    Gary Goldsholle is General Counsel of the Municipal Securities Rulemaking Board (MSRB), where he oversees all legal activities of the MSRB, including market regulation, professional qualifications, enforcement support and corporate governance. Prior to joining the MSRB, Mr. Goldsholle was vice president and associate general counsel for the Financial Industry Regulatory Authority (FINRA), where he was responsible for regulatory policy and rule development. He also worked in the Office of the Chief Counsel, Division of Trading and Markets at the Commodity Futures Trading Commission. Mr. Goldsholle began his legal career as an associate at Steptoe & Johnson.Mr. Goldsholle received a bachelor�s degree from Duke University and a law degree from the University of Chicago Law School.

    Ernesto A. Lanza is Deputy Executive Director of the Municipal Securities Rulemaking Board, the federal self-regulatory organization that regulates broker-dealers, banks and municipal advisors engaging in municipal securities and other public sector financial services activities.� He currently oversees the MSRB�s market structure, economic analysis and legislative affairs functions, as well as provides general advice on regulatory, market transparency and other strategic matters.� He previously served as Chief Legal Officer/General Counsel, leading the MSRB�s legal, corporate governance and rulemaking activities.Mr. Lanza led the design, development and launch of the MSRB�s Electronic Municipal Market Access system (EMMA) as well as the development of the MSRB�s long-range plan for the further evolution of its market transparency systems, and he currently continues to oversee the strategic direction of EMMA and related market transparency products.� Previously, Mr. Lanza led the MSRB�s initial rulemaking and interpretive initiatives relating to broker-dealer activities in 529 college savings plans and has worked on a broad range of fair practice, pricing, underwriting, suitability, pay-to-play and disclosure issues relating to municipal bonds.Prior to joining the staff of the MSRB in 1997, Mr. Lanza was in private practice at Ballard Spahr, Greenberg Traurig and Holland & Knight.� He received his law degree in 1988 from the University of Pennsylvania Law School and his B.A. degree in Government from Harvard University in 1985.

    Sudip Mukherjee is a Managing Director and senior member of the risk management group. Mr. Mukherjee�s role within the risk group spans a wide variety of responsibilities including approving waivers and consents and new transactions, overseeing the internal economic capital model, risk limits as well leading special projects relating to portfolio credit risk, credit analytics, capital management and risk based pricing.�Mr. Mukherjee joined MBIA Insurance Corp. in 2003 in the quantitative analytics group. He became the head of the quantitative analytics group before moving to National Public Finance Guarantee Corporation in 2009, as a Director in the surveillance group managing National�s insured water and sewer and utility portfolios and subsequently moved to the Risk Management group.�Prior to joining MBIA Insurance Corp. Mr. Mukherjee worked for several years in the areas of credit risk management and project finance advisory in the energy and transportation sectors at financial services firms including GE Capital and KPMG.Mr. Mukherjee has an undergraduate degree in electrical engineering from the Indian Institute of Technology, Delhi, a Masters in Finance from the University of Technology, Sydney (specializing in corporate finance) and a Masters of International Affairs (specializing in energy economics) from the School of International and Public Affairs at Columbia University, New York.

    Matthew Cohn is a Director in National Public Finance Guarantee Corporation�s �(�National�) Special Situations Group.� He has more than 15 years of experience in bankruptcies and remediations across both the Corporate and Public Finance industries.Mr. Cohn currently leads National�s team on the remediation of numerous underperforming and distressed municipal credits including ongoing efforts with National�s exposure to the City of Stockton and the City of San Bernardino, California, as well as to various affordable and student housing projects, toll roads and hospitals.As a creditor, Mr. Cohn has been involved in all aspects of the reorganization process including forbearances, protective advances, negotiation of complex capital structure solutions, evaluating strategic business plans, and monitoring liquidity.Prior to joining National, Mr. Cohn worked at Zolfo Cooper in its Restructuring Practice.� He also worked for the corporate restructuring group at Deloitte LLP after beginning his career with Arthur Andersen LLP.Mr. Cohn earned a Bachelor of Science degree in Finance from the University of Illinois.� He is a Certified Insolvency and Restructuring Advisor (CIRA), and an active member of the Association of Insolvency & Restructuring Advisors, American Bankruptcy Institute and the Turnaround Management Association (TMA).

