Gwen has been involved in public education since 1967. She served as Chief Financial Officer for the Round Rock Independent School District for 23 years and as Chief Financial Officer for North East Independent School District in San Antonio for 7 years. She has managed budgets of more than $200 million. Her duties at North East ISD included responsibility for the Management Information Systems Department and the Human Resources Department, in addition to the financial responsibilities. She has served as Executive Director of TASBO since 1997. •She received her undergraduate degree and her MBA from St. Edward’s University in Austin, Texas. In addition to her current assignment as Executive Director of TASBO, she also served as President of the organization, and in 1994 was named Outstanding School Business Official for the State of Texas. In 2001 she was the recipient of the Distinguished MBA Award from St. Edward’s University. In 2006 Gwen earned the designation of Certified Association Executive (CAE), the highest professional credential in association management and in 2009, she was awarded the Distinguished Executive of the Year Award from the Texas Society of Association Executives (TSAE).In her current role, she is responsible for a staff of sixteen and the association has more than 5,500 members statewide. TASBO provides 200+ class days of training each year throughout the State of Texas and serves as a resource for school districts with regard to information regarding school finance, state funding, facilities management, technology, school nutrition, school transportation and government regulations. She has been involved in management reviews for school districts, Education Service Centers, and associations throughout the State of Texas.

David C. Schanbacher serves as the director of the Natural Resources Policy Division within the Texas Comptroller of Public Accounts. This division tracks, analyzes, and advises the Comptroller on state and federal natural resource, environmental, energy, and endangered species initiatives with the potential to impact state revenues and the overall Texas economy. Until July 1, 2009, David served as the Chief Engineer for the Texas Commission on Environmental Quality, providing oversight and guidance on engineering standards of the agency and coordinating major engineering initiatives and studies. He received certification as a registered professional engineer in the State of Texas. As Chief Engineer, David also served as Deputy Director of the Chief Engineer’s Office, which consists of engineering and technical experts, the Toxicology Section, the Air Quality Division (responsible for the State Implementation Plans), and the Water Quality Planning Division (responsible for Total Maximum Daily Load, Watershed Protection Plans, Water Quality Standards, Surface Water Quality Monitoring, the Clean Rivers Program, Coastal Bend Bays and Estuaries Program, and the Galveston Bay Estuary Program).Mr. Schanbacher has served as special assistant to the Office of Air Quality and the Office of the Executive Director at the TCEQ, and as a permit engineer in the New Source Review Program before becoming Chief Engineer. Mr. Schanbacher previously spent several years in various engineering positions in the chemical industry and the oil and gas industry before joining the Texas Air Control Board, a predecessor agency of the TCEQ, in 1992.Mr. Schanbacher received a Bachelor of Science Degree in Chemical Engineering from the University of Missouri and a Master’s Degree in Engineering from the University of Texas at Austin.

Mike Morrissey is Senior Advisor to Governor Rick Perry, a position held since June 2008. In this role, he focuses on implementing the Governor’s priorities. He also serves as the Governor’s Stimulus legislation point of contact to the federal government. He advises the Governor on all aspects of government operations, including policy matters of fiscal responsibility and efforts to make government more effective and transparent. Mr. Morrissey previously served as Director of the Budget, Planning, and Policy Division in the Governor’s office, where he was responsible for development, implementation, and long-range planning of the states $168 billion budget and policy initiatives. From 1994-2001, Mr. Morrissey served as Director of Fiscal Policy for former Lieutenant Governor Bill Ratliff, as Budget Director for former Lieutenant Governor Rick Perry, and as Budget Director and Special Assistant to former Lieutenant Governor Bob Bullock. He also worked as legal counsel/budget examiner at the Legislative Budget Board from 1986 to 1994. Mr. Morrissey holds a Bachelors degree in Economics from the University of Oklahoma and a law degree from the University of Arkansas. He is licensed to practice law in Texas. He is a graduate of the Governor’s Executive Development Program and in 2004 was named the Texas State Employees Association Administrator of the Year.

Elizabeth has extensive experience in managed care arrangements, state and federal healthcare initiatives, and healthcare regulatory matters, representing hospitals, physicians, and other healthcare providers and provider networks, health plans, insurance carriers, pharmacies, drug manufacturers, and employers. Elizabeth’s practice focuses on the following areas influencing the healthcare industry: federal reform, managed care transactions and disputes; reimbursement under commercial and governmental programs; legislative and rulemaking initiatives; licensure and certification by the Texas Department of Insurance; third party reimbursement matters; workers’ compensation reform legislation and rulemaking; health research; discount policies; federal and state law privacy issues; governmental contracting and compliance issues; participation in the managed Medicare and Medicaid programs, including STAR and STAR+PLUS, the Texas Vendor Drug Program and Medicare Part D; regulation and reimbursement of drugs and medical devices; regulation of health plans, insurance, and workers’ compensation carriers; regulation and compliance of integrated delivery systems, including academic medical centers; and state and federal regulatory filings including certification and licensure of health plans and providers. Elizabeth devotes a substantial portion of her practice representing clients in healthcare legislative and regulatory initiatives and analyzing emerging state and federal health law issues, which currently include the American Recovery and Reinvestment Act of 2009 (“ARRA”) including federal stimulus funding, state and federal health and payment reform, HIPAA, health information technology (HIT) issues, and the Patient Safety and Quality Improvement Act. Elizabeth is a frequent speaker and panelist at various continuing education and professional development programs for the healthcare industry.Elizabeth received her B.A. with high honors and J.D. with honors from The University of Texas and is a member of Phi Beta Kappa. She currently serves as Vice Chair of the Health Law Council of the State Bar of Texas.

Mark Zandi is chief economist of Moody's Analytics, where he directs research and consulting. His research interests include macroeconomics, financial markets and public policy. A trusted adviser to policymakers and an influential source of economic analysis for businesses, journalists and the public, he has frequently testified before Congress on topics including the economic outlook, the merits of fiscal stimulus, financial regulatory reform and foreclosure mitigation.

John Buckley, who has served as chief Democratic tax counsel for the Ways and Means Committee since 1995, has spent nearly four decades on the Hill participating in the development of federal tax legislation. He began his career as associate counsel in the Office of the House Legislative Counsel, after earning his J.D. from the University of Wisconsin Law School in 1973. He would go on to participate in the crafting of all major tax legislation enacted after 1974.In 1994, he briefly served as chief of staff of the Joint Committee on Taxation before moving into his present position.Buckley served as an adjunct professor at the Law Center from 1995 to 2005, teaching a seminar on recent tax legislative developments with U.S. Tax Court Chief Judge John O. Colvin. He has published articles on general tax policy, individual tax issues, international tax issues, estate and gift taxes, and more. His appearances have included the Woodworth Lecture before the Tax Section of the American Bar Association on “Tax Changes Since Woodworth's Time: Implications for Future Tax Reform.”He did undergraduate work at the University of Notre Dame, majoring in finance.

Paul Rosenstiel was a public finance banker in California for 30 years, retiring from Stifel in 2015. From 2007-2009, he was Deputy Treasurer of the State of California.� Since 2011, he’s served as a board member of the California State Teachers’ Retirement System (CalSTRS). His other activities include chair of the board of the California Budget and Policy Center, Advisory Board member of the Global Projects Center at Stanford, and member of the Statewide Leadership Council of the Public Policy Institute of California.� In 2005 and 2006, he served as Policy Director for Steve Westly’s gubernatorial campaign.
