    Roger Benjamin is President of CAE , an education assessment organization. Previously, he was director of Education and research scientist at RAND. Before that he was provost at the University of Minnesota (1986-88), and provost, at the University of Pittsburgh (1983-86).. Dr. Benjamin is the recipient of research awards from the Fulbright Commission to Japan (1969-70) and Korea (1973), and several other U.S. Foundations. He is the author or co-author of over 65 books, monographs, and articles including The Limits of Politics (1980), The Democratic State (1985), The Implications of the Changed Environment for Higher Education (1998), The Democratic Purposes of Education ( 2000) , Seven Red Herrings About Assessment in Higher Education (2012) , and The New Limits of Education Policy (2012).

    Lisa Marie Harris serves as Director of Finance/Treasurer for the San Diego County Water Authority. Ms. Harris joined the Water Authority in May 2014 with over 23 years of financial experience in both the public and private sector. Ms. Harris is responsible for overseeing the Water Authority�s $2.3 billion debt portfolio, over $500 million investment portfolio and responsible for the development of the bi-annual $1.5 billion operating budget and the setting of annual Rates and Charges. Prior to joining the Water Authority, Ms. Harris served as Chief Deputy Treasurer for the County of San Diego Treasurer-Tax Collector�s Office; Executive Director of CA Debt and Investment Advisory Commission (CDIAC); Chief Financial Officer of City and County of San Francisco - San Francisco International Airport; and most recently Senior Vice President for Siebert Brandford Shank LLC. Ms. Harris holds a Bachelor's degree in Economics from University at California, Berkeley and her Master�s degree in Public Policy from the University of Michigan.�

    Mr. Montague is an expert in large water issuer and local government financing.� He began his career in municipal finance with Lehman Brothers in 1984.� In 1993, he joined CS First Boston working in the firm�s Los Angeles public finance office and continued coverage of state and county level issuers.� He founded Montague DeRose and Associates in 1995.� The firm provides financial advisory services to major public sector clients primarily in the western states and has completed financings totaling nearly $200 billion. Mr. Montague�s clients include large water issuers including the California State Department of Water Resources, the East Bay Municipal Utility District and the San Diego County Water Authority, large general government issuers including the California State Treasurer�s Office, the County of Los Angeles, the City of Los Angeles and the City of San Diego, and port and surface transportation issuers including the Port of Los Angeles, the Port of Oakland, the Los Angeles County Metropolitan Transportation Authority and the San Bernardino County Transportation Authority.� He holds a Master of Business Administration degree in Finance from the Wharton School of the University of Pennsylvania.

    Gary Hall is Senior Managing Director and the National Head of Investment Banking at Siebert Brandford Shank & Co. LLC, where he is responsible for managing all bankers and leading the firm’s execution strategy for business development with municipal bonds underwriting, origination and financial advisory services nationwide.Mr. Hall’s professional career spans over 20 years and includes positions in government, law and investment banking. Prior to joining Siebert Brandford, he was an Executive Director in the Public Finance – Investment Banking Group of JPMorgan Securities LLC.�Earlier he was a member of the Mergers & Acquisitions Group of Banc One Capital Markets Inc., and practiced law in the corporate finance department of Gardner, Carton and Douglas (now Drinker, Biddle and Reath). Mr. Hall was also White House Fellow under President Bill Clinton.�Mr. Hall currently serves on the Municipal Securities Rulemaking Board as well as other boards in his local community.

    In 2009, Miguel Santana was appointed as the City Administrative Officer for the City of Los Angeles. Miguel has direct oversight of the City’s $7.2 billion budget, labor negotiations, risk management, debt management and other major policy issues. Prior to this position, Miguel served as Deputy Chief Executive Officer for Los Angeles County, the largest county in the United States, and provided oversight to all of the County's social service departments which represented $9 billion of the $22 billion annual County budget. With more than 20 years of experience managing numerous legislative, fiscal, political, and community issues, Miguel Santana was Managing Director at Sonnenschein, Nath and Rosenthal consulting on high profile cases. Preceding this position, Mr. Santana served as Chief of Staff to one of five Board Supervisors for Los Angeles County. Miguel Santana has a Master's Degree in Public Administration from Harvard University and serves on Boards of the Mexican American Legal Defense Educational Fund, the Washington-based Latino Leaders Network, LA Plaza de Cultura y Artes, and United Way of Greater Los Angeles. In 2011, Miguel was awarded CFO of the Year by the Los Angeles Business Journal.

