    Mike Parker is a Principal in EY and serves as EY's US Infrastructure Advisory Leader.� In this role he oversees the activities of Ernst & Young Infrastructure Advisors, LLC, which is a registered Municipal Advisor. �Mike and his practice advise clients on finance, procurement, business strategy and public-private partnerships (PPP) for large-scale infrastructure projects and programs.� At the recent Americas P3 Awards in New York City, EY was named Financial Advisor of the Year by a jury of peers.Mike has more than 15 years of experience and is a recognized authority on the growing US PPP market.� He has worked with public-sector clients on tens of billions of dollars of new and potential infrastructure. In the transportation sector, his recent and current clients include Departments of Transportation of Florida, Ohio, Texas, Illinois and Georgia, the Port Authority of NY & NJ and the San Francisco Bay Metropolitan Transportation Commission among others. He previously served as Managing Director of Jeffrey Parker & Associates (JPA) prior to its acquisition by EY.�Mike received his bachelor�s degree in English from the University of Pennsylvania and an MBA with concentrations in Finance and Management from its Wharton School of Business.� Outside of work, he supports the efforts of imaginative non-profit organizations and start-ups.� Mike lives in Philadelphia, PA and is married with two children, ages 8 and 10.

    Matthew T. Brown is the director of the District Department of Transportation (DDOT), overseeing more than 1000 employees in the planning, design, construction and operation of 1,100 miles of streets, 241 bridges, 1,600 miles of sidewalks, 453 miles of alleys and 144,000 street trees. He administers multimodal transit options such as DC Circulator, and Capital Bikeshare; and enforces public space regulations. Brown earned an MPA in public finance from George Washington University and BA from Texas Wesleyan University. He serves on several transportation-related boards.He serves on WMATA Board of Directors, the Washington Metropolitan Area Transit Commission, and the DC Water Board of Directors�alternative ending.

    Will joined Ventas in 2006. Involved in over $5 billion in healthcare real estate transactions, Will is responsible for originating, negotiating, and executing healthcare property acquisitions and development opportunities. Will served as Director of Acquisitions and Investments for Lillibridge Healthcare Services, a wholly owned subsidiary of Ventas from 2010 to 2013. Previously, Will served as the Asset Manager for Ventas� medical office portfolio, where he oversaw MOB operations including joint venture partnerships, third party property managers, budgeting and financial reporting. Prior to that, Will served on the Acquisitions team helping underwrite and execute seniors housing and medical office transactions. Prior joining Acquisitions, Will served in Corporate Finance. Before joining Ventas, Will worked at General Electric Capital Corporation, a subsidiary of General Electric Corporation where he held various roles in Finance. He holds a Bachelor of Finance Degree from the University of New Haven with a minor Accounting and Economics.

    Christopher Tomlinson serves as the Executive Director for the State Road and Tollway Authority (SRTA) � the State of Georgia�s toll operator and transportation bond financing authority. In addition to managing toll operations and bond financing, SRTA manages the Georgia Transportation Infrastructure Bank, a revolving infrastructure investment fund that awards grants and provides loans with attractive terms to fund eligible transportation projects. As Executive Director, Mr. Tomlinson oversees management of a $1.4B bond debt portfolio, the proceeds of which fund projects built by the Georgia Department of Transportation (GDOT). He also serves as his agency�s primary liaison to GDOT�s P3 program and is a member of the International Bridge, Tunnel and Turnpike Association (IBTTA) Board of Directors. Prior to being appointed Executive Director, Chris served as Deputy Executive Director and General Counsel for SRTA. In such capacity, he was responsible for to day to day operations and legal issue management for SRTA.

    David Blaisdell is a Vice President with Bechtel Enterprises, the finance and development arm of Bechtel.� Mr. Blaisdell joined Bechtel Enterprises in 1997 and has more than 15 years of experience in project finance and development. �Mr. Blaisdell has lead responsibility for project development and bids including project feasibility, development, project finance, investments and partnering arrangements with a primary focus on the P3 market in North America.����Mr. Blaisdell has been involved in all aspects of Bechtel Enterprises� business including project development and finance, international financings, asset and investment management and asset sales.� Mr. Blaisdell served on the Board of APX, a company that is a leader in electricity trading and environmental commodities as well as on advisory committees for infrastructure and other investment funds where Bechtel Enterprises was a Limited Partner.� �Mr. Blaisdell holds a Master of Business Administration degree from The Wharton School, a Master of Arts in International Studies from the University of Pennsylvania and a Bachelor of Arts degree in International Politics and Economics from Middlebury College.� He is a registered principal with FINRA and holds Series 24, Series 7 and Series 63 licenses.�

