    Peter R. Orszag is Vice Chairman of Corporate and Investment Banking at Citigroup, Inc. He is also a Contributing Columnist at Bloomberg View and an Adjunct Senior Fellow at the Council on Foreign Relations. Dr. Orszag previously served as the Director of the Office of Management and Budget in the Obama Administration, and as Director of the Congressional Budget Office.He graduated summa cum laude in economics from Princeton University and obtained a Ph.D. in economics from the London School of Economics, which he attended as a Marshall Scholar. Dr. Orszag is a member of the Institute of Medicine of the National Academies of Sciences, and serves on the Board of Directors of the Peterson Institute for International Economics, the Mt. Sinai Medical Center in New York, the Robert Wood Johnson Foundation, ideas42, and the Partnership for Public Service.

    Mr. Becker has over 30 years of experience in many areas of public finance, including general obligation bond financings, cash flow financings, certificates of participation and lease revenue bond financings, revenue bond financings, pension obligation bond financings, education financings, multifamily and single-family housing financings, tax allocation bond financings, assessment and special tax financings and industrial development bond financings.He has served as Bond Counsel, Underwriter's Counsel and Disclosure Counsel for issuances by a variety of public issuers in California. Those issuers include the State of California and its agencies and public instrumentalities, the Counties of Los Angeles, San Diego, San Bernardino and Fresno, The Metropolitan Water District of Southern California, the Los Angeles Unified School District, Rancho California Water District and the Cities of Los Angeles and San Diego. Mr. Becker is a member of the State Bar of California, the State Bar of New York and the National Association of Bond Lawyers.

    Ms. Davis is a managing director at RBC Capital Markets in San Francisco with over 26 years of municipal finance industry experience. Ms. Davis is a general markets banker with primary coverage responsibility for the largest issuers in California including the State of California and the major California Counties, Cities and special districts. She has served as the senior banker and book running manager for over $20 billion in bond and note business over the past five years including a number of multi-billion financings for the State of California. Ms. Davis’ financing expertise encompasses a wide variety of products including general obligation bonds, water revenue bonds, lease revenue bonds, redevelopment and land development bonds, and pension obligation bonds. Ms Davis is active in a number of charitable organizations in the San Francisco bay area including Girls Incorporated of Alameda County, the Alameda County United Seniors and the 49er Foundation. Ms. Davis currently holds Series 7 and Series 63 licenses and has passed the Uniform CPA examination. Ms Davis holds a B.S. in business from Boston University and an MBA from the University of Southern California.

    Ms. Harris recently joined Siebert Brandford Shank & Co., L.L.C. in March of 2012 where she heads the new San Diego Office. Prior to joining the firm, Ms. Harris served as the San Diego County Chief Deputy Treasurer for seven years. Her responsibilities included investing and managing more than $5 billion of public funds. Her management of the County’s investment pool has earned the highest credit quality rating (AAAf/S1) from Standard & Poor’s. In addition, she served as a member of the County Debt Advisory Committee. The committee approves the issuance, size, and type of the debt, the selection of underwriters, financial advisors, and bond counsel. Ms. Harris oversaw the issuance of approximately $2 billion in County debt. In her previous position as the Executive Director of the CA Debt Advisory Commission (CDIAC), Ms. Harris directed CDIAC’s three program areas: State’s clearinghouse for all public debt and investment data collection, policy research in the areas of debt, investment, and economic development, and technical assistance and education. Ms. Harris was also responsible for monitoring investment & debt portfolios for cities and counties in California. Prior to CDIAC, Ms. Harris served as the Assistant Deputy Airport Director of Business and Finance for the San Francisco International Airport. Ms. Harris had the overall responsibility of an operating budget of $550 million and a capital budget of $4.1 billion. While at the San Francisco Airport, Ms. Harris issued approximately $2 billion in Airport Revenue bonds and commercial paper to fund the construction of the 2 million square foot international terminal. Ms. Harris is a recent past member of the Board of Directors of the Government Finance Officer’s Association (GFOA) since June 2009. She has served as a member of the GFOA Debt and Treasury and Investment Management Committees, the GFOA Special Review Committee for Comprehensive Annual Financial reports (CAFR) and the Chair of the Black Caucus of GFOA. Ms. Harris is currently the Chair of the newly formed San Diego Chapter of the Women in Public Finance. Ms. Harris graduated from the University of California at Berkeley with a Bachelor of Arts in Economics, and received a Master of Public Policy from the University of Michigan. FINRA securities licenses held are Series 52.