    Bill Lynch was named as the Receiver for the City of Harrisburg, in 2012.� He culminated a 40 year career of service to the nation in the US Air Force and Air National Guard, in 2004.�� The General is a combat tested leader with 100 missions over North Viet Nam as an RF4C aircraft commander. �His career in the Pennsylvania National Guard, included service as a cabinet officer, appointed by three Governors, as the Adjutant General and Secretary of the Department of Military and Veterans Affairs. General Lynch also served as Chairman of the Pennsylvania Emergency Management Council and stood with Governor Ridge on September 11, 2001 at the Flight 93 crash site.� He is a fighter pilot with over 5,000 hours in various aircraft and is a military parachutist.In 2006 and 2007, he served with the US Department of State at Embassy Baghdad as the Chief of Staff, Iraq Reconstruction Management Office. In 2008, he returned for a second tour as the Director of the Embassy�s Office of Strategic Planning and Assessment. �General Lynch received a B.A. in American Literature from Brown University, and a Juris Doctorate, with High Distinction, from the Ohio Northern University School of Law, where he was elected to the Law Review.� He is also a graduate of the National War College, Ft. McNair, Washington, D.C.

    Andrew Kleine became Baltimore�s budget director in 2008, after nearly 15 years of federal government service that included budget and policy positions in the U.S. Department of Transportation, White House Office of Management and Budget, and Corporation for National and Community Service.� Mr. Kleine�s implementation of Outcome Budgeting in Baltimore has helped the city prioritize its spending during an unprecedented fiscal crisis.� He has also taken many steps to engage citizens in the budget process, including a citizen survey, a citizens� guide to the budget, and budget workshops and online tools that allow citizens to try their hand at balancing the city budget.� Mr. Kleine recently led the development of the city�s first-ever long-term financial plan.�

    Steve Benjamin has worked very actively in community initiatives with numerous public and private organizations dating back to his years at the University of South Carolina where he served as President of the Student Government and as Student Bar Association President at the USC School of Law. Mayor Benjamin has continued that service through the present, serving on numerous boards for nonprofit organizations such as the Columbia Urban League, Benedict College, the Greater Columbia Chamber of Commerce and as a Founding Board Member of the Eau Claire Promise Zone. He also served as a founding member of Choose Children First. In 1999, at age 29 Benjamin was appointed to Governor Jim Hodges' Cabinet as director of the state's second largest law enforcement agency, the Department of Probation, Parole, and Pardon Services. In 2009, Benjamin drew national attention by representing prominent radio host Tom Joyner and securing a pardon for Joyner's great uncles wrongfully convicted in the death of a 73-year-old Confederate veteran and executed in 1913. In a landmark decision, the South Carolina Board of Paroles and Pardons voted unanimously to grant the posthumous pardon, the first for South Carolina in a capital case. Having taken office in July 2010 and reelected by a 30% margin in November 2013, Mayor Benjamin's administration has been characterized by his firm belief in Columbia's potential and intense focus on job creation. In his first term alone his leadership helped cut Metro Unemployment by more than 42% secured billions of dollars in new regional capital investment in the midst of a national recession. Combined with the rebirth of Main Street, these accomplishments have drawn national attention and accolades including his being awarded an Aspen Rodel Fellowship, receiving an Honorary Doctor of Humanities from Francis Marion University, twice being named to The Washington Post's "The Root 100 List� (2011 and 2013) as well as the 2014 GRIO 100 and being elected in 2012 as US Conference of Mayors Trustee. In addition to his work as Mayor, Benjamin practices law with Parker Poe law firm.

    Mr. Kelly, with 20 years experience in public finance, joined Janney in April, 2012, combining his banking experience with the skills and capacity of Janney�s trading and sales platform to provide enhanced service to public finance market.In recent years, Mr. Kelly�s experience has been focused on large governmental issuers in Pennsylvania, Florida and the Midwest.� Clients have included the City of Philadelphia, the Pennsylvania Turnpike Commission, Louisville Regional Airport Authority, Florida Municipal Power Agency, Delaware River Port Authority, Commonwealth Financing Authority, and the Philadelphia Parking Authority, among others.Mr. Kelly has also worked with utilities ranging from the Philadelphia Gas Works, The York Water Company, University of Maryland Energy Infrastructure Project, P3 studies and financings, various water authorities, and many solid waste authorities.� As an outgrowth of this utility experience, Mr. Kelly is building a new practice in Project Finance and P3 transactions.Over the years, Mr. Kelly has served in various roles in the industry � a credit and liquidity enhancement banker at Lloyds Bank, a financial advisor at Public Financial Management, and an investment banker at PNC Capital Markets and now Janney Montgomery Scott.�Mr. Kelly received his bachelor�s degree in Economics from Harvard University.� He is active in his community, serving on the boards of the Fairmount Park Conservancy and the Prince Albert II of Monaco Foundation - USA.� Previously, he has served on the boards of the Philadelphia Police Foundation, Vesper Boat Club, and Medical College of Pennsylvania.