    Tony Tata was appointed Secretary of the North Carolina Department of Transportation by Governor Pat McCrory in January 2013.Tata, who retired from the U.S. Army as a brigadier general, brings to his position more than three decades of public service as a military officer and public school system leader. He has a history of successfully leading and transforming large, complex organizations with vast responsibilities.Most recently, he served as the Superintendent of the Wake County Public School System, leading the state�s largest school district of 18,000 employees and 150,000 students to record academic heights. During his time in the military, General Tata�s last combat tour was in Afghanistan, where he served as the Deputy Commanding General of U.S. forces from 2006 to 2007. Throughout his career, General Tata planned and implemented multiple operations involving complex transportation and infrastructure challenges, ranging from multi-mode operations involving ports, airfields, rail and highways to designing and implementing extensive infrastructure plans in developing countries. In the past five years, General Tata has successfully managed large budgets, ranging from $4.5 billion in the Department of Defense�s counter-roadside bomb program to $1.25 billion in the Wake County Public School System.General Tata served two tours of duty in the 82nd Airborne Division at Fort Bragg. He also served as a brigade commander in the 101st Airborne Division and as the Deputy Commanding General of the 10th Mountain Division. Among his military decorations, he has been awarded the Combat Action Badge and Bronze Star, served as a Master Parachutist and graduated from the U.S. Army's Ranger School. He is listed as a distinguished member of the 502nd, 504th and 505th Parachute Infantry Regiments.Tata received a Bachelor of Science at the United States Military Academy at West Point, a Master of Arts in International Relations at the Catholic University of America, a Master of Military Art and Science in Strategic Planning at the U.S. Army's School of Advanced Military Studies, and was a National Security Senior Fellow at the Harvard University Kennedy School of Government.

    Lawrence Sandor is the Deputy General Counsel of the Municipal Securities Rulemaking Board.� He joined the MSRB in December 2008 and has held several positions including Associate General Counsel and Senior Associate General Counsel. As Deputy General Counsel, Mr. Sandor has responsibility for the MSRB�s support of regulators that examine regulated entities for compliance with MSRB rules and enforce those rules, corporate governance, professional qualifications and internal legal matters.Mr. Sandor has extensive experience in broker-dealer issues, policies and procedures, and compliance practices.� He previously served as Chief Compliance Officer of Wachovia Securities and Wachovia Securities Financial Network, and as General Counsel of a regional broker-dealer. He represented large and small financial institutions as Counsel at the law firm of Dickstein, Shapiro, Morin & Oshinsky LLP, and as an Associate Attorney at McGuire Woods LLP in Washington, D.C.�Mr. Sandor has published material in a variety of publications regarding the securities industry and has spoken at numerous industry conferences and seminars, including securities conferences sponsored by the Securities Industry and Financial Markets Association, Bond Dealers of America, New York Stock Exchange, American Bar Association, American Bankers Association, National Association of Compliance Professionals, and National Regulatory Service.�He graduated from Boston University School of Management, cum laude, in 1983 and Emory University School of Law in 1986.

    Victor Mendez has served as the 20th United States Deputy Secretary of Transportation since July 30, 2014.As Deputy Secretary, Mendez is the Department of Transportation�s chief operating officer, responsible for day-to-day operations of the 10 modal administrations and the work of more than 55,000 USDOT employees nationwide and overseas.� Mendez is focused on ensuring the safety and efficiency of America�s transportation system, which plays a key role in economic development.Before becoming Deputy Secretary, Mendez was the Administrator of the Federal Highway Administration since July 2009, where he oversaw the agency�s 2,900 employees in Washington and field offices across the country.� During his time at FHWA, he parlayed his lifelong interest in innovation and technology into launching the Every Day Counts initiative, which gives states a range of tools and technologies to streamline construction projects and make them more cost effective.Before joining DOT, Mendez served as Director of the Arizona Department of Transportation.� He has more than 20 years of State DOT experience.Mendez earned a Bachelor's Degree in Civil Engineering from the University of Texas at El Paso and later earned an MBA from Arizona State University. He is a registered professional engineer in the State of Arizona.
