    Paul Braden is the head of the firm’s US public finance practice. Located in Dallas, he has been practicing law in Texas for over 25 years. His public finance clients include key underwriting firms, government agencies and political subdivisions, for whom he has advised on a variety of debt issuance matters, including venue project financings, pension bonds and tax credit bonds. Serving as bond counsel, underwriters' counsel and issuer counsel, he has represented clients in financings involving billions of dollars of debt securities.From 2004-2015, Paul was a member of the governing board of the Texas Pension Review Board, and served as its Chair from 2013 to 2015. Prior to joining Norton Rose Fulbright, he was a founding partner of what became (at one time) the largest Hispanic-owned law firm in Texas.�

    Angel Taveras was sworn in as Mayor of Providence on January 3, 2011.Combining progressive principles, pragmatic action and unprecedented stakeholder collaboration, Mayor Taveras has led efforts to successfully pull the City back from the brink of bankruptcy and championed a national model for inclusive, structural fiscal reforms.Mayor Taveras has made the tough, necessary decisions to strengthen Providence's fiscal ground and put the Capital City on a path towards sustainable progress. Since taking office, Mayor Taveras, with support from the city's employees, labor unions, tax-exempt institutions, civic and political leaders, retirees, and taxpayers has eliminated a $110 million structural deficit and reformed the City's previously unsustainable pension system, thus averting near-certain bankruptcy for Providence.The Mayor's efforts to bring about comprehensive pension reform while protecting retirees' fundamental benefits during difficult economic times have been heralded by the Wall Street Journal as an inclusive model other cities, towns and counties should replicate.Mayor Taveras sees a bright future for Providence and is focused on creating economic opportunity and jobs, improving educational outcomes and public safety, and building a more livable city for all residents.Mayor Taveras has consolidated the City's economic development efforts to recruit new businesses and support existing ones. He is also encouraging creative entrepreneurship through the first-in-the-nation Innovation Investment Program (IIP) which partners with Betaspring, a mentorship-driven accelerator program for technology and design entrepreneurs, to invest in startups that complete the program and locate in Providence.In July 2012, Providence was one of 14 communities across the United States to be named an All America City for its plan to ensure that all students are reading on grade level by third grade. Under Mayor Taveras, the Providence Public Schools have focused reform efforts aimed at improving outcomes and preparing our children for success and the Providence After School Alliance continues to win national recognition.Mayor Taveras is working with partners such as The Institute for the Study and Practice of Nonviolence and Project Night Vision to strengthen relationships between the police and community and curb youth violence. Building on his experience as a Housing Court Judge, Mayor Taveras and the Providence City Council are working to implement new measures to protect neighborhoods from the plight of abandoned and neglected properties while providing a path towards affordable homeownership in neighborhoods hit hard by the foreclosure crisis.

    Michael L. Lexton joined the Municipal Finance Group of RBC Capital Markets in April 2012, as head of U.S. transportation financing. During his 34 year career in public finance, he has led well over 200 airport financings totaling nearly $27.0 billion for 55 separate airports or airport systems, including some of the nation’s largest airports, such as Los Angeles, Atlanta, DFW, Houston Airport System, San Francisco, Denver and the Metropolitan Washington Airports Authority. In 1997, Mr. Lexton was selected by then Transportation Secretary, Rodney Slater, to serve on the Congressionally mandated National Civil Aviation Review Commission (known as the Mineta Commission in honor of its Chairman, Norman Y. Mineta) to review the funding and operating mechanisms of the FAA. He also has served on the Associates Board of the Airports Council International – North America. Mr. Lexton has a BS degree in Economics from the Wharton School of the University of Pennsylvania.