    Christopher Thornberg is Founding Partner of Beacon Economics, LLC and widely considered to be one of California’s leading economists. An expert in economic forecasting, regional economics, real estate analysis, labor markets, and economic policy, he was one of the earliest and most adamant predictors of the subprime mortgage market crash that began in 2007, and of the global economic recession that followed. Since 2006, he has served on the advisory board of Wall Street hedge fund, Paulson & Co. Inc. Between 2008 and 2012; he served as a chief economic advisor to the California State Controller’s Office, and as Chair of Controller John Chiang’s Council of Economic Advisors. A highly sought after speaker, Dr. Thornberg regularly presents to leading business, government, and nonprofit organizations across the globe. These groups include REOMAC, the California State Association of Counties, Colliers International, State Farm Insurance, and the California and Nevada Credit Union League, among many others. He has testified before the U.S. Congress House Committee on Financial Services on municipal debt issues, and before the California State Assembly Committee on Revenue and Taxation regarding rule changes related to Proposition 13. Dr. Thornberg has been involved in conducting research and developing analytic products for international clients that explore the trade and economic connections between the United States and the world. This has included analysis and speaking presentations regarding the impact that U.S. trading partners have on U.S. global competitiveness for the Centre for Investor Education in Melbourne Australia, and U.S. and international economic outlooks and their effect on global trade activity for the African Cashew Alliance in Cotonou, Benin. He has also conducted a number of special studies measuring the effect of important events on the economy including the NAFTA treaty, the California electricity crisis, port security, California’s water transfer programs, and the terrorist attacks of September 11, 2001. Dr. Thornberg serves on the editorial board of the Graziadio Business Report, a peer-reviewed publication of the Graziadio School of Business and Management at Pepperdine University. He is also a panel member of the National Association of Business Economists’ quarterly “Outlook” and a contributor to the “Economic Consensus Outlook” published by the Journal of Business Forecasting. Dr. Thornberg also serves on the boards of a number of business and nonprofit organizations including on the Board of Directors of the Los Angeles Area Chamber of Commerce, as a member of the Residential Real Estate Committee at the University of San Diego’s Burnham-Moores Center for Residential Real Estate, as a Business Leader Member of America's Edge, a nonprofit organization focused on strengthening businesses and the economy through public investments in youth and education, and on the Advisory Board of the Asian Real Estate Association of America. Prior to launching Beacon Economics Dr. Thornberg was a senior economist with UCLA’s Anderson Forecast where he regularly authored economic outlooks for California, Los Angeles, the East Bay, and developed specialized forecasts for a variety of public and private entities. He previously taught in the MBA program at UCLA’s Anderson School, in the Rady School of Business at UCSD, and at Thammasat University in Bangkok, Thailand. He has also held a faculty position in the economics department at Clemson University. A well-known media commentator, Dr. Thornberg has appeared on CNN and NPR and is regularly quoted in major national dailies including the Wall Street Journal and New York Times. Originally from upstate New York, Dr. Thornberg holds a Ph.D in Business Economics from The Anderson School at UCLA, and a B.S. in Business Administration from the State University of New York at Buffalo.

    Irena Asmundson joined the California Department of Finance as Chief Economist in April 2013. Prior to joining the department, she was a Senior Economist at the International Monetary Fund. In addition to covering policy issues such as global macroeconomic and financial imbalances, crises, and interconnectedness, she provided forecasts and policy advice on a range of countries, including the United Kingdom and Afghanistan. She has also served as a Staff Economist on the President's Council of Economic Advisers, focusing on international trade. A second-generation California native, Ms. Asmundson received her PhD in Economics from Stanford University, and her bachelor's degrees in Mathematics and Economics from the Massachusetts Institute of Technology.

    Tim Coffin is a Senior Vice President with Breckinridge Capital Advisors, and has over 25 years of experience in public finance and the fixed income markets. Previous to Breckinridge, Tim was with Fidelity Investments where he launched and managed the firm's Municipal Finance Group within Fidelity Capital Markets. Prior to Fidelity, he spent over 10 years with Corby Capital Markets where he managed sales and marketing and served his last 3 years as the firm's President.�

    David A. Abel is a Managing Director in the Infrastructure Investment Banking Group of William Blair & Company.� In this capacity he leads the firm�s efforts relating to debt management and the custom debt affordability needs of large and frequent issuers.� Mr. Abel joined William Blair & Company in 2007 after four years of service as the Director of Debt Management of the State of Illinois, and twelve years at UBS Financial Services, First Chicago Capital Markets/Bank One, and George K. Baum and Co., serving in similar specialty capacities.Mr. Abel�s underwriting sector approach has become known for its applied software engineering for custom debt management tools needed by large and frequent issuers.� Among the specialty assignments for custom work have included mortgage revenue bond program audit and reconstruction as well as system-wide re-investment tax and regulatory compliance.�� Specialized assignments aside, Mr. Abel has also structured several hundred bond issues, many of which have offered unusual tax exemption or security problem-solving opportunities.Mr. Abel holds a B.A. in Economics with public finance emphasis from the University of Colorado at Boulder, in concert with extensive additional elective coursework in applied physics and mathematics of electrical engineering.
