His practice is concentrated in municipal finance, with emphasis on tax-exempt private activity bonds (including housing, manufacturing and exempt facilities) and traditional municipal general obligation and revenue bonds. Mr. Thompson has extensive experience with mortgage revenue bonds, multifamily residential rental bonds, exempt facility and manufacturing private activity bonds, and traditional municipal general obligation and revenue bonds, including variable rate and various types of credit-enhanced financings and derivative products.A nationally recognized leader in the area of military housing privatization initiatives, Mr. Thompson has been involved in almost $2 billion worth of military housing privatization transactions, spanning all three branches of the armed forces, since May 2004. All of these financings involve complex real estate, historic preservation and environmental issues; negotiations with the Army, Navy and Air Force; securities law compliance concerning public and private bond offerings; and federal state and local tax issues. Mr. Thompson also represents AIG Retirement Systems, Inc. (formerly SunAmerica Inc.) as tax credit equity investor client counsel in connection with new construction and rehabilitation of affordable multifamily housing facilities throughout the United States. Over the past three years, Mr. Thompson has served as counsel on over $150 million in low income housing tax credit transactions for this client.Mr. Thompson is a member of the National Association of Bond Lawyers, the American Bar Association, the Pennsylvania Bar Association, the Philadelphia Bar Association, and the New Jersey Association of Environmental Authorities.Mr. Thompson is a graduate of The Johns Hopkins University (B.A. 1977) and Vanderbilt University (J.D. 1980) where he was research editor for the Vanderbilt Journal of Transnational Law.
James Preusch brings more than 30 years of experience to his role as Chief Financial Officer for the Alameda Corridor Transportation Authority. Prior to his appointment in August 2004, he was Principal Consultant, HNTB Management Consulting. As CFO, Mr. Preusch is responsible for planning, organizing, directing and coordinating the financial management of ACTA. Under the direction of the Chief Executive Officer, he manages ACTAs controllership, treasury and administrative functions, overseeing a staff of five and a $2.4 billion budget. Mr. Preusch has a financial services background that includes extensive private-sector experience with PepsiCo, and Rockwell International. He has worked with public sector agencies on behalf of HNTB, Infra-Trans, LLC and AG Edwards. Mr. Preusch is familiar with the financial operations of the corridor, having served as ACTA treasurer from 1989 to 1999. He was integral to the design and implementation of ACTAs $2.4 billion plan of finance and played an active role in the April 2004 $686 million bond transaction used to refinance the ACTA U.S. Department of Transportation loan. Previously, Mr. Preusch was a member of the financial staff of the Port of Los Angeles, assuming the Treasurer position in 1987 and serving as Chief Financial Officer from 1989 to 1999. During his career with the Port, he completed more than $2.7 billion in financing transactions, including a $1.2 billion bond sale on behalf of ACTA. Mr. Preusch has been a part of the OnTrac team, providing funding solutions for the city of Placentia rail grade separation project. He has also been part of the financial working group of Transportation Corridor Agencies, Irvine, helping develop a financial strategy to assist the San Joaquin Hills Transportation Corridor Agency. He worked with the US Department of Transportation Federal Highway Administration in developing a financial program for funding major transportation projects. Mr. Preusch received his undergraduate degree from Clarkson University and was awarded an MBA from Lehigh University. He is a CPA and Certified Treasury Professional.
Rudy Salo is a partner in the firm's Public Finance practice group based in the Los Angeles office. He has served as bond counsel, disclosure counsel, bank/lender's counsel, underwriters' counsel and borrower's counsel on a broad range of financings involving municipalities, school districts, transportation systems, cultural institutions, institutions of higher learning, sports teams and the federal government. A significant portion of Rudy’s practice includes representing commercial banks in providing credit and liquidity facilities in support of tax-exempt and taxable securities, as well as representing those banks in the purchase of privately-placed bonds and direct lending to government and nonprofit borrowers on a revolving and non-revolving basis. Rudy has also participated in the financing of numerous infrastructure projects throughout the country. These financings include serving as lender’s counsel to the United States Department of Transportation (USDOT) in the financing of the Riverside Transportation Commission’s 91 Express Lanes extension, the Dallas Area Rapid Transit's Orange Line extension to DFW Airport and the renovation of the City of Denver's Union Station. Rudy also advised the USDOT in connection with the financial restructuring of the South Bay Expressway toll road in Southern California upon its emergence from bankruptcy and the sale and financing of the sale of State Road 125 to the San Diego Association of Governments. Additionally, Rudy represents and has represented The J. Paul Getty Trust with respect to the restructuring of its tax-exempt debt portfolio and has served and currently serves as Disclosure Counsel to the Public Works Board of the State of California.
Andy Nakahata is a Director in the Public Finance Department of Citigroup Global Markets Inc. Andy joined Citi in 2010 and brings extensive public finance experience while at two other major banks. Andy is based in San Francisco and serves a wide variety of west coast public finance clients. Andy has served as senior manager on more than $30 billion of financings over the course of his career. His current focus is Northern California local government issuers, west coast higher education, western region public power and western region state issuers. Over nearly 20 years, Andy has lead financings for a number of the largest municipal issuers in the western region. Andy has a Bachelor of Arts from Wesleyan University and a Master's in Public and Private Management from the Yale School of Management.
Mr. DeGroot is a Managing Director and heads J.P. Morgans Municipal Research and Strategies efforts. Mr. DeGroot has been the top ranked municipal bond strategist for eight consecutive years (2003 - 2010), based on the annual Institutional Investor Research pole. JP Morgans Municipal Research Group publishes daily and weekly market analytics and commentary for issuer and investor clients. The team also advises the firms investor clients on effective risk and performance management in tax-exempt and taxable municipal bond portfolios. Peter recently joined J.P. Morgan from Barclays Capital and Lehman Brothers where he was a Managing Director and head of the municipal strategies team. Mr. DeGroot began his career in 1984 in the Investment Banking Division at Manufacturers Hanover Trust, in New York. He holds degrees from the Saint Francis College in Computer Science and Business Management.
