Prior to joining Wells Fargo Securities, Mr. Seaton was head of Public Finance for a minority-owned investment banking firm for four years, and before that, managing director at a major Wall Street firm. In his career he has served as lead manager for over $15 billion in transactions, including for some of the largest and most complex capital programs in the nation.At Wells Fargo Securities, Mr. Seaton is head of Sustainable Public Infrastructure. He leads a team of five that was one of the first such groups established in the investment banking public finance industry. His group has a nationwide mandate to assist municipalities with financing projects designed to use energy more efficiently, including renewable technologies such as solar or wind. Mr. Fabian is a Partner at Municipal Market Analytics (MMA) where he leads market and credit research and is the lead contributor to MMA’s weekly OUTLOOK and biweekly DEFAULT TRENDS reports. Fabian served in a similar capacity at Municipal Market Advisors since 2006, and was the lead US municipal research analyst for UBS Financial Services. Earlier in his career he was an underwriting analyst at FSA and a municipal rating analyst with Moody’s Investors Service. Mr. Fabian has served as chairman of the Municipal Analysts Group of New York (MAGNY) and was on the Board of Governors of the National Federation of Municipal Analysts (NFMA). He is frequently quoted in the national media and is routinely a featured speaker at industry conferences on a wide range of topics. Mr. Fabian’s efforts in municipal default analysis led to the creation of MMA’s Credit Impairment Database, the most complete catalog of troubled issuers in the industry. Mr. Fabian has an undergraduate degree from Penn State University and a Masters of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
Stanley Gee serves as the Executive Deputy Commissioner of the New York State Department of Transportation (NYSDOT) where he functions as the chief operating officer of the Department. His leadership is focused on improving the performance and accountability of the Department and communicating results to its customers and employees. For a period prior to Governor Cuomos nomination of Joan McDonald as Commissioner, Stan served as the Acting Commissioner of NYSDOT.At the national level, Stan is a member of the Transportation Research Boards Second Strategic Highway Research Program Oversight Committee, and Vice-Chair of the I-95 Corridor Coalitions Executive Board. Stan serves as Chair of the American Association of State Highway and Transportation Officials (AASHTO) Subcommittee on Organizational Management and is also a member of their Climate Change Steering Committee and the Intercity Passenger Rail Leadership Group.Stan came to New York State government in 2007 after a distinguished career with the Federal Highway Administration. He is the recipient of numerous performance and honor awards including the Federal Highway Administrators Award for Superior Achievement and the Secretary of Transportations Award for Meritorious Achievement. Stan is a nationally respected transportation professional now in state government.Stan began his career in transportation as a summer construction inspector with NYSDOT while he attended the Rensselaer Polytechnic Institute, where he obtained his B.S. in Civil Engineering.
Gene Saffold was appointed Chief Financial Officer of the City of Chicago by Mayor Richard M. Daley on March 12, 2009. Prior to his appointment, Saffold was Managing DirectorNational Accounts for JP Morgan Chase & Co. In this capacity, Mr. Saffold was responsible for the delivery of the JPMCs products and services to the companys public sector and pension fund clients nationally.He previously served as Head of Public Finance Investment Banking for J.P. Morgan Securities, Inc. where he had leadership responsibility for Tax-Exempt Capital Markets (TECM) origination and advisory activities within the Investment Banks Global Credit Markets Group. He joined Banc One Capital Markets in May 2002 as Managing Director and the National Head of Public Finance. Prior to joining Banc One, Mr. Saffold was a Managing Director in the Public Finance Department of Salomon Smith Barney (now Citigroup). He currently serves as a Board Member on the Laborers and Retirement Board Employees Annuity and Benefit Fund of Chicago, the Policemens Annuity and Benefit Fund of Chicago, the Chicago Development Fund and the Chicago Low-Income Housing Trust Fund. He is a board member and also serves as Co-Chair of the Labor Management Coordinating Committee of the Chicago Labor Management Trust and the Commission to Strengthen Chicagos Pension Funds.He is actively involved in a variety of civic, cultural and philanthropic activities, and currently serves as a board member of Window to the World Communications, Inc. and the Erikson Institute. Previously, he served for ten years as Trustee of the Chicago Board of Education and of the Teachers Pension and Retirement Fund of Chicago.He has been honored for his public service by organizations such as the Chicago Youth Centers, National Conference for Community and Justice and the Urban Financial Services Coalition of Chicago. As the Executive Director of the Illinois Finance Authority, Christopher Meister leads a staff of finance and legal experts that provide hands-on support to help Illinois businesses get the capital they need for growth.Meister was appointed to head the IFA in July 2009 after two years as the agency�s General Counsel and Deputy Director. His focus at IFA has been to develop creative new financing tools to help meet the needs of Illinois businesses seeking to create and retain jobs around the state. A frequent speaker and panelist before business groups, Meister actively markets IFA programs and services to reach the broadest possible sector of the business community.Meister has a record of leadership in strengthening economic development statewide. He served as Legislative Director/Associate General Counsel for the Illinois Department of Commerce & Economic Opportunity, where his most notable achievement was drafting and securing passage of legislation for the Illinois Film Tax Credit.His private practice experience focused on municipal law and litigation with the firm Holland & Knight LLP. He also served as a law clerk under Illinois Supreme Court Justice McMorrow.Meister is a graduate of DePaul University and the University Of Illinois College Of Law. He and his family live in Oak Park, Illinois.
