Grant currently serves as the Executive Director of the Sewerage and Water Board of New Orleans.� In this role of Facilities, Infrastructure and Community Development for the City Of New Orleans. �He is responsible for the City’s billion dollar capital development, infrastructure, and housing programs.Cedric S. Grant served as the Deputy Mayor of Facilities, Infrastructure and Community Development for the City Of New Orleans. �He was responsible for the City’s billion dollar capital development, infrastructure, and housing programs.Mr. Grant served as Chief Administrative Officer of Ascension Parish, Louisiana. �He was responsible for management and oversight of all governmental operations for this Parish of 350 square miles and a population of 104,000.Governor Kathleen Blanco appointed Mr. Grant Deputy Secretary of the Louisiana Department of Transportation and Development in 2004. �He served until 2008. �As Deputy Secretary, Mr. Grant was responsible for the day to day operations of the department, public-private partnerships and major special economic development capital projects. �In this role he managed a workforce of 5,000 people and a $1.4 billion budget. �Prior to his appointment, Mr. Grant was employed by Parsons Corporation in Atlanta, where he managed road and highway infrastructure projects valued at $10 million for clients such as the Georgia Department of Transportation and the City of Atlanta.Prior to his Parsons employment, Mr. Grant worked over thirty years in several distinct appointments in local government and public agencies, most recently as the Chief Administrative Officer, for the City of New Orleans, Director of Capital Projects, for the New Orleans Downtown Development District, and Planning Manager, for the Port of New Orleans.Mr. Grant served his country in the United States Army and completed 23 years of active and reserve service. �In 1995 he retired as a Major. �During his military career, Mr. Grant served in the Gulf War and was awarded the Meritorious Service Medal, four Army Commendation Medals and the Selective Service Meritorious Service Medal.A New Orleans native, Mr. Grant is a certified City Manager and holds a Master’s Degree in Public Administration from the University of New Orleans and a Bachelor’s of Arts Degree in Political Science from Xavier University of Louisiana. �Mr. Grant also serves on several boards and commissions, including the National Forum for Black Public Administrators and Delgado Community College Foundation.

    Juliet Stiehl is a senior underwriter in BAM's Eastern Group. Prior to joining the team at BAM, Juliet held a similar role in Assured Guaranty's Public Finance Group. She joined Assured Guaranty after its acquisition of FSA, where she started her career in Public Finance in the Northeast group. Juliet is a municipal credit generalist, with extensive experience covering Mid-Western and Northeastern issuers. She holds a B.A in Government from Harvard University. She is a member of the Municipal Analysts Group of New York, the National Federation of Municipal Analysts, Women in Public Finance, and the Northeast Women in Public Finance.

    Jason Caudle became Lancaster’s Deputy City Manager in 2008. He has been integral in developing and implementing multi-scaled sustainable energy projects, as well as Lancaster’s award-winning downtown district, “The BLVD.” Caudle has overseen formation of the Lancaster Power Authority, California Clean Energy Authority, and Lancaster Choice Energy – the City’s Community Choice Aggregate. Caudle has continuously worked with City planners and solar energy developers to promote a number of ongoing public-private partnerships. Previously, Caudle was Vice President of Public Finance for Kinsell, Newcomb & De Dios, as well as City Manager of Tehachapi, where he established a Redevelopment Agency and formed a police department, among other civic improvements. Caudle holds a bachelor’s degree in Political Science and Master’s degree in Public Policy and Administration, both from California State University Bakersfield (CSUB).A family man, Jason enjoys spending time with his wife Leslie and their two children, Jackson and Kennedy.

    Dustin McDonald is the Vice President of Government Relations for Weedmaps, where he leads the effort to engage Congress, the Administration and state and local governments on marijuana policy reforms.� Dustin joined Weedmaps in 2016 after serving for three and a half years as the Director of the GFOA’s Federal Liaison Center, where he led advocacy on municipal finance issues for the Public Finance Network, a coalition of state, county and city government associations.� At GFOA Dustin was also lead staff on the GFOA’s Committee on Governmental Debt Management, working with committee members to develop best practices that promote sound financial practices for state and local governments.�Prior to his work with GFOA Dustin spent 10 years providing direct federal advocacy services to local governments and local government agencies from across the U.S., working as a member of Holland & Knight’s Public Policy and Regulation Group, as well as the government relations practice of MARC Associates.� In this role Dustin led successful advocacy campaigns on a diverse group of issues, including municipal finance and tax reform, multi-modal transportation and related infrastructure, housing and economic development, water and wastewater infrastructure improvements, telecommunications reform and public safety.�Before entering the private sector Dustin served in the office of former California Congressman Steve Horn.

    Karen Hedlund recently retired from her post as Deputy Administrator of the Federal Railroad Administration, where she led the Administration's $12 billion High-Speed Rail grant program, including $3 billion investments in the California High-Speed Rail Project, and $3 billion in improvements to Northeast Corridor. She also served as the FRA's representative on the Boards of Washington DC's Union Station Development Corporation and New York's Moynihan Station Development Corporation.

    Tom Pelnik is Senior Vice President of Business Development for ACS. ACS is a concessionaire focused on developing and operating transportation and social infrastructure in North America via public-private partnerships. ACS has financed six P3s in North America to date, totaling more than $9 Billion in value, including Florida�s I-595 managed lanes project that is opened to traffic on schedule in March 2014. Tom was formerly the Director of the Innovative Project Delivery Division for the Virginia Department of Transportation from its inception in 2003 until joining ACS in March 2011. He was responsible for implementing a statewide program for design-build contracting and public-private partnerships, including the I-495 HOT Lanes project. Prior to joining VDOT in March 2000, he was an engineering consultant in Boston, Massachusetts and in Richmond, Virginia.

    Terry is a Managing Director and Western Regional Manager for First Southwest Company, LLC, a leading national Municipal Advisory and Investment Banking firm. For forty years, Terry has provided advice and investment banking services for many tax-exempt issuers, both state and local, throughout California and the West. He has helped to provide funding for numerous public projects in California, Nevada and Arizona.Prior to joining First Southwest in 2011, Terry was a Managing Director at Stone & Youngberg (now “Stifel”), specializing in general government, redevelopment, special districts and health care.Terry is a graduate of UCLA and has Masters Degrees in Public Administration and Business Administration from California State University. He is a past officer in the United States Air Force.�

    Corey joined FRA in January 2011 and has served as the Director of the Office of Program Delivery since January 2012. As a member of FRA�s executive team, he has focused on improving the management and delivery of the Office�s $20 billion dollar portfolio spread over 17 programs.Prior to FRA, he was the Chief of Public Transportation for the Virginia Department of Rail and Public Transportation. He led the oversight of over 1000 projects delivered through 16 programs. He was also the lead on large capital projects including: Dulles Corridor Metrorail, Norfolk Light Rail, Richmond Bus Rapid Transit, and the I-495 and I-95 High Occupancy Toll (HOT) Lanes.
