    Mike Bailey has worked in local government finance since 1980 and is the Finance Director for the City of Redmond. Mr. Bailey is a former president of the Washington Finance Officers Association (WFOA) and past member of the Government Finance Officer Association (GFOA) Executive Board. He has also served as Vice Chair of the GFOA Budget and Management Committee, and currently is the local government representative to the Streamlined Sales Tax Project (SST).Mike has conducted numerous workshops on local government financial management, budget, and financial leadership.� Mike frequently leads council and board retreats, and strategic planning processes.Mr. Bailey earned his degree in Business Administration and a MBA from the University of Puget Sound. He is a CPA and an executive education studies graduate of Harvard�s JFK School of Government.

    Elected in February 2002, and re-elected to full four-year terms in 2003, 2007 and 2011,� Nancy K. Kopp is the 23rd Maryland State Treasurer since the adoption of the Constitution of 185l.� She is the second woman ever to serve as Maryland's State Treasurer and is the only woman serving Maryland in a Constitutional Office. In addition to her responsibilities for managing the Office of State Treasurer, as a Constitutional Officer and a representative of the General Assembly, the Treasurer serves on a number of key State Boards and financial planning committees.Treasurer Kopp chairs both the Capital Debt Affordability Committee and the Commission on State Debt, and is a member of Maryland's Board of Revenue Estimates.� She is the chief representative of the State dealing with financial rating agencies and investment banking firms.� The Treasurer also serves as Chair of the Board of Trustees of the Maryland State Retirement and Pension Systems, as Chair of the College Savings Plans of Maryland and as a member of the Maryland Supplemental Retirement Board, the Maryland Health and Higher Education Financing Authority, the Maryland Agricultural Land Preservation Foundation Board, the Small Business Development Financing Authority and the Hall of Records Commission. Unique among the Treasurer's responsibilities is her position on the Board of Public Works with the Governor and the Comptroller of the State.� This Board oversees a substantial portion of the procurement contracts of the State.Treasurer Kopp represented the Bethesda, Maryland area in the Maryland House of Delegates for 27 years prior to her election as Treasurer. As a member of the House of Delegates, Treasurer Kopp chaired the Joint Committee on Spending Affordability, as well as the Appropriations Subcommittee on Education and Economic Development.� She also served on the Capital Budget Subcommittee, Subcommittee on Pensions, and Joint Committee on Budget and Audit, and, at various times, as Deputy Majority Leader and Speaker Pro Tem.� During her legislative career, Treasurer Kopp was named by her colleagues as the most effective woman legislator and one of the 10 most effective members of the House.Treasurer Kopp has been active in numerous national, regional and state organizations and boards over the years, primarily focused on finance, education, and fiscal matters.� Appointed by President Clinton to the National Assessment Governing Board, which oversees the National Assessment of Educational Progress (the "Nation's Report Card"), Treasurer Kopp also served as Treasurer of the Southern Regional Education Board and chaired its Commission on Educational Quality.� She served on the Executive Committee of the National Conference of State Legislatures and chaired its Assembly on Legislative Issues, and Committees on Federal Budget Issues, State Fiscal Issues, and Capital Budgeting Procedures.� Treasurer Kopp also was Vice-Chair of the National Commission on State and Local Budget and Finance Procedures.� Currently, she is a member of the National Association of State Treasurers and chairs its Legislative Committee.� She also served a one year term as President of the National Association of State Auditors, Comptrollers and Treasurers.� Treasurer Kopp was nominated to serve as an Executive Committee member of The Council of State Governments/Eastern Regional Conference (CSG/ERC) in May 2011 and was reappointed to the committee in 2012 and 2013.� In January 2014, she was reappointed to serve as an at-large member of the Executive Committee for a 1-year term.� In November 2013, she was appointed to The Financial Accounting Foundation (FAF) Board of Trustees for a term that extends to December 31, 2018.�A graduate of Wellesley College, Treasurer Kopp holds a master's degree in Government from the University of Chicago.� She also has received honorary doctorate degrees from Goucher College, Hood College, the University of Maryland at Baltimore, the University of Maryland University College and Towson University.� She is an honorary Alumna of the University of Maryland, College Park.� In March 2012, Treasurer Kopp was inducted into the Maryland Women's Hall of Fame.� Treasurer Kopp and her husband, Robert Kopp, live in Bethesda and have two adult children and two grandchildren.

