In her 17 years with Sugar Land she has served in several capacities, including Assistant Director of Fiscal Services and Director of Budget & Research. In her current position as Director of Finance, Jennifer oversees Budget, Accounting, Purchasing and Treasury.� She manages the City’s debt and investment programs and assists with special projects such as the Smart Financial Centre at Sugar Land, Constellation Field, and Sugar Land Town Square.� The City currently has $470 million in outstanding debt payable from various sources.Jennifer holds a Bachelor of Science in Agribusiness and a Master of Science in Agricultural Economics from Texas A&M University and is a Certified Government Finance Officer. Scott Beardsley directs the overall activities of the Capital Markets Group. He joined Crews in 2004 and is the Executive Managing Director of the firm’s Capital Markets Group. The Capital Markets Group offers issuers nationwide a full range of underwriting, financial advisory, and analytical services tailored to the unique circumstances of each issuer. Scott also serves as President of First Security Finance, a non-bank affiliate that specializes in tax-exempt municipal leases. Prior to joining Crews, Scott worked with his family’s independent municipal financial advisory firm. He has worked on over 500 Arkansas school bond issues totaling over $2 billion. Scott Beardsley has a Bachelor’s Degree in Business Administration from the University of Arkansas (1990) and a Master’s Degree in Business Administration from Southern Methodist University (1991).�
Michael Palmieri leads p3point's consulting focus to help government and private sector clients develop strategies, evaluate project feasibility, manage or bid P3 procurements (RFQs-RFPs, structuring and negotiating project documents), structure financing, and innovatively help clients to find ways improve to efficiency, affordability and profits. He is an MSRB / SEC Registered Municipal Advisor with a Series 50 License.Michael was the lead P3 financial advisor to the City of Long Beach on their $520 million Civic Center P3 project that he helped to reach financial close in April 2016 and has extensive international P3 experience in infrastructure, power, water, transportation, district energy and private equity including: Led 21 ($13 billion) and team member in 52 ($28 billion) of new infrastructure project procurements; Led 19 ($369 million) and team member in 9 ($185 million) closed private equity infrastructure investments in deals totaling over $7 billion of financing; Helped raise $625 million of private equity LP capital for 6 funds.Michael was a Partner in KPMG’s Global Infrastructure and Projects Group, a public finance banker at Merrill Lynch, a project finance banker at IFC/World Bank Group and was a member of the infrastructure fund management teams at Energy Investors Funds and Texas Pacific Group. Kendra Fretz Morris is Director of P3 Projects for American Water Enterprises, the non-regulated business of American Water. American Water is the largest publicly traded US water and wastewater utility serving more than 15 million customers across 47 states and Canada. Kendra leads business development pursuits for infrastructure and clean energy projects primarily with municipal customers. Previously, she was an Associate Director at Meridiam Infrastructure North America, a P3 fund dedicated to long-term development and equity investment of P3 projects. Kendra holds her Master of City and Regional Planning from the University of Pennsylvania where she focused on public private development and infrastructure finance.�
Ryan Miller is a Principal Fiscal & Policy Analyst at the California Legislative Analyst’s Office (LAO), the Legislature’s nonpartisan fiscal advisor. Ryan coordinates the LAO’s revenue forecast and covers the teacher pension system (CalSTRS). Ryan also has expertise on the overall budget condition, the state’s rainy-day fund policy, and retirement programs.Prior to joining the LAO in 2012, Ryan spent three years at the Congressional Budget Office in Washington, D.C., estimating the costs of proposed federal mandates on state and local governments. Ryan graduated from Michigan State University with bachelor’s degrees in economics and public policy and received a master’s degree in public policy from the George Washington University.
Dan Seymour is an Assistant Vice President/Analyst for the State and High�Profile Ratings team, based in New York, covering credits for the states�of Pennsylvania, Vermont, Kansas and Michigan. Dan authored the Local�Government General Obligation and Municipal Utility methodologies.�Prior to joining Moody’s, Dan was a reporter for the Bond Buyer�Newspaper and a reporter for the Associated Press.
