    As Assured’s Deputy Chief� Surveillance Officer, Public Finance� Frank is actively involved in public finance credit monitoring and workouts.� Frank took a lead role for Assured Guaranty on the Jefferson County, Alabama and City of Detroit restructurings and is currently actively engaged in developments in Puerto Rico and Atlantic City, New Jersey. Frank previously served as Co-chief Municpal Credit Officer for Assured Guaranty and Managing Director and Chief Municipal Underwriting Officer for Financial Security Assurance (FSA).Frank joined FSA in 1997 from AIG Financial Products Corp., where he was a Vice President and Counsel in the Municipal Group. Prior to joining AIG-FP, Frank practiced law in the Public Finance department of Mudge Rose Guthrie Alexander & Ferdon. He holds a BBA in Finance from the University of Notre Dame and a JD from St. John’s� University School of Law, where he was an Associate Editor of the St. John’s Law Review.�

    Thomas M. Metzold is managing director and head of Capital Markets of National Public Finance Guarantee Corporation.� He is responsible for leading National’s secondary markets business and for coordinating the firm’s outreach to buy and sell-side municipal bond trading desks.Mr. Metzold joined National in 2015 following a 28-year career at Eaton Vance Management, where he was a portfolio manager for approximately $5.5 billion of municipal assets.� During his tenure at Eaton Vance, he held positions as a Co-director of Municipal Investments and Senior Municipal Portfolio Advisor. Mr. Metzold is a Chartered Financial Analyst (CFA) and a member of the Association of Investment Management and Research (AIMR), the National Federation of Municipal Analysts and the Boston Municipal Analysts Forum. Mr. Metzold holds an M.B.A. from the State University of New York at Albany and a B.S. degree in Finance from Siena College.

    Nick Tennyson was named as Secretary of the North Carolina Department of Transportation in August 2015.Prior to assuming this role, Tennyson served as the department’s Chief Deputy Secretary, responsible for providing oversight and integration across all operational and support functions of the North Carolina Department of Transportation. He also served for three months as interim commissioner of the Division of Motor Vehicles.Tennyson is the former mayor of Durham, a role he held from 1997-2001. During that time, he co-founded the Metropolitan Coalition of Mayors with Governor Pat McCrory, then mayor of Charlotte. While serving as mayor, Tennyson was vice-chair of the Metropolitan Planning Organization for his region, which provided him the opportunity to learn about the NCDOT and federal transportation planning process.Tennyson also served as an officer in the Navy before beginning a career as a home builder and developer. In the late 1980s, he transitioned to work with trade associations, such as the Greater Durham Chamber of Commerce. Prior to joining NCDOT, he was executive vice-president for the Home Builders Association of Durham, Orange and Chatham Counties.Tennyson has a Bachelor of Arts in Political Science from Duke University and Master of Arts in Human Resources Management from Pepperdine University.
