Lisa joined Moody's Healthcare Team in 1990 and was named team leader in 2004. Lisa is a member of rating committee for the healthcare rating team as well as several other sectors within Moodys Public Finance Group. Lisa has worked with numerous not-for-profit healthcare systems and hospitals across the country. As team leader, she leads a group of 11 analysts responsible for credit analysis and ratings of over 500 healthcare organizations. Lisa has authored several Moodys Special Comments on timely matters relating to the healthcare industry and the impact on bond ratings and is a nationally recognized speaker. Lisa served on the national board of directors of the Healthcare Financial Management Association (HFMA) from 2006-2009 and is a faculty member of The Governance Institute. Lisa has annually been named by Smiths Research and Rating Review to the All-Star Fixed Income Research teams. Lisa is a member of Healthcare Financial Management Association, Women in Health Management and Municipal Analysts Group in New York. As Executive Vice President (EVP), Craig R. Carnaroli has been shaping Penn's physical campus, financial strength and operational efficiency since 2004. Reporting to President Amy Gutmann, Mr. Carnaroli is the University's most senior non-academic officer. His wide-ranging portfolio includes nine distinct business functions: audit, compliance and privacy; budget and management analysis; business services; facilities and real estate services; finance; human resources; investments; information systems and computing; and public safety.During his tenure at Penn, Mr. Carnaroli has led a variety of initiatives to support Penn's myriad operations, including: enhancing long-term credit ratings; increasing student financial aid; implementing a long-range plan to reduce Penn's carbon footprint; developing new housing and dining amenities; planning Penn's campus; and overseeing neighborhood initiatives in support of community and economic development.Mr. Carnaroli contributes to the city and region as a volunteer member of boards and committees, including: The University City District (Chair); the University City Science Center, (Chair); Philadelphia Industrial Development Corporation (Executive Committee); and The Greater Philadelphia Tourism and Marketing Corporation (Chair, Finance Committee).Prior to Penn, Mr. Carnaroli served as Penn's Vice President of Finance, and Treasurer, from 2000 to 2004, after serving as Vice President, Municipal Securities Division, for Merrill Lynch.Mr. Carnaroli is a 1985 graduate of Penn�s Wharton School of Business with a Bachelor of Science in Economics (cum laude), and a 1990 graduate of Stanford University's Graduate School of Business, with a Master's in Business Administration.
Janice Weinrick currently the Deputy Executive Director of the San Diego Redevelopment Agency and has also served as Vice President of the Centre City Development Corporation for 13 years. She is currently responsible for the oversight of San Diegos 17 redevelopment project areas, coordination with the two redevelopment corporations and direct management of the day-to-day operations of the Redevelopment Agency and staff. Janice is a member of the Mayors management team and works in collaboration with other departments and agencies to create visionary plans realistic implementation strategies to revitalize neighborhoods and spur economic development.Janice is a second generation native San Diegan who grew up in a working household with a father in the development industry and a mother in public service. Janice has experienced the growth, development and redevelopment of California cities. I found redevelopment and revitalization the perfect niche for my talents, life experience and passion! Justin Cooper is chair of Orrick’s nationally prominent housing finance group.��Justin's practice is focused primarily in the following areas:affordable multifamily rental housing (local and state housing agencies);lending, including leveraged lending, with public agency borrowers;short- and long-term working capital financings;Property Assessed Clean Energy (PACE);public higher education;transportation;single-family housing; andworkouts and restructurings.Justin is on the Board of Directors of the California Housing Consortium and is a past Chairman of the Bond Buyer's California Public Finance Conference. He speaks frequently at conferences and other industry events.Justin is known in the affordable housing community in particular for being a solution-oriented lawyer who understands the business fundamentals of affordable housing and real estate finance as well as being fully versed in the applicable laws and regulations. He frequently collaborates with developers and other participants in the development of new financial structures and products designed to lower overall financing costs for housing providers and thereby increase both the supply and quality of available affordable housing.Justin is the author of "Multifamily Rental Housing: Financing with Tax-Exempt Bonds" and a variety of other articles on public finance topics. He is a failed academic, an occasional intellectual, and not a very good golfer. Justin is involved in firm management and is currently chair of Orrick's Technology Committee.
Chuck is a member practicing in the firms Washington, D.C. office. He is engaged in a federal and international regulatory and legislative practice. He has been extensively involved in public finance, tax legislation, energy, climate and environmental as well as product safety, health care, and technology legislative and regulatory matters for a variety of trade associations, corporations, and local governments and state agencies. Chuck represents the National Association of Health and Educational Facilities Finance Authorities on Washington Advocacy issues. Chucks practice encompasses work before the Treasury, SEC, IRS, Department of Energy, Environmental Protection Energy, Departments of State, Health and Human Services, United States Trade Representative, Federal Trade Commission, and other federal and state agencies. He has extensive experience dealing with Canada, the European Commission, and international bodies. Chuck also engages in trade association representation and antitrust counseling.Before joining Mintz Levin, Chuck practiced regulatory law with a law firm in Chicago and then worked in the Executive Office of the President before entering private practice in Washington. Chuck is admitted to practice in the District of Columbia and Illinois, and is a member of the District of Columbia and American Bar Associations. He received his B.A. (1975) and his LL.B. (1978) from the University of Virginia.
Clifford J. Gannett currently serves as the Acting Director, Government Entities in the Tax Exempt and Government Entities Division (TEGE) of the Internal Revenue Service, and will act in this capacity until September 30, 2011. Clifford is the Director of the office of Tax Exempt Bonds (TEB) in Government Entities. Mr. Gannett previously served for six years as the head of TEBs Compliance and Program Management office. He has been highly instrumental in establishing the Services Tax Exempt Bond program and encouraging post-issuance compliance through education and outreach programs, voluntary closing agreement programs, and examination activity. Mr. Gannett received his J.D. from University of Maryland School of Law and is a member of the District of Columbia and Maryland Bar.
