    As vice president of retail and prepaid products, Don Kingsborough brings experience in consumer product development, technology, retail, point-of-sale, and merchant relationships. In his current role, Kingsborough oversees PayPal’s market expansion offline and into traditional retail stores.Prior to PayPal, Kingsborough was president and CEO of Blackhawk Network, a leader in third-party prepaid card products that he founded in 2001. He also founded and served as CEO of toy manufacturer Worlds of Wonder, Inc., where he propelled this startup business to one of the nation’s fastest growing companies in just two years.Before Worlds of Wonder, Kingsborough was president of the consumer products division at Atari Corporation. There, he played a key role in the development and introduction of new products, marketing strategies, and innovation efforts for Atari products. Kingsborough led the introduction of the sales phenomenon Nintendo to America through an exclusive four-year sales and marketing agreement, during which period sales for Nintendo rose from zero to more than $2 billion.Kingsborough holds a BA in Business Management from the University of California at Berkeley.

    Mr. Culhane is a partner in the Philadelphia office of Ballard Spahr and a member of its Consumer Financial Services Group and its Collection Documentation Task Force. He regularly counsels clients offering multi-state credit card programs, private student loan programs, and residential mortgage loan programs on servicing and collection issues. He also conducts assessments of debt buyer, collection agency, and collection firm compliance management systems and assists in the defense of collection-related class actions, attorney general investigations, and agency enforcement actions.

Charlie’s specializes in providing accounting, auditing and compliance services to small to middle ticket leasing companies; financial service companies engaged in acquisition, collection and recovery of distressed assets; financial service companies engaged in factoring of accounts receivables; payment processors; and public and private community banks ranging in size from $250 million to over $1 billion in total assets.Charlie is a frequent author and speaker for the firm’s financial services industry conference as well as state and national trade associations, including the Western Independent Banker’s magazine. Charlie is also member of the Equipment Leasing and Finance Association’s Financial Accounting Committee.
