Gerry is a senior credit analyst within the municipal fixed income group at Wilmington Trust Investment Advisors, Inc., the investment advisory arm of Wilmington Trust. Gerry joined Wilmington Trust in May 2014 and currently covers the transportation sector as well as state and local credits within the southeast and southcentral United States.�He began his career as a municipal credit analyst at Moody's Investors Service in 1987 before moving to the New York State Environmental Facilities Corporation to work on the New York State Water Pollution Control Loan Program in 1990. In 1993 he joined Ambac Assurance Corporation. While at Ambac, Gerry was the Credit Director at Ambac’s Cadre Financial Services, a Managing Director of Ambac’s General Municipal Underwriting Team and a member of the Public Finance Senior Credit Committee. Prior to joining Wilmington Trust Gerry was the Chief Operating Officer at Espacio – Sami Hayek and served as a consultant at several organizations including the National Association of Insurance CommissionersGerry holds a master's degree in Public Administration from the Maxwell School of Syracuse University and a bachelor’s degree in in History and Political Science from LeMoyne College. As a member of the Project Finance, Debt and Strategic Contracts Division at the Texas Department of Transportation, Jennifer Wright manages multi-billion dollar transportation financing programs of the Texas Transportation Commission. She ensures that the issuance of debt is performed in a manner that serves the public interest, complies with state and federal tax and securities law and is within the guidelines of the Commission’s policies. She also leads the financial team’s negotiations of business and commercial terms of alternative delivery projects including public-private partnerships as well as securing TIFIA loans.In her ten years at TxDOT, she has led many new money financings and several refinancings achieving hundreds of millions of dollars of savings for Texas taxpayers; most notably, a record-setting refinancing of a toll revenue credit in January 2015. Ms. Wright competently grasps public finance concepts and applies them in her management of TxDOT’s debt portfolio and participation in public-private partnership program, resulting in sound recommendations to TxDOT leadership.She is a board member of the Women in Public Finance and also served on the inaugural board of the Texas Chapter of Women in Public Finance.Ms. Wright received her bachelor’s degree in finance from Texas A&M University.

Mark is a Managing Director and Manager of the Municipal Credit Analytics Group of Citigroup Global Markets Inc.� In addition to managing the Credit Analytics group on the trading desk, he is responsible for following industry trends and US municipal credits in the general government, project finance, municipal utilities, and high yield sectors.� Additionally, Mark supports the Municipal Securities Division’s secondary market trading and serves on the firm’s municipal credit and risk committees. Mark is a Municipal Principal and a Supervisory Analyst.� He is former chairman of the Bond Market Association’s Credit Research and Strategy committee as well as a member of the Society of Municipal Analysts.� He has been recognized for his expertise and industry contributions by the National Federation of Municipal Analysts and he and his group are consistently named as analytic leaders by institutional investors and the financial press.Prior to joining Citigroup in 1994, Mark was a Director in the Project Finance and Municipal Utility Groups within Standard & Poor's Ratings Group.� Mark also worked in production management with American Cyanamid Corporation.� Mark is a graduate of University of Delaware with a Bachelor's of Chemical Engineering and has a Master's degree in Business Administration from Seton Hall University.��
