    Stephen P. Merz is Executive Vice President and Chief Financial Officer of the Woodruff Arts Center, Inc. He was appointed to that position in the fall 2001. Prior to that, he held the positions of EVP for Finance and Operations from 1991 to 2001 and VP of Finance from 1981 to 1991. During his thirty year tenure at the Center, Mr. Merz has managed on behalf of the Center all of the physical expansions taking the campus from one building to now eight facilities. Mr. Merz leads the investment management process and was instrumental in revamping management of the Center’s endowment assets by implementing policies which provided more diversification, more professional outside managers and a comprehensive spending policy. As a result, the Center’s investment returns consistently rank in the top quartile of similarly sized endowments. Prior to joining the Arts Center, Mr. Merz was a Manager with the accounting firm of Deloitte and Touche. While a member of the audit team at Deloitte, he specialized in audits of financial institutions and not-for-profit social organizations. He graduated from Kent State University in 1972 with a BBA and from Emory University in 1981 with an MBA. He is a member of Beta Alpha Psi, the national honors business organization and the International Honor Society, Beta Gamma Sigma. Mr. Merz is also a CPA licensed in the State of Ohio. He is a Registered Investment Advisor. In 2006, Mr. Merz started GarlandMerz Consulting LLC. GarlandMerz provides investment consulting and management to small and mid-sized endowments and foundations. The objective of the enterprise is to provide professional expertise to endowments and foundations who heretofore believed such expertise was not available or affordable.

    Roy Kienitz currently serves as the Under Secretary of Transportation for Policy at the United States Department of Transportation. He was sworn in as Under Secretary in May 2009. In this capacity, Mr. Kienitz assists the Secretary in formulating national policies affecting surface transportation and aviation. As mentioned in his confirmation hearing, Under Secretary Kienitz shares Secretary LaHood’s goals of making safety, livability, sustainability, and economic recovery the primary objectives of the Department. Mr. Kienitz joins DOT with diverse transportation policy experience. He has worked for non-profit organizations and has held both state and federal government positions. Prior to his appointment to the Department of Transportation, Mr. Kienitz served as the Deputy Chief of Staff for Governor Edward Rendell. Beginning in 2003, he was a leader on the Governor’s staff for transportation, alternative energy, and environment initiatives, and directed a number of major capital projects including the Pennsylvania Convention Center expansion, Pittsburgh sports arena and the Port of Philadelphia. Previously, Mr. Kienitz served as Secretary of the Maryland Department of Planning where he implemented the state’s Smart Growth policies, and promoted mixed-use transit-oriented projects. He was a strong advocate for innovation in transportation while serving as the Executive Director to the Surface Transportation Policy Project; and gained significant legislative branch experience while working for Senator Daniel Patrick Moynihan as Chief of Staff and for the U.S. Senate Environment & Public Works Committee. Mr. Kienitz has received various awards including the Special Recognition Award from the National Park Service, U.S. Department of Interior for work promoting new transportation strategies for National Parks. Originally from California, Kienitz earned his bachelor’s degree in Aquatic Biology from the University of California at Santa Barbara in 1983.

    Linda Morgan is a Partner at Nossaman LLP and has over 30 years of in-depth regulatory and legislative experience in the transportation industry. She focuses her practice on railroad and other transportation matters and associated legislative, governmental, and policy issues. In 1995, President Clinton appointed her as Chairman of the former Interstate Commerce Commission (ICC), which became the Surface Transportation Board (STB) in 1996. In this role, she presided over numerous transportation regulatory proceedings, including rail rate and service matters and railroad merger cases of unprecedented national scope and complexity. In 1999, the Senate confirmed Ms. Morgan for a second term, and in 2001, President Bush asked for her continued service as Chairman until he designated a new Chairman in December 2002. Prior to joining the ICC, Ms. Morgan served for 15 years as counsel with the Senate Committee on Commerce, Science, and Transportation, including seven years as General Counsel. During this period, Ms. Morgan was responsible for much of the legislation that established the framework for today's transportation system, including surface transportation policy that she later was in charge of implementing as Chairman of the ICC and the STB.

    Navjeet K. Bal is a member of Nixon Peabody’s Public Finance group and has extensive experience serving as bond counsel, underwriter’s counsel, and borrower’s counsel in publicly and privately placed debt financings for governmental, quasi-public, and nonprofit borrowers. In 2008, Navjeet was appointed as Massachusetts’ Commissioner of Revenue by Governor Patrick, where she managed a large department, with three lines of business: Tax Administration, Child Support Enforcement, and Division of Local Services. In this position she also represented the Department of Revenue and the administration publicly, in front of the Massachusetts legislature and taxpayer and tax practitioner groups, as well as Massachusetts city and town officials. She was elected to the Federation of Tax Administrators (FTA) Board in July 2009, and served as president of the Northeast States Tax Administrators organization in 2010. Navjeet has spoken at many public forums, including the Massachusetts Municipal Association conferences, the Boston Bar Association, State and Local Tax committee, the Massachusetts Bar Association tax committee, the Massachusetts CPA Society, the UMass Tax Practitioner schools, the Associated Industries of Massachusetts, State Tax committee meetings, the Massachusetts Taxpayers’ Foundation Annual Meeting and the FTA Annual Conferences. Navjeet is a member of the Council of the Boston Bar Association, the South Asian Bar Association of Greater Boston Advisory Board, the Legal Advocacy and Resource Center, the Massachusetts Access to Justice Commission and the Lawyers’ Committee for Civil Rights Under the Law. She is a recipient of a Cornerstone Award from the North American South Asian Bar Association and is a 2011 recipient of the Williams College Bicentennial Award for excellence in public finance. She received her B.A. from Williams College and her J.D. from Northeastern University School of Law.

    Mr. Shellenberger is a Managing Director with Public Financial Management, Inc., in their San Francisco office. Over the last 15 years he has served as project manager on over $10 billion in financings. Mr. Shellenberger is a senior member in PFM�s national transportation practice. He advises transportation clients throughout the U.S. including San Diego Regional Transportation Commission, Sacramento County Transportation Authority, Southern Nevada Regional Transportation Commission, San Francisco MTA, Caltrain, AC Transit and the New Mexico Department of Transportation, among others.He has developed financial plans for many of these clients and executed a broad array of transactions based upon the adopted plans. Prior to joining PFM, Mr. Shellenberger worked with KPMG Consulting in Washington DC., where he advised the Federal Transit Administration, the Federal Highway Administration and various state transportation agencies. Mr. Shellenberger received his Masters Degree in Public Policy from the University of Chicago, and his Bachelor of Arts Degree from the University of California at Berkeley.

He has designed a wide variety of projects, including everything from new towns to transit oriented developments.Mr. Kunz has served as an expert in a number of forums and speaks extensively in the U.S. and abroad on transportation and planning topics. As an authority on high speed rail, Mr. Kunz is committed to further developing USHSR and the high speed rail network in America. Mr. Kunz holds a Bachelor of Fine Arts degree and a Master of Architecture in Town Design from the University of Miami.

    Terry Bellamy was nominated by District of Columbia Mayor Vincent C. Gray as the permanent Director for the District Department of Transportation on May 18th, 2011. In this position, he is responsible for overseeing the daily operations of a department with an annual operating and capital budget of $1 billion and 950 employees. Mr. Bellamy joined DDOT as Deputy Director of Operations in March of 2008. He has over 27 years of experience in the transportation field and brings a wealth of knowledge to the position he serves. Before joining DDOT, Mr. Bellamy served as the Bureau Chief of Transportation, Engineering and Operations with the Arlington County Transportation Department a position he held for eight years. Prior to his tenure in Arlington, Bellamy held leadership positions in both Fayetteville and Greensboro, North Carolina. During his time in Greensboro, he took part in the creation of the Greensboro Transit Authority and worked extensively on the Greensboro Long Range Transportation Plan that included an assortment of transportation initiatives including the Outer Loop, rail and trail projects. Mr. Bellamy has worked extensively in the ITS field, serving on various ITE committees over the years. Mr. Bellamy served in various roles for the North Carolina Section of ITE and became the President of the section. His experience also includes participation in the Eno Transportation Foundation’s international travel to middle size European Cities to examine light rail projects. Mr. Bellamy serves on the Dwight David Eisenhower HBCU Transportation Fellowship Board for North Carolina A&T State University.He has been recognized by ITE, APWA, APTA, NFPBA and other professional organizations for his work in transportation over the last thirty years. Mr. Bellamy continues to present papers and presentations to numerous professional organizations and at conferences.Mr. Bellamy holds a Bachelor of Arts in Political Science from North Carolina A&T State University, a Master of Urban Studies and Community and Regional Planning Design from Iowa State University, and an Executive Certificate from Penn State’s Executive Management Program for Transportation and Highway Engineers. He also completed the Certified Public Managers Program through George Washington University and the Washington Council of Governments.
