    Ben Winter is an analyst for the Office of Policy Development at HUD since the fall of 2009. Ben provides analytical support to HUD's senior staff and program offices for the development of a variety of Departmental policies and initiatives. He has a special interest in affordable housing provision, community and economic development programs, and delivering effective and innovative policy solutions. Prior to HUD, Ben was a Briarwood Fellow at NYU's Furman Center for Real Estate and Urban Policy and studied the New York City zoning resolution and housing and community statistics. He completed a Master of Urban Planning at NYU's Wagner School for Public Service and an undergraduate degree in International Relations, Spanish Literature, and Global Cultures at UW-Madison.

    Stan Ladner joined the New York location of Fulbright & Jaworski L.L.P. in 2003. As a partner, he focuses his practice on public finance matters, leasing transactions and structured and project finance. Prior to joining Fulbright, he was a partner at another New York law firm. Stan is experienced in virtually every facet of public finance, with an emphasis on housing, utility, health care and transportation transactions. In connection with the issuance and sale of public securities and private placements, he has represented issuers, underwriters, insurers and lenders. As the head of his previous firm's New York leasing office, Stan has substantial experience in leasing, both domestic and cross-border, with an emphasis on transportation and utility transactions. He has represented lessors, lessees and lenders. Stan also has an active practice in structured and project finance, including the use and development of various financial products, both corporate and tax-exempt related, and hedging transactions, including swaps, caps, collars, float contracts, forward delivery arrangements, guaranteed investment arrangements, indexed notes, call rights, options and repurchase agreements, among others.

    Donald J. Boyd is executive director of the Task Force on the State Budget Crisis, co-chaired by former New York Lieutenant Governor Richard Ravitch and former Federal Reserve Board chairman Paul Volcker. The Task Force is conducting a deep examination of fiscal crises in the states. Boyd currently is on leave from his responsibilities as a senior fellow at the Rockefeller Institute of Government, where he conducts research on state and local government fiscal issues.Don has more than 25 years experience analyzing state and local fiscal issues. His past positions include deputy director of the Rockefeller Institute of Government and director of its fiscal studies program; deputy director of the Center for Policy Research at the State University of New York at Albany where his research focused on education issues and teacher labor markets; director of the economic and revenue staff for New York State’s budget office; and director of the tax staff for the New York State Assembly Ways and Means Committee.  Don holds a Ph.D. in Managerial Economics from Rensselaer Polytechnic Institute in Troy, New York.

    Mr. Robert Williams, Jr. is a Managing Director in the Public Finance Department at RBC CM. Mr. Williams began his career in municipal finance at Sutro & Co. Inc. in 1985 and has 27 years of investment banking experience. Prior to RBC CM, Mr. Williams worked 6 years as a legislative analyst for the Alaska State Legislature. Mr. Williams specializes in California city municipal financings, and has extensive experience with JPA financings, the Mark-Roos Act, and special assessment bond financing. He is the lead banker for the Statewide Community Infrastructure Program (SCIP) sponsored by the Californian Statewide Communities Development Authority (CSCDA), which is a pooled assessment bond program. SCIP was used as the PACE model for California First, a PACE program sponsored by CSCDA. Mr. Williams is also co-lead banker for RBCCM to refinance the Sonoma County Energy Independence Program (PACE Bonds). Mr. Williams holds a Bachelor of Arts from the University of California at Santa Barbara, a Master’s degree in Public Administration from the Kennedy School of Government at Harvard University and an MBA in finance from the University of Pennsylvania, Wharton School. Mr. Williams is currently registered with Financial Industry Regulatory Authority, Inc. (“FINRA”) with Series 7, 63 and 79 licenses.

    Kevin Dunphy, Managing Director and Head of Public Finance, Mitsubishi UFJ Financial Group (MUFG). In this capacity, Mr. Dunphy is responsible for the management of domestic government and not-for-profit relationships. This includes providing a comprehensive suite of banking services, such as credit, capital market, treasury management, trust and custody, and credit card services.Mr. Dunphy has more than 30 years of commercial banking experience including 18 years at The Bank of New York where he was Founder and Head of the Public Finance Division and Government Banking Division.     Jim Maley heads up the law firm of Maley & Associates, a law firm with over twenty five years of experience representing private and public entities in economic development and land use projects, and is an experienced trial attorney.     Carol S. Kostik was reappointed Deputy Comptroller for Public Finance by New York City Comptroller John C. Liu in January 2010, after having been initially appointed to this position by Comptroller William C. Thompson, Jr. in 2006. Ms. Kostik directs City debt policy and issuance on behalf of Comptroller Liu for such credits as New York City General Obligation, Transitional Finance Authority and Municipal Water Finance Authority. During her tenure, Ms. Kostik has overseen $45+ billion of debt issuance. In May 2010, she received the annual Public Sector Award from the Municipal Forum of New York. Before joining the Comptroller’s office, Ms. Kostik was SVP and CFO of the NYC Housing Development Corporation and CFO of the Nassau County Interim Finance Authority. Previously, she was a vice president in Merrill Lynch & Company’s public finance department. Ms. Kostik holds a BA degree in political economy from Williams College and an MBA from Stanford University’s Graduate School of Business.

    John C. Germain, Director, Mr. Germain is a member of our Housing Finance Group specializing in Military Housing Finance. He has over two decades of experience in complex residential and commercial real estate finance nationwide. His in-depth experience includes mortgage origination and analysis of single-family, multi-family and commercial, conventional and affordable debt and equity products. John began his real estate career with the Bank of New York's Mortgage Banking Group from 1991 to 1995. In 1995, he served as Director of Multi-family Finance for the New York State Housing Finance Agency, an issuer of mortgage revenue bonds for multi-family affordable housing in New York State. In 1997 he was appointed by the governor of New York to run the State of New York Mortgage Agency's Mortgage Insurance Fund, a $5 Billion multi- and single-family mortgage insurance fund. In 1998 he joined Lehman Brothers Public Finance Group where he first syndicated section 42 equity followed by joining their Housing Investment Banking Group. He is currently a Director with Barclays. He has financed both new issue and refundings of military housing transactions across all three divisions of the military. During his banking tenure, he has closed over $3.1 billion of Military Housing Privatizations including West Point, Navy Hawaii and The Air Force Academy. He has also financed an additional $2.9 billion of multi- and single- family debt and equity transactions. Mr. Germain received his B.A. from the University of Vermont and as a Registered Municipal Securities Principal he currently holds the Series 7, 52 and 63 certifications.
