    James A. Tracy was named SMUD’s Chief Financial Officer in April of 2004. Tracy oversees the Accounting and Treasury departments and is also responsible for risk management, strategic planning, enterprise performance management and developing the District’s budget. Tracy joined SMUD in 1989, and has previously served as Director of Business Planning and Budget and as Treasurer. Before coming to the District, Tracy served as a principal analyst for eight years with R.W. Beck and Associates in Sacramento. He has also worked for the Missouri Public Service Commission. Tracy holds a bachelor’s degree in business administration and a master’s degree in economics from the University of Missouri at Columbia.

    Edie Behr is a distinguished public finance professional with significantmanagement and analytical experience. She is currently Vice President/SeniorCredit Officer and Manager of Moody’s Higher Education and Not-for-ProfitTeam. She oversees a team of 17 analysts that conduct research and assigncredit ratings to close to 800 colleges, universities and other not-for-profitorganizations in the United States. Edie also has direct lead analyticalresponsibility for rating a diverse portfolio of institutions, including ivy leagueuniversities, large public university systems, complex academic medical centers,and nationally prominent not-for-profit organizations. Prior to assuming hercurrent role, Edie served in a similar leadership capacity for Moody’s U.S. StateRatings and Regional Ratings Teams. This experience is particularly meaningfulas she has developed a special expertise on state relations with universities. Edieis a member of Moody’s Public Finance Franchise Committee which sets creditpolicies across all sectors of the firm’s public finance enterprise. While at Moody’s,she has authored a number of special comments and is the primary point personfor issues related to Build America Bonds and state government aid interceptprograms. During her tenure on the Higher Education and Not-for-Profit Team,she has authored reports about topics including fiscal exigency, disclosure, andresearch funding.Prior to joining Moody’s in 2003, Edie served as Executive Director of theNew Jersey Health Care Facilities Financing Authority and as President of theNational Council of Health Facilities Finance Authorities. From 1984 to 1994,she worked as an investment banker and financial advisor to states, counties andmunicipalities as well as state and local authorities and school districts.Edie holds a Bachelor of Fine Arts from the University of Cincinnati and earnedan M.B.A. from New York University. She is a frequent lecturer and a member ofseveral industry associations.

    Paul Rizzo is Managing Director of the Healthcare and Higher Education Group at Assured Guaranty. Mr. Rizzo has more than twenty years of experience in public finance. Prior to joining Assured Guaranty in early 2012, he was a Senior Municipal Bond Evaluator for high yield municipal securities with Bloomberg. He was also the Manager of Radian Asset Assurance’s public finance group, responsible for overseeing the credit quality, legal structure and potential returns on municipal bonds insured by the company. Previously, Mr. Rizzo was employed by Ziegler Capital Markets, where he provided investment banking, financial advisory, and risk management services to healthcare and senior living organizations. Earlier in his career, he spent seven years with Standard & Poor’s Ratings Services assessing credit risk for a variety of not-for-profit organizations, including the healthcare and education sectors.

    Nathan Bays serves as counsel to the Health Management Academy, an educational services and consulting company that provides strategic advice to integrated hospitals and health systems. He is also counsel to the Academy Advisors, a policy analysis and development organization that analyzes federal policy issues of importance to hospitals and health systems. Prior to joining the Health Management Academy, Nathan was as an attorney in private practice, providing regulatory, transactional and corporate counsel to health systems and corporate clients. He has worked with health systems and providers on issues ranging from Stark and Anti-Kickback compliance to capital markets financing and mergers & acquisitions. A native of Tennessee, Nathan holds a Juris Doctor from Wake Forest University School of Law, and a Bachelor’s degree in Finance from East Tennessee State University.

    George Huang joined the municipal research team as director and senior analyst to publish in the healthcare, higher-education and not-for-profit sectors. George has more than 14 years of municipal finance experience, including more than 11 years of experience in the not-for-profit healthcare space, both acute care and long-term care. George brings extensive deal structuring, credit analysis, risk management and workout experience to his new role at Wells Fargo Securities, LLC. Prior to joining the firm, George was a director at Assured Guaranty, a bond insurance company where he most recently managed the healthcare risk management group and previously underwrote new bond insurance. George was a vice president at Radian Asset Assurance, Inc., where he underwrote new bond insurance in the healthcare sector. At Mizuho Corporate Bank, George was assistant vice president, providing commercial banking services to the healthcare sector, as well as to public power and transportation credits. George began his public finance career at Moody’s Investors Service, Inc., covering general government municipal bonds. Before that, George was a consultant with PHB Hagler Bailly, in the firm’s energy and telecommunications practice. George has a B.A. from the University of Pennsylvania. George is a member of the National Federation of Municipal Analysts, the Municipal Analyst Group of New York, the American Hospital Association and the Healthcare Financial Management Association.

    Leah Wilson serves as Principal Analyst for the Budget/Finance Unit of the County Administrator’s Office of Alameda County. Ms. Wilson joined the County in September of 2011 with extensive experience in government finance, and assists in managing the County’s nearly $1.3 billion debt portfolio. Prior to joining the County, Ms. Wilson had worked as a Supervising Analyst and Manager with various divisions of the Administrative Office of the Courts, where she administered a statewide juvenile court improvement program and oversaw the allocation of nearly $300 million in state, federal and private funding to the courts, and managed state, federal, Stimulus, and private funding streams.Ms. Wilson graduated from the University of California at Berkeley, Boalt Hall School of Law in 1999, received her master’s degree in public policy from the University of California at Berkeley in 1998, and received her bachelor’s degree in sociology from the University of California at San Diego in 1994.

    David Crane is a Lecturer in Public Policy at Stanford University and Research Scholar at the Stanford Institute For Economic Policy Research. He is also president and co-founder of Govern For California, a member of the State Budget Crisis Task Force co-chaired by former Federal Reserve Chairman Paul Volcker and former New York State Lieutenant Governor Richard Ravitch, and a member of the Society of Actuaries Blue Ribbon Panel formed in 2013 to explore the causes of underfunding in public pension plans. Previously he served as Special Advisor to Governor Arnold Schwarzenegger, Regent of the University of California, and director of the California State Teachers Retirement System, the California High Speed Rail Authority, and the California Economic Development Commission. He was a partner at Babcock & Brown, a financial services company, from 1979 to 2003.