    Tom Lanctot is a Partner of William Blair where he leads the Infrastructure Investment Banking Group. During his professional career, Mr. Lanctot has played an active role in innovative P3 financial advisory assignments and financing transactions for clients in the public, nonprofit and private sectors. He led the William Blair teams that were the catalysts and advisors for some of the most noteworthy P3 transactions in the United States, including the Chicago Transit Authority’s Open Fare Collection System, the $1.15 billion long-term concession for the Chicago Metered Parking System and the $563 million long term concession and lease of the Grant and Millennium Park underground garages. Mr. Lanctot is currently working on several other infrastructure transactions in the United States. Mr. Lanctot was named by Infrastructure Investor Magazine as one of the Top Ten Infrastructure investment bankers in the world and one of only two that focuses on representing public agencies in the United States. Mr. Lanctot also helps manage William Blair’s relationships with several large public employee pension funds. Before joining William Blair, Mr. Lanctot practiced law for 23 years, advising clients on a wide variety of transactional and governance matters. Mr. Lanctot is a member of the Board of Directors and the Executive Committee of the Big Shoulders Fund, which supports Chicago’s inner-city Catholic schools, a member of the Board of Trustees and the Executive Committee of Illinois Institute of Technology, Vice Chairman and a member of the Board of Directors and the Executive Committee of the Chicago Botanic Garden, and a Director of the Ruth M. Rothstein CORE Center (a joint venture of Cook County and Rush-Presbyterian – St. Luke’s Medical Center). He served as an advisor to the Governmental Debt Management Committee of the Government Finance Officers Association (GFOA), and is a frequent speaker at conferences and seminars related to P3s and debt financing. Mr. Lanctot is a 1979 graduate of The Law School of The University of Chicago. He attended the University of Pennsylvania and received his B.A. from Northwestern University in 1976.

    Chris Roberts is an Executive Director and heads the Los Angeles office of J.P. Morgan’s Public Finance department. Chris joined J.P. Morgan in June 2008 after a ten-year career at Bear Stearns. Prior to Bear Stearns, Chris worked for six years in the public finance group at Ernst & Young LLP. Chris has extensive experience in structuring and executing financing and credit plans for a diverse collection of municipal security structures, including: water, wastewater, power, transportation, pension obligation, general fund, lease revenue, certificates of participation and tobacco securitizations.Specific to utilities, Chris’ current efforts focus on assisting his clients in the structuring and marketing of their credit in the most effective way as they look to provide their customers a low-cost, sustainable water and power supply that meets California’s regulatory and economic demands. Chris’ utility experience includes leading the financing plans for some of the largest and most complex capital plans on the west coast. His clients include The Metropolitan Water District of Southern California, San Diego County Water Authority, Irvine Ranch Water District, Santa Clara Valley Water District, Sacramento County Water Agency, Sacramento Regional County Sanitation District, Sacramento Municipal Utility District, Transmission Agency of Northern California, Modesto Irrigation District, M-S-R Public Power Agency, the Cities of Santa Clara and Riverside and Municipality of Anchorage. Chris received his Bachelor of Science in Finance from the University of Arizona and holds FINRA Series 7, 53 and 63 licenses.

    Mark Z. Jacobson is Director of the Atmosphere/Energy Program and Professor of Civil and Environmental Engineering at Stanford University. He is also a Senior Fellow of the Woods Institute for the Environment and Senior Fellow of the Precourt Institute for Energy. He received a B.S. in Civil Engineering with distinction, an A.B. in Economics with distinction, and an M.S. in Environmental Engineering from Stanford University, in 1988. He received an M.S. in Atmospheric Sciences in 1991 and a PhD in Atmospheric Sciences in 1994 from UCLA. He has been on the faculty at Stanford since 1994. His work relates to the development and application of numerical models to understand better the effects of energy systems on climate and air pollution and the analysis of renewable energy resources. He has published two textbooks of two editions each and over 125 peer-reviewed scientific journal articles. He received the 2005 American Meteorological Society Henry G. Houghton Award for "significant contributions to modeling aerosol chemistry and to understanding the role of soot and other carbon particles on climate." He co-authored a 2009 cover article in Scientific American with Dr. Mark DeLucchi of U.C. Davis on how to power the world with renewable energy. He has also served on the Energy Efficiency and Renewables Advisory Committee to the U.S. Secretary of Energy.

    Mr. Dawley has served 20 years in the municipal finance industry. He is currently the Manager of Morgan Stanley’s public finance office in Los Angeles. He focuses primarily on financings for public power, utility and general governmental issuers. Previous firms include Merrill Lynch, Banc One Capital Markets and J.P. Morgan Securities. Before his career in the investment banking industry, Mr. Dawley served as Deputy Chief of Staff to Los Angeles Mayor Richard Riordan. He received his B.A. in Political Science form the University of Michigan and his M.P.P. from the University of Southern California.