    Michael S. Piwowar was appointed by President Barack Obama to the U.S. Securities and Exchange Commission (SEC) and was sworn in on August 15, 2013.Most recently, Dr. Piwowar was the Republican chief economist for the U.S. Senate Committee on Banking, Housing, and Urban Affairs under Senators Mike Crapo (R-ID) and Richard Shelby (R-AL).� He was the lead Republican economist on the four SEC-related titles of the Dodd-Frank Act and the JOBS Act.� Dr. Piwowar also worked on a number of important SEC-related oversight issues under the jurisdiction of the Committee, such as securities, over-the-counter derivatives, investor protection, market structure, and capital formation.During the financial crisis and its immediate aftermath, Dr. Piwowar served in a one-year fixed-term position at the White House as a senior economist at the President�s Council of Economic Advisers (CEA) in both the George W. Bush and Barack Obama Administrations.� While at the CEA, Dr. Piwowar also served as a staff economist for the Financial Regulatory Reform Working Group of the President�s Economic Recovery Advisory Board.Before joining the White House, Dr. Piwowar worked as a Principal at the Securities Litigation and Consulting Group (SLCG).� At SLCG, he provided economic consulting to law firms involved in complex securities litigation and technical assistance on market structure, regulatory policy, and risk management issues to domestic and international securities regulators and market participants.Dr. Piwowar�s first tenure at the SEC was in the Office of Economic Analysis (now called the Division of Economic and Risk Analysis) as a visiting academic scholar on leave from Iowa State University and as a senior financial economist.� In those roles, he provided economic analyses and other technical support to the Commission and other SEC Divisions and Offices on a wide range of rulemaking, compliance, and enforcement matters.Dr. Piwowar was an assistant professor of finance at Iowa State University where he focused his research on market microstructure and taught undergraduate and graduate courses in corporate finance and investments.� He published a number of articles in leading academic publications and received several teaching and research awards.Dr. Piwowar received a B.A. in Foreign Service and International Politics from the Pennsylvania State University, an M.B.A. from Georgetown University, and a Ph.D. in Finance from the Pennsylvania State University.

He has worked on various landmark project financings including the stadium financings for the New York Mets and the New York Jets. Mr. Tomson received his J.D. from Tulane University and his B.A. from Cornell University.� Additionally, Mr. Tomson serves as the President of the Board of Governors of the Municipal Forum of New York.

    Paul currently serves as the Highway Division Administrator for the Oregon Department of Transportation, overseeing the five Regions, Technical Services, Major Projects Branch, and Maintenance/Operations.� His focus is on the long-term development and success of the division, the internal working relationships between various leadership teams and work units.� Prior to starting his current role in 2010, Paul served as the Region 3 Manager, headquartered in Roseburg. There he was responsible for the planning, design, construction, maintenance and operations of state highways and other transportation facilities in a varied geographic area with several large population centers.Paul joined ODOT in 1984 in traffic engineering. Over the years, he has worked in construction, maintenance and project development in Regions 1, 2 and 3, as well as at agency headquarters in Salem. He served as a district manager before becoming the Region 3 manager, and has delivered a variety of special assignments. �In recent years, Paul led the department�s response to the state�s deteriorating bridges by coordinating the Bridge Options Report, which resulted in a legislatively approved $1.3 billion funding package.� He also led the 2007 Project Delivery Review effort.Paul is a licensed Professional Engineer.� He holds a Bachelor�s degree in Civil Engineering from OregonStateUniversity and a Master�s degree in Public Administration from Lewis and ClarkCollege.�

    Brian is a Director with RBC Capital Markets and the Manager of the Municipal Transaction Review Group in Minneapolis Minnesota.He joined RBC Capital Markets in 2006 and his responsibilities include managing the firm�s municipal transaction review function which provides a centralized review process for every engagement, transaction and revenue event.�� He is also responsible for ensuring that all regulatory requirements affecting municipal bond issuance are complied with and that the firm�s policies, procedures and controls for municipal securities meet or exceed regulatory requirements.�� He serves as the chair of the firm�s internal municipal credit committee and complex municipal financing committee.�� He also serves as the Secretary of the municipal business review committee that reviews all matters that pose unique or novel financial, reputational or regulatory risk.Brian is an active member of the Municipal Legal Advisory Committee for SIFMA and is a member of NABL and the Minnesota State Bar.�� He began his career as a member of the Texas State Bar where he practiced law from 1989 until 1996 when he moved to Minnesota where he worked as the Senior Fixed Income lawyer for Piper Jaffray from 1996 until 2006.� He maintains FINRA Series 7, 24, 53, 63 and 79 licenses and is a 1989 graduate of the University Of Oklahoma College Of Law.

    Angela Trout, a senior associate in the Seattle office, is a member of the Public Finance Department.� Ms. Trout has served as bond counsel and underwriters' counsel in connection with a variety of public finance matters.Before joining the Public Finance Department, Ms. Trout worked in the Seattle office as a law clerk in the Corporate Emerging Companies Group while attending law school.� Prior to attending law school, Ms. Trout worked at Orrick and Perkins Coie LLP.
