Michael Stern has served in dual business and legal roles for four New York City Comptrollers. He has represented the Comptroller’s Office in connection with the negotiation, review and approval of over $100 billion of debt and $3 billion of swaps for New York City and several related bond-issuing entities. He has represented the Comptroller on several boards, including the Board of Directors of the New York City Transitional Finance Authority, the Sales Tax Asset Receivable Corporation, TSASC, Inc. (the City’s tobacco securitization entity), the Fiscal Year 2005 Securitization Corporation, the New York City Industrial Development Agency and the New York City Banking Commission. He has served as chairperson of several audit and finance committees. Keith Phillips joined the Federal Reserve Bank of Dallas in January 1984. His areas of concentration include regional economics and economic forecasting.
