriage equality, and passed landmark legislation protecting victims of Domestic Violence.

    Kenneth M. Jarin leads Ballard Spahr's Government Relations, Regulatory Affairs and Contracting Group. Mr. Jarin represents both public and private employers in labor relations, contract negotiations, interest arbitration, employment discrimination litigation, and wage and hour disputes. He also counsels clients on matters related to the Fair Labor Standards Act and the Family and Medical Leave Act.Mr. Jarin has participated in administrative proceedings before the National Labor Relations Board and various state agencies. He is chief labor negotiator for the City of Philadelphia.Mr. Jarin served as Chairman of the Pennsylvania State System of Higher Education�s (PASSHE) Board of Governors from 2005 to 2011. In April 2013, he was named Chairman Emeritus of PASSHE by its board of governors.Mr. Jarin is the past Chairman of the Board of the Philadelphia Region of the Anti-Defamation League and a member of the ADL�s National Executive Committee. He serves as Chairman of the Board of Directors of the Chamber Orchestra of Philadelphia. Mr. Jarin formerly served on the Board of Directors for the Kimmel Center for the Performing Arts, the Penn�s Landing Corporation, and the Pennsylvania Interest on Lawyers Trust Account Board.Mr. Jarin was appointed by President Clinton to serve on the National Council on the Arts, the governing board of the National Endowment for the Arts, from 1994 to 1998. He also is former National Finance Vice Chairman for the Democratic National Committee and former Treasurer of the Democratic Governors� Association.Mr. Jarin is recognized in Chambers USA: America�s Leading Lawyers for Business in the area of labor and employment law, in the 2003/04 through 2006 editions and 2010 through 2013 editions.     Until recently Mr. Gupta was the Chief Credit Officer and Managing Director at ORIX Public Finance, where he helped oversee �$1.5 billion in High Yield and investment grade Municipal assets including bonds, direct loans, mezzanine and convertible debt. Prior to joining ORIX in 2009, Mr. Gupta was a Senior Portfolio Analyst at Highland Capital Management, LP where he helped manage a $1.5B corporate portfolio of commodities, chemical and industrial assets including senior loans, senior/sub high yield bonds, preferred and equity investments. Earlier in his career he was active in venture investments and was the co-founder and executive team member of two companies, C-bridge Internet Solutions and Cinoni Inc. Mr. Gupta is a CFA charter-holder and holds an MBA in Finance and Accounting from the Wharton School of Business at the University of Pennsylvania where he was a Palmer Scholar. He also received an M.S in Chemical Engineering from the University of Notre Dame where he was a Union Carbide and Texaco Fellow, and a Bachelor of Technology in Chemical Engineering from the Indian Institute of Technology, Delhi.

    Mark serves as the Executive Director of the White House Council on Strong Cities, Strong Communities, created through Executive Order by President Obama. �The Strong Cities, Strong Communities Initiative is designed to support locally-driven priorities for job creation and economic development, while also strengthening municipal capacity.� Through this work, the initiative improves federal programs by slashing red-tape and better leveraging taxpayer investments. �The initiative has already helped communities more effectively invest nearly $370 million in existing federal funds. �Mark has worked for President Obama in a variety of capacities for more than eight years, most recently serving at the U.S. Department of Housing and Urban Development as the General Deputy Assistant Secretary for Congressional and Intergovernmental Relations, helping to oversee the agency�s legislative, policy and constituent service activities with Congress. �Mark previously worked in the President�s U.S. Senate Office as a Legislative Aide focused on social policy, including homelessness among veterans. �Prior to his work in government , Mark worked and consulted for an international humanitarian organization, Catholic Relief Services (CRS), overseeing economic development and food security grants as well as documenting civic participatory processes in developing countries.� He worked with CRS both in Baltimore and on assignment in South America as well as South East Europe. �Mark received his Master in Public Policy from the Harvard Kennedy School and B.A. in Foreign Languages and International Economics from the University of Kentucky.

    Suzanne Finnegan has responsibility for underwriting approval of all transactions for insurance. Prior to joining BAM, she was Executive Vice President at Wells Fargo Bank, N.A., where she was the Senior Credit Officer overseeing credit transactions in the Government Banking segment. From 1990 to 2004, she was the Chief Municipal Underwriting Officer at FSA, responsible for domestic municipal finance underwriting, and was Chair of the Municipal Underwriting Committee. Prior to joining FSA, she was Vice President and Manager of the General Surveillance Department at MBIA and earlier supervised MBIA's Special Tax and Leasing Group. She previously worked in the Public Finance Division of Marine Midland Bank and in the Municipal Research Group at Oppenheimer & Co. Suzanne is a past Chairperson of the Board of Directors of the Association for Governmental Leasing and Finance. She is a member of the National Federation of Municipal Analysts, the Southern Municipal Analysts Society, and the Municipal Analysts Group of New York. She received a Bachelor of Science degree from St. John's University and an M.B.A. from Fordham University.

