    Mr. Praw has provided counsel to the spectrum of real estate investors, from developers, owners and borrowers to underwriters and municipalities, special districts and other governmental agencies.Mr. Praw's acquisition/disposition work includes representation of:CommonWealth Partners LLC and its affiliate Fifth Street Properties, in one of the largest real estate transactions in California at the time. The transaction involved the sale of a $1.5 billion portfolio of Class A high-rise and marquis office buildings in Los Angeles, Glendale, Orange County, San Diego, Denver, Austin and Phoenix. The deal was later recognized by the Los Angeles Daily Journal in it's annual "Deal of the Year" issue.Prime Property Fund in the $177 million acquisition of 6500 Wilshire, Los Angeles, CA.Mr. Praw's financing work includes representation of:Prime Property Fund in the $475 million refinancing of the Fashion Valley Mall in San Diego, CAAngel Fire Ski Resort in connection with a $25 million financing from the New Mexico Finance Authority for public infrastructure improvements.Mr. Praw's development work includes representation of:Emerson College in the approval of the Emerson College Los Angeles Campus on Sunset Blvd., Los Angeles, CA.Westfield Corporation in connection with the redevelopment of Westfield Culver City.Mr. Praw's public finance work includes representation of:Winrock Partners and Hunt Development Group in connection with the issuance of $164 million in municipal bonds to finance public infrastructure for the Winrock/Quorum Town Center Redevelopment Project in Albuquerque, NM.City National Bank in connection with its provision of credit enhancements that resulted in a $12 million Qualified School Construction Bond for the funding of construction of the High Tech High Charter School in Chula Vista, CA.Mr. Praw is a member of the American Bar Association, Urban Land Institute and the National Association of Bond Lawyers. He is also a member of the Milken Institute's Young Leaders Circle and serves as the Co-Chair of the Los Angeles Chapter of the Alumni and Parents Association for Washington University in St. Louis. Mr. Praw serves on the editorial board of the firm's real estate practice newsletter REsource: A Goodwin Procter Publication for the Real Estate Industry and is a founding editor of Goodwin Procter's Sustainable Development blog (goodwinsustainabledevelopment.com).

    Bryan is the Director of the Office of Policy & Public Private Partnerships at PennDOT in charge of implementing the Commonwealth�s transportation P3 program and also advising the Secretary of Transportation and Governor�s Policy Office on state and federal transportation policy, legislation and regulation. He represents the Secretary and PennDOT on various state advisory groups and commissions dealing with a wide range of public policy issues. Before joining the Corbett Administration and PennDOT, Bryan was a long time aide to Congressman Jim Gerlach both in Washington D.C. and as his District Director in Pennsylvania. While in Washington he served as a senior policy advisor and liaison to the US House Transportation and Infrastructure Committee.

    As the Director of North America Business Development, Ricardo Bosch leads Cintra’s business development and� bid development efforts in United States, Canada and Mexico.� Mr. Bosch has over 17 years of global experience and expertise in developing, structuring and financing public-private partnership projects. Prior to his current position, as Cintra’s Global Head of Project Finance, he was responsible for leading the structuring and negotiation of financing for infrastructure projects in North America, Europe and LATAM markets where he closed some landmark projects during the peak of the global financial crisis.Among other deals, Mr. Bosch has been involved with the execution and financing of many of Cintra’s noteworthy infrastructure projects including the $2.7 billion IH-635 Managed Lanes (“LBJ”, TX ), the $2.1 billion North Tarrant Express Managed Lanes (“NTE”,TX), the $1.15 billion SH 130 (SH130, TX), the $600 million I77 (I77, NC) and the $1 billion 407 extension 1 and $1 billion 407 extension 2 (407ext 1 and 407ext2, ON Canada) projects to name a few.�

    Joe Wingerter is a Vice President for Kiewit Development Company focusing on the growing opportunities in the US Public Private Partnership (P3) transportation sector. Joe brings nearly 30 years of industry experience and leads the interface on behalf of the Kiewit�s investment initiatives by providing technical oversight as an equity sponsor to support the optimization of the design-build pricing, schedule inputs and life cycle cost analysis. Joe manages the development, implementation and execution of project due diligence, pursuit and execution strategies for P3�s and other alternative delivery projects in the transportation sector for Kiewit. Since 2000, Joe has supported the pursuit of major transportation P3 and Design Build projects with a combined value of more than $25B across the US and Canada.

    Mona Monkman is the Deputy Treasurer for the City of Ottawa. In that role, she is responsible for the City�s investing, borrowing, accounting, and financial planning functions. Ms. Monkman has held senior municipal finance positions with a number of Ontario municipalities during her professional career.For the past three years she has acted as the City�s financial lead for the procurement of the Confederation line � Ottawa�s Light Rail transit project. She participated in all phases of the procurement of the project, in conjunction with the City�s Rail Implementation office and Infrastructure Ontario. Ms. Monkman is a Certified Public Accountant.

    Mr. Downham is the Director of the newly created Financial Planning & Analysis group at Denver International Airport (DIA) where his portfolio includes capital planning, debt financing, operational resource planning, DIA�s airline rates & charges structure, and strategic analyses.Prior to DIA, Mr. Downham served as the first Chief Financial Officer for Northwestern University in Qatar, a $45M international start-up university located in the heart of the Middle East. Beyond building the University and creating the Business & Finance Function, his responsibilities included strategic planning, financial reporting, capital & operational resource planning, risk management, purchasing, and other functions.Before his work overseas, Mr. Downham served as a Senior Planner for United Airlines where he led and advised on strategic planning and analysis projects including competitive analyses, new market entry, fleet optimization and hub improvement. His career also includes roles as a management consultant where he advised some of the world�s largest corporations, research institutions, and hospitals.Mr. Downham earned an MBA in Strategy and Finance from the Kelley School of Business at Indiana University as well as a BS in Finance from the University of Colorado at Boulder. He is married with two children.

    Sandy Brinkert is a Director in Municipal Banking and Markets specializing in credit analysis and strategy for issuer clients, including guidance on bond terms, structure, rating strategy and investor marketing.� She is a generalist but has had a particular focus on public private partnerships and high yield transportation projects.� She has been part of the core banking team for several large transportation projects including the Indiana Toll Road, Goethals Bridge, Denver Eagle P3, North Tarrant Express, LBJ Express, Ohio River Bridges, Elizabeth River Crossings, US 460, and the Riverside County Transportation Commission’s SR 91 project.� She joined BofAML in 2008 after serving as manager of municipal underwriting at ACA and as an underwriter in project finance at Ambac.� She’s been in municipal finance for over 25 years, spending ten years providing letters of credit to municipal issuers and has been investment banker and sell side analyst.�She has a BA in economics from Northwestern University and an MBA from the University of Chicago.� She is chair of the board of the Municipal Analysts Group of New York and a member of the board of governors of the National Federation of Municipal Analysts.��
