    Jeffrey M. Pohl is General Counsel to the Dormitory Authority. Mr. Pohl is responsible for all legal services, including litigation, contract matters, and the legal aspects of all Authority financings. He is a member of the New York State Bar, and most recently served as a counsel in the public finance group of a large New York law firm. Mr. Pohl previously served in various capacities with the Office of the State Comptroller and the NYS Senate. He holds a Bachelor's Degree from Franklin and Marshall College and a Juris Doctor degree from Albany Law School.

    Mr. Bolinger joined the Office of Hospital Facilities, U.S. Department of Housing and Urban Development, in October 2008. He was appointed Program Director and Director, Office of Hospital Facilities in June 2010. Prior to joining the Office of Hospital Facilities, Jim’s career spanned 35 years working in, or serving, the hospital industry.In 1973, Mr. Bolinger began his career with Coopers & Lybrand. He has also served as a Vice President and Chief Financial Officer in a 500-bed hospital and a Corporate Controller in a multi-hospital system. In 1987, Jim transitioned his career into organizational strategy consulting for hospitals. He served as a Partner in National Health Advisors focusing on hospital strategy as well as mergers and acquisitions. In 1992, he co-founded the national healthcare consulting firm Arista Associates with offices in Washington, DC and Chicago; concurrently, Jim was selected as the Managing Partner. He has been a Fellow in the American Association of Healthcare Consultants, a Fellow in the Healthcare Financial Management Association, an Executive Fellow in the American Academy of Medical Management, a Fellow-designate in the American College of Healthcare Executives and a CPA. Mr. Bolinger has also served on the Adjunct Faculty of two nationally-recognized universities.Mr. Bolinger holds an MBA with Honors from the University Notre Dame and a Bachelor of Science in Business from Indiana University.

    Eric Sedler is the Managing Partner at ASGK Public Strategies, a public affairs firm with offices in Chicago and Washington DC. Sedler started the firm in 2002 with former White House advisor David Axelrod. During a career that spans over 20 years, Sedler has worked at the intersection of business, government, communications and public opinion. Sedler’s expertise is in creating campaigns that build public and stakeholder support for complex business and policy issues. Sedler has worked on more than 300 corporate and public affairs campaigns in more than 50 jurisdictions at the federal, state and local levels. Sedler’s work has included government policy, corporate transactions, reputation management and crisis management.

 Sedler has worked with clients in a wide range of fields including automotive, defense, education, energy, entertainment, financial services, health care, insurance, international trade, land use, pharmaceuticals, retail, technology and telecommunications. His clients include Fortune 100 corporations, trade associations, organized labor and advocacy organizations.

 Prior to co-founding ASGK Public Strategies, Sedler worked at AT&T where he managed public relations offices in Chicago, Atlanta and Miami covering a fourteen state region in the central and southeastern United States.

 Earlier employment included several years at Edelman Public Relations working in the Reputation Management practice where he directed media and public affairs campaigns. At Edelman, Sedler developed and implemented public affairs campaigns in the fields of telecommunications, insurance, health care and professional services.
Before entering the field of communications management, Sedler spent nearly a decade working in politics and government. He worked for federal, state and local officials and managed a number of successful state and local political campaigns.

 Sedler is a frequent guest speaker on communications and issues management. He has lectured at the University of Chicago, Loyola University and the University of Illinois at Chicago. Sedler is the recipient of the Silver Anvil Award from the Public Relations Society of America and the Silver Trumpet Award from the Publicity Club of Chicago.

 Sedler is a native of Detroit and a graduate of the University of Illinois.

    Bill Brandt has been in the business of workout, turnaround and insolvency consulting for more than thirty years and is widely recognized as one of the foremost practitioners in the field. He is President and CEO of Development Specialists, Inc. (“DSI”), a firm specializing in the provision of management, consulting and turnaround assistance to troubled or reorganizing enterprises. Mr. Brandt and his firm continue to be involved with some of the more celebrated financial restructuring cases in the nation’s history, including Mercury Finance Company, Southeast Banking Corporation, Malden Mills, the Keck, Mahin & Cate law firm, the Coudert Brothers law firm, the Ohio “Coin Fund” scandal, and the Bernie Ebbers Settlement Trust. The firm maintains offices in Chicago, New York, Philadelphia, Los Angeles, London, Miami, San Francisco, Cleveland, and Columbus.Mr. Brandt has advised Congress on matters of insolvency and bankruptcy policy, and in that capacity was the principal author of the amendment to the Bankruptcy Code permitting the election of Trustees in Chapter 11 cases. He was also involved in drafting several amendments to the Bankruptcy Code enacted into law in April 2005 as part of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005, which substantially rewrote the nation’s bankruptcy laws. During the Clinton administration, he served as a member of the President’s National Finance Board as well as serving as a delegate from the State of Florida to the 1996 Democratic National Convention. During that decade as well, and upon the invitation of both business and political leaders in the People’s Republic of China, Mr. Brandt worked with various public policy, law and banking leaders in that country on approaches to the reorganization and restructuring of some of China’s state-owned industries. In 2000, he served as a member of the Democratic Party’s National Convention Platform Committee. In 2002, he served on the Illinois Gubernatorial Transition Team as well as on the State of California’s Business Delegation dispatched to Cuba to discuss politics, business and trade. In 2008, Mr. Brandt served as a delegate from the State of Illinois to the Democratic National Convention. By Gubernatorial appointment, Mr. Brandt is serving his second consecutive term as Chair of the Illinois Finance Authority, having been first appointed in 2007 and then reappointed in 2010. The IFA is one of the nation’s largest self-financed entities principally engaged in issuing taxable and tax-exempt bonds, making loans, and investing capital for businesses, non-profit organizations and local government. The Governor has also appointed Mr. Brandt to the Illinois Broadband Deployment Council, which works to ensure that advanced telecommunications services are available to all the citizens of Illinois. He serves as a member of the National Advisory Council for the Institute of Governmental Studies at the University of California at Berkeley, while also serving as a member of the Board of Trustees of Loyola University Chicago, and is a life trustee of Fenwick High School in Oak Park, Illinois. Additionally, he was also featured in What Happened, a documentary film humorously chronicling the dot-com “bust,” which premiered at the New York City Film Festival.Mr. Brandt has written for publications that span a broad spectrum of thought, ranging from Maclean’s, Canada’s Weekly Newsmagazine, to Directors & Boards, Corporate Board Magazine, the Florida Real Estate Journal, and the American Bankruptcy Institute’s Law Review, published in conjunction with St. John’s University School of Law.     H. David Prior is a partner in the Public Finance Department and a member of the Health Care, Housing, Higher Education, and P3/Infrastructure Groups, and the Climate Change and Sustainability Initiative. Mr. Prior has litigation and corporate finance experience, but has concentrated in public finance since 1970 and has extensive experience as bond counsel and underwriter's counsel in virtually every kind of tax-exempt financing. He has devoted substantial time to developing Ballard Spahr's tax-exempt health care and housing practice and has represented a number of state agency and local issuers of hospital and housing bonds throughout the United States. Mr. Prior has had primary responsibility for the firm's engagements by several regional and national hospital systems, including the Lehigh Valley Health System and the Geisinger Health System in Pennsylvania, and the Franciscan Sisters of the Poor and CSJ Health System, in their nationwide financings. He has represented the Idaho, Utah, Pennsylvania, Maryland, and Puerto Rico housing agencies as bond counsel and has served as underwriter's counsel for the financings of the Oregon, Idaho, Rhode Island, and Massachusetts housing agencies. Mr. Prior has extensive experience with the City of Philadelphia and its issuing agencies and has served as bond counsel to the City of Philadelphia, the Philadelphia Water Department, and the Philadelphia International Airport.     Peter J. Kiernan, Esq. is Of Counsel to the national law firm of Schiff Hardin LLP, specializing in Public Law. Mr. Kiernan served as Counsel to the Governor of New York State from 2008 � 2010 when the State was gripped with an unprecedented revenue crisis. Since 2011 Mr. Kiernan has been Chair of the New York State Law Revision Commission. Previously, Mr. Kiernan was Counsel to the Deputy Mayor for Finance during New York City�s infamous Fiscal Crisis of the mid 1970�s.Mr. Kiernan is Counsel to the Task Force on the State Fiscal Crisis chaired by former Federal Reserve Chair Paul Volcker and former Lieutenant Governor Richard Ravitch.