    Sue Kelly has been president and CEO of the American Public Power Association (APPA) since April 2014.� Prior to becoming president and CEO, Kelly was APPA�s senior vice president, policy analysis and general counsel.� In that capacity, she helped APPA and its members in energy policy formulation and with policy advocacy before the Federal Energy Regulatory Commission (FERC), federal courts, and other governmental and industry policy forums.From 1998�2004, Kelly was a principal with the Washington, D.C. law firm of Miller, Balis & O'Neil, P.C. She represented cooperatively and publicly owned electric utilities and their trade associations, as well as other governmental entities, assisting them with restructuring-related issues before the FERC, federal appellate courts, and state public utility commissions.From 1995�1998, Kelly served as the Senior Regulatory Counsel for the National Rural Electric Cooperative Association (NRECA). She represented NRECA before the FERC, state public utility commissions and courts, and served as a liaison from NRECA to many industry groups.� In March 2008 she was appointed to a one-year term on the Department of Energy�s Electricity Advisory Committee, tasked with helping to define a strategy for modernizing the country�s electricity delivery infrastructure, and assisted with the drafting of its final report, �Keeping the Lights On in a New World� (January 2009).� In April 2010 Kelly was elected president of the Energy Bar Association. In November 2010, Public Utilities Fortnightly named Ms. Kelly one of its �Groundbreaking Lawyers of 2010.�Kelly is a frequent speaker on energy-related topics.� She has given presentations to many industry groups, including the National Association of Regulatory Utility Commissioners, the Organization of PJM States, Inc.,�the National Association of State Utility Consumer Advocates, the Energy Bar Association, the American Bar Association, the American Antitrust Institute, the National Council of State Legislatures, the Consumer Federation of America, the DOE-NARUC Electricity Forum, the Electricity Consumers Resource Council, EEI-Energy Daily, EXNET, Platts, Infocast, New Mexico State University�s Center for Public Utilities, the National Rural Electric Cooperative Association, the American Gas Association, and the American Public Gas Association.Kelly earned her J.D. degree with high honors from the George Washington University in 1980, and her A.B. degree in Honors Interdisciplinary Studies and Economics, magna cum laude, from the University of Missouri in 1977.� She is a member of the District of Columbia Bar, numerous federal appellate court bars, and the Bar of the Supreme Court of the United States.

    Mr. Usry joined Rosemawr Management after spending 25 years in the municipal bond industry. �He started his career at EF Hutton and JP Morgan in public finance, specializing in the public power and utility finance sectors.�� From 1993 to 2008, he was at Citi Global Markets (and predecessor companies) where he was responsible for issuer derivatives, bond reinvestments and structured credit products. ��From 2003 to 2008 Mr. Usry was a Managing Director and Co-Head of the Municipal Credit and Financial Products Group, with responsibility for all municipal direct lending, letters and lines of credit and derivative and reinvestment products.� �He served as a member of Citi�s Municipal Securities Division operating committee and the MSRB�s standing committee on municipal new products.After leaving Citi in 2008, Mr. Usry was a Managing Director at CapRok Capital with responsibility for municipal sales. ��He also served as an advisor to two of the monoline bond insurers on their liability portfolios and currently serves as an advisor to the Lehman Bankruptcy estate on municipal matters.�Mr. Usry graduated with a B.S. in Accounting and Finance from Clemson University.

    Ben Fleming is the senior vice president of power delivery for Santee Cooper, South Carolina�s state-owned electric and water utility. In this capacity, he oversees planning and power supply, design engineering, transmission operations, and transmission technical. Fleming has been with Santee Cooper since 1992 and has served in a variety of transmission and generation capacities including manager transmission operations, superintendent of system substation maintenance, supervisor of mechanical maintenance at Cross Generating Station, and engineer in operations and maintenance at Jefferies and Winyah generating stations. Fleming is a registered professional engineer and a graduate of Leadership Berkeley. He is also an elder at First Presbyterian Church of Moncks Corner and a past president of the Moncks Corner Lions Club, where he currently serves as a board member. Fleming is a 1992 graduate of the University of South Carolina with a bachelor's degree in electrical engineering and a 2002 graduate of The Citadel with a master�s in business administration.

Prior to joining the firm in 2012, she was a program examiner and policy analyst at the Office of Management & Budget in Washington, D.C. Sarah also worked as an analyst in the Public Finance Group at Moody's Investors Service.She earned a B.A. in political science and communications from the University of California, San Diego, and an M.P.P. and M.U.P. from the University of Michigan.