    State Representative Rafael Anchia has served four terms representing House District 103, covering Northwest Dallas County in the Texas Legislature. Before coming to the Texas House, he served two terms on the Dallas School Board. Rep. Anchia attended Southern Methodist University on a scholarship and then attended law school at Tulane University, also on scholarship. During his service in the Legislature, Representative Anchia has worked on legislation to fight crime, protect our environment, ensure fair and honest elections and improve healthcare for women and children. In his first session in the Texas Legislature, he was named Texas Monthly's "Rookie of the Year," and in the 80th session, was named one of Texas Monthly's Ten Best Legislators. Following the 81st session, Rep. Anchia was honored by the American Jewish Committee with its Institute of Human Relations Award, as well as the Mexican American Legal and Education Defense Fund with the Matt Garcia Public Service Award for his dedication and contributions to the Latino community. In the September issue of Texas Lawyer, Rep. Anchia was named one of the "Extraordinary Minorities in Texas Law." And in 2005, the League of United Latin American Citizens (LULAC) honored him as its national "Man of the Year." In 2011 he received the Ohtli Recognition Award by the government of Mexico, the highest award given by the Mexican government to members of the Mexican, Mexican American and Latin Community abroad. Rep. Anchia was also appointed to the Advisory Committee for Trade Policy and Negotiations by President Barack Obama in the summer of 2011.In November 2006, Rep. Anchia was chosen Chairman of the Board of the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund for a three-year term. In November 2009 he was appointed to a four-year term on the influential Sunset Commission by Speaker of the House Joe Straus. He received the Gregg Cooke Award for Excellence in Environmental Leadership at the annual Clean Air Through Energy Efficiency (CATEE) Conference in November 2011. And in February 2012, Rep. Anchia was appointed by Speaker Straus to the Joint Interim Committee to Study the Public School Finance System. In July 2012 Rep. Anchia was appointed to the Democratic National Committee by the Senate District Executive Committee of the Texas Democratic Party. And Speaker Straus also appointed Rep. Anchia to the Interim Committee on General Revenue Dedicated Accounts in October 2012. He was also recognized by Hispanic Business Magazine in 2012 as one of the 50 most influential Hispanics in the United States.Rep. Anchia is a partner in the law firm of Haynes & Boone, where he specializes in corporate finance.

    Dean M. Jeske is the Deputy Regional Chief Counsel for FINRA Enforcement in its Midwest Region. Mr. Jeske manages litigation, and supervises enforcement attorneys and investigators in the Chicago and Kansas City District offices of FINRA. He also provides legal advice to Member Regulation staff in the Region and consults with FINRA senior management in Washington regarding national issues. Prior to joining FINRA in January 2012, Mr. Jeske was a partner in the Chicago office of Foley & Lardner LLP where he regularly represented broker-dealers and their employees in connection with investigations or disciplinary proceedings by FINRA and other regulatory agencies. Mr. Jeske graduated, magna cum laude, from the University of Illinois College of Law in 1989.

    Clark Lord has a wide-range of experience in the public sector and in private practice. He serves special districts and governmental clients, many of which he created through the legislative or regulatory process, in a variety of areas ranging from their day to day affairs, to bond issuances. Clark also represents water district�s regarding water infrastructure and water rights matters. Clark frequently represents developer clients on special land development issues involving governmental regulations and bureaucracy. His experience with economic development matters has enabled him to create economic development programs for a variety of governmental units. He also represents many private developers and businesses in a variety of economic development transactions. Additionally, Clark drafts and lobbies for legislation involving special districts and economic development clients and industry. He often serves on special legislative working groups and committees in this area. Clark is a frequent lecturer on economic development, special districts, and real estate development at various industry conferences and educational forums, including the University of Houston's C. T. Bauer College of Business. Prior to entering private practice, he spent five years in the Houston City Attorney's Office managing economic development, special finance and land use matters.

    Herman is TxDOT Maritime Division Director, responsible for coordinating with Texas ports, GIWW, marine-multimodal related projects and representing the Department interests with maritime stakeholders. He has been involved in the transportation industry for over 23 years in the private and public sectors. He has lived, worked and studied in the US, Latin America, Europe and the Middle East, traveling extensively overseas. He was maritime & intermodal director for Middle East companies. Previously he served as Projects-Government Director at Union Pacific Railroad Companies (Ferromex-Ferrosur). He has worked as director for seaport terminal´s, stevedoring, ocean bulk carriers and trucking companies in the Americas. Herman served as Port Director at Gulf and Pacific public port authorities. Mr. Deutsch is a certified PPM from the American Association of Port Authorities, he holds a degree in Port Administration from Antwerp University (Belgium), a BS in Civil Engineering and Masters in Engineering-Planning.
